EXECUTIVE SUMMARY
Recommendation for a 6 month moratorium on golf course conversion applications in
order to provide staff time to study the various issues that should be considered before any
recommendations are considered by the Board of County Commissioners.
OBJECTIVE: To provide the Board of County Commissioners additional time to weigh the
potential impacts of golf course conversion to residential before more permit applications are
submitted.
CONSIDERATIONS: During the March 22, 2016 Board of County Commissioners meeting in
response to the "Recommendation to review the Board initiated analysis of existing golf course
conversions and provide staff with direction to amend the Land Development Code (LDC) to
provide for further open space and storm water impacts analysis for future golf course
conversions", the Board unanimously approved a motion to continue and have the County
Attorney bring back case law on how conversion affects adjacent owners and staff to bring
forward methodologies.
There is currently 1 pre-application for a golf course for conversion and two others have already
approached the County expressing interest. Golf course applications already submitted will not
necessarily be subjected to any potentially new policies regarding golf course conversions. It is
therefore circumspect to call for a 6 month moratorium on existing golf course conversion
applications until the Board has heard back regarding the results from the staff and County
Attorney.
FISCAL IMPACT: No impact.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is
approved as to form and legality, and requires majority vote for approval. -JAK
RECOMMENDATION: To implement a 6 month moratorium on golf course conversion
applications until the Board has heard back regarding the results from the staff and County
Attorney.
