EXECUTIVE SUMMARY
t""1 Recommendation that the Board of County Commissioners,acting as the Airport Authority,award
Bid No. 16-6551 Fuel Trucks for Airport Authority in the amount of$503,000 for three fuel trucks
to SkyMark Refuelers,LLC and approve the necessary budget amendments.
OBJECTIVE: To purchase new fuel trucks for the Marco Island Executive and Immokalee
Regional Airports.
CONSIDERATIONS: On November 10, 2015 the Board of County Commissioners (Board),
acting as the Airport Authority, accepted Department of Transportation (FDOT) Joint
Participation Agreements to fund the purchase of a Jet-A fuel truck for the Immokalee Regional
Airport(Agenda Item 16G2) and a Jet-A fuel truck and an Avgas fuel truck for the Marco Island
Executive Airport(Agenda Item 16G3).
In accordance with FDOT requirements and the Collier County Purchasing Policy, the Airport
Authority issued an Invitation to Bid (ITB) for these trucks for the Marco Island Executive and
Immokalee Regional Airports.
Email notices were sent to 152 firms with 25 firms downloading the solicitation. Three (3) bids
were received by the due date of February 24,2016.
The lowest, qualified, responsive bidder meeting specifications is SkyMark Refuelers, LLC.
Airport management has reviewed the specifications and recommends awarding the bid to
t•-■, SkyMark Refuelers,LLC.
FISCAL IMPACT: The cost of a 3000-gallon Jet-A fuel truck for IMM is $194,000. Grant
funds in the amount of $144,000 are available within the Airport Grant Fund (498), Project
33451. Grant Match funds in the amount of $36,000 are available within the Airport Match
Fund (499), Project 33451. A budget amendment in the amount of $14,000 is needed for an
additional local commitment to complete the project and move funds from Capital Fund (497),
Project 57495 into Fund(497),Project 33451.
The cost of the fuel trucks for MKY is $309,000 ($194,000 for a 3000 gallon Jet-A truck, and
$115,000 for a 1000 gallon Avgas truck). Grant funds in the amount of$247,200 are available
within Airport Grant Fund (498), Project Number 33450, and local funds of $61,800 within
Airport Match Fund(499),Project 33450.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a
majority vote for Board approval. -JAB
GROWTH IMPACT: There is no growth impact associated with this Executive Summary.
RECOMMENDATION: To award Bid No. 16-6551 Fuel Trucks for Airport Authority to
SkyMark Refuelers, LLC and approve necessary budget amendments. A Purchase Order will
serve as the standard contract.
