EXECUTIVE SUMMARY
Recommendation to approve final acceptance of the water and sewer utility facilities for Naples
Dodge,PL20110002402,accept unconditional conveyance of a portion of the water facilities,and to
authorize the County Manager,or his designee,to release the Utilities Performance Security(UPS)
in the total amount of$3,030 to the Project Engineer or the Developer's designated agent.
OBJECTIVE: To have the Board of County Commissioners, Ex-Officio the Governing Board
of the Collier County Water-Sewer District, approve final acceptance of the water and sewer
facilities, accept unconditional conveyance of a portion of the water facilities, and to release the
Utilities Performance Security (UPS) in the amount of$3,030, in accordance with the Collier
County Utility Standards and Procedures,Ordinance No. 2004-31 as amended.
CONSIDERATIONS:
1) The Developer of Naples Dodge, has constructed the water and sewer facilities within
dedicated easements to serve this development(see attached Location Map). A portion of the
water facilities will be conveyed to the County, as described in Official Records (O.R.)Book
2379, Page(PG) 3302. The remaining water and all sewer facilities will be private.
2) Preliminary acceptance of these utility facilities was approved by the Engineering Services
staff on December 1, 1997.
3) Staff has recorded all preliminary acceptance documents in the public records of Collier
County, which have been reviewed and approved by the County Attorney's office as to form
and legality. The County acquired its record interest by Utilities Facilities Warranty Deed
recorded at Official Records Book 2379, at page 3302 Public Records, Collier County,
Florida.
4) The water and sewer utility facilities has been operated and maintained by the Collier County
Water-Sewer District during the required one(1)year warranty period, following preliminary
acceptance.
5) A final inspection to discover defects in materials and workmanship has been conducted by
the Engineering and Right-of-way staff on November 13, 2015 in coordination with Public
Utilities, and these facilities have been found to be satisfactory and acceptable.
6) All on-site water and sewer utilities are owned and maintained by the owner, less the water
utilities described in O.R. Book 2379, PG 3302.
7) Staff recommends final acceptance of the subject utility facilities and to release the Utility
Performance Security(UPS)in the total amount of$3,030. (See attached Exhibit A)
8) This final acceptance is in accordance with Collier County, Ordinance No. 2004-31, as
amended.
9) Staff is unaware of any issues that would serve to negate the recommendation to release the
applicable security.

FISCAL IMPACT: Approval of this Executive Summary will have no specific financial
impact. However, approval will result in the Collier County Water-Sewer District receiving
unconditional title to the water utility facilities described in O.R. Book 2379,PG 3302.
GROWTH MANAGEMENT IMPACT: Approval of this Executive Summary will have no
growth management impact.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality, and
requires a majority vote for Board approval- SAS
