EXECUTIVE SUMMARY
Recommendation to amend Exhibit "A" to Resolution No. 2013-239, the list of Speed Limits on
County Maintained Roads, to reflect the temporary reduction of the speed limits on: (1) Golden
Gate Boulevard (CR 876) from 2" Street (NE/SE) east to 20th Street (NE/SE), from forty-five (45)
miles per hour to thirty-five (35) miles per hour, due to the construction of"Design-Build Golden
Gate Boulevard 4-Lane,East of Wilson Boulevard Improvements" (Project 60040),and(2) CR 29/
Copeland Avenue from approximately 1,500 feet south to 1,500 feet north of the Chokoloskee Bay
Bridge,from forty-five(45) miles per hour to thirty-five(35) miles per hour due to construction on
this roadway(Project 66066.9).
OBJECTIVE: To temporarily decrease the speed limit within the construction improvements of
Golden Gate Boulevard (CR 876) from 2nd Street (NE/SE) to 20th Street (NE/SE); and, CR 29
Copeland Avenue from approximately 1,500 feet south to 1,500 feet north of the Chokoloskee
Bay Bridge in order to enhance the safety of the traveling public and workers during
construction.
CONSIDERATIONS: Pursuant to Florida Statue Chapter 316, Collier County Ordinance No.
91-25, as amended, and Resolution Number 2013-239, the Board has the authority to establish
and alter speed limits by means of a resolution filed with the Clerk that creates a single
comprehensive codification of all speed limits on county-maintained roads. The Board may set
speed zones where a change is reasonable and in conformity to criteria promulgated by the
Florida Department of Transportation (FDOT). The criteria for work zones must include
consideration of existing and anticipated field conditions and is defined in the "Speed Zoning for
Highways, Roads and Streets in Florida" manual (FDOT Manual Number 750-010-002, 1997
Edition). This manual was developed by the FDOT to promote uniformity in the establishment
of state, municipal and county speed zones throughout the State of Florida. After review, staff
recommends a temporary reduction in the speed limit at the following two project sites:
Golden Gate Boulevard(CR 876)Improvements
The Board of County Commissioners (Board) awarded a design—build contract to Ajax-Paving
Industries of Florida, LLC on February 24, 2015 (Agenda Item I1A), to widen the two-lane
segment of Golden Gate Boulevard(CR 876)to four lanes beginning east of Wilson Boulevard
to 20th Street (NE/SE). The Project also incorporates the expansion of the two-lane bridge over
the main Golden Gate Canal to four lanes, drainage improvements, sidewalks on both sides of
the roadway, and on-street bike lanes.
The design-build documents will have a fully developed and approved Traffic Control Plan
(TCP) for each phase of the improvements. No lane closures or restrictions shall occur during
the peak traffic hours of 6:00 AM to 7:00 PM, Monday through Friday (except as noted in the
plans). Access to all side streets and driveways shall be maintained during construction and the
contractor is required to maintain the same number of lanes as existing prior to construction on
all sidestreet roadways, with exceptions as noted within the contract documents. Traffic control

