EXECUTIVE SUMMARY
Recommendation to award Contract No. 16-6587—Pine Ridge Weir Replacement Project, to Kelly
Brothers,Inc,in the amount of$849,408.11,Project No.60119.
OBJECTIVE: To commence with the construction of the Pine Ridge weir replacement at
Creekside by awarding contract No. 16-6587, for the Pine Ridge weir replacement, to Kelly
Brothers, Inc.,the lowest,responsive and qualified bidder.
CONSIDERATIONS: This is the first of a program of weir replacements the Stormwater
Management staff has undertaken. Many weirs around the County that are under County control
are old, inoperable, obsolete, and/or unusable for other reasons that are beyond standard
maintenance issues. Many of these weirs were installed in times when there was significantly
less land development, and thus less impervious surface, in Collier County. Therefore
stormwater flow patterns and volumes have changed over the years;necessitating replacement of
the weirs.
Stormwater Management staff is starting with a list of three weirs to replace or refurbish. The
Pine Ridge weir at Creekside is in need of complete replacement. It leaks, does not achieve
precise control elevation well, and several years ago began to break loose from its foundation.
The "Invitation to Bid" advertisement for the Pine Ridge Weir Replacement construction was
posted on February 3, 2016, in the Naples Daily News. Also, 2095 (two thousand and ninety
five) notices were emailed to subscribers and 102 (one hundred and two) vendors downloaded
the specifications. The following eight bids were received by the March 2, 2016 deadline:

The Purchasing Division and the design engineer tabulated and verified the bids. Kelly Brothers,
Inc., is the apparent low bidder. Staff and the design consultants performed a bid analysis to
determine if there were any anomalies in the bids, and noted no discrepancies. These bids
compare well with the total Engineer's Estimate of$944,873.98. Kelly Brothers's bid was 11%
below the Engineer's Estimate.
Therefore, staff and the design engineer (see attached letter of recommendation) recommends
awarding the construction contract to Kelly Brothers, Inc., the lowest responsive and qualified
bidder.

FISCAL IMPACT: Funds in the amount of$849,408.11 are available in project 60119, within
the Stormwater Capital Improvement Fund 325. Source of funds are transfers from the General
Fund(001)and Unincorporated Area General Fund(111).
This weir has previously been on the Road Maintenance Division's maintenance schedule.
Therefore maintenance costs are unchanged.
GROWTH MANAGEMENT IMPACT: The proposed construction project is in accordance
with the goals, objectives, and policies of all applicable sections of the Stormwater Management
and the Conservation and Coastal Management elements of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires
majority vote for Board approval.—SRT
RECOMMENDATION: To award Contract No. 16-6587 to Kelly Brothers, Inc. in the amount
of$849,408.11 for the construction of the Pine Ridge Weir Replacement project and authorize
the Chair to sign the contract after final review by the Office of the County Attorney.