lanes. During all other times when the contractor is not encroaching into the travel lanes, two-
way traffic will be restored.
To enhance the safety of the traveling public and the construction workers, the construction
management staff is requesting to temporarily reduce the regulatory speed limit to 35 mph on
Golden Gate Boulevard(CR 876)within the limits noted earlier.
Staff recommends that a temporary lower speed limit of 35 mph on the designated section of
Golden Gate Boulevard from 2nd Street (NE/SE) to 20th Street (NE/SE) is warranted and that
the change is reasonable and in conformity with the defined criteria. The Sheriff's Office was
contacted regarding the recommendation to temporarily change the speed limit and it concurs
with the recommendation of Traffic Engineering staff. Staff will come back later with a
Resolution to increase the speed limits on those roads at the appropriate time.
Chokoloskee Bridge Replacement
The Board awarded a construction contract to Kelly Brothers, Inc. on January 12, 2016 (Agenda
Item 11B),to replace the existing Chokoloskee Bay Bridge.
The design documents have a fully developed and approved Traffic Control Plan (TCP) for each
phase of the improvements. The contractor is required to maintain the same number of lanes as
existed prior to construction, with exceptions as noted within the contract documents. Traffic
control will also include brief periods when the use of flagmen will allow opposing traffic to
alternate using the open travel lane. During all other times when the contractor is not
encroaching into the travel lanes,two-way traffic will be maintained.
To enhance the safety of the traveling public and the construction workers, staff recommends
that a temporary lower speed limit of 35 miles per hour on the designated section of CR 29 /
Copeland Avenue, from approximately 1,500 feet south to 1,500 feet north of the Chokoloskee
Bay Bridge, is warranted and that the change is reasonable and in conformity with the defined
criteria. The Sheriff's Office has been contacted and is in agreement with the recommendation
of Traffic Engineering staff to temporarily reduce the speed limit. Upon completion of
construction activities, staff will return with an amendment to the Resolution returning the speed
limit to 45 mile per hour.
FISCAL IMPACT: There is no fiscal impact to the County. The respective construction
contractors for each project will be responsible for the installation of all speed limit signs and
other work zone traffic control devices.
GROWTH MANAGEMENT IMPACT: This action will result in no growth management
impact.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires
majority vote for Board approval.—SRT

RECOMMENDATION: To authorize the Chair to sign a Resolution to temporarily decrease
the speed limit: (1) within the designated section of the "Design-Build Golden Gate Boulevard
4-Lane, East of Wilson Boulevard Improvements" (Project 60040), (2) within the designated
section of the "Chokoloskee Bridge Replacement" (Project 66066.9), and (3) to authorize the
construction contractor to erect and remove the appropriate traffic control signs after notice to
the Collier County Sheriffs Office.

DUE TO CONSTRUCTION PROJECTS.
WHEREAS, pursuant to Florida Statute, Chapter 316, Collier County Ordinance No. 91-25, as
amended, and Resolution number 2013-239, the Board of County Commissioners ("Board") has the
authority to establish and alter speed limits by a resolution filed with the Clerk to the Board that creates a
single comprehensive codification of all speed limits on county-maintained roads;and
WHEREAS, the Board fmds that there is a continuing need to enact and change speed limits
throughout the County in accordance with changing needs and circumstances, including temporary road
construction projects, in conformity with criteria promulgated by the State Department of Transportation;
and
WHEREAS, it is the purpose of this Resolution to amend Exhibit"A"to Resolution No. 2013-239
to reflect a reduction of the speeds limits on: (1) Golden Gate Boulevard(CR 876) from 2nd Street(NE/SE)
to 20`h Street(NE/SE), from forty-five(45)miles per hour to thirty-five(35)miles per hour, and(2)CR 29/
Copeland Avenue from approximately 1,500 feet south to 1,500 feet north of the Chokoloskee Bay Bridge,
from forty-five(45)miles per hour to thirty-five(35)miles per hour due to construction.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY,FLORIDA as follows:
1. The Board of County Commissioners hereby restates and reauthorizes all prior-approved
speed limits on Collier County-maintained roads,which have been compiled and attached as Exhibit"A."
2. Exhibit "A" to Resolution No. 2013-239, as amended and attached hereto, is specifically
amended to reflect a reduction on the speed limits on: (a) Golden Gate Boulevard (CR 876)from 2nd Street
(NE/SE)to 201 Street(NE/SE),from forty-five(45)miles per hour to thirty-five(35)miles per hour(Project
60040), and (b) CR 29 / Copeland Avenue from approximately 1,500 feet south to 1,500 feet north of the
Chokoloskee Bay Bridge, from forty-five (45) miles per hour to thirty-five (35) miles per hour (Project
66066.9)due to construction projects.
3. This Resolution shall be filed with the Clerk to the Board of County Commissioners
consistent with the requirements to maintain a single, comprehensive codification of all speed limits on Lai
County-maintained roads. Further changes to speed limits on County-maintained roads shall be made by
resolution with an amendment to Exhibit"A." r

4. The effective date of the speed limit shall be after written notification to the Sheriff's Office --,
and posting of the appropriate signage.
