Recommendation to approve final acceptance of the sewer utility facilities for Racetrac, 1150
Airport Pulling Road N., PL20140001312,to accept unconditional conveyance of the off-site sewer
utility facilities, and to authorize the County Manager, or his designee, to release the Utilities
Performance Security(UPS)and Final Obligation Bond in the total amount of$8,228 to the Project
Engineer or the Developer's designated agent.
OBJECTIVE: To have the Board of County Commissioners, as Ex-Officio Governing Board of
the Collier County Water-Sewer District, approve final acceptance of these sewer facilities,
unconditional conveyance of the off-site utilities, and to release the Utilities Performance
Security(UPS) and Final Obligation Bond in the total amount of$8,228, in accordance with the
Collier County Utility Standards and Procedures, Ordinance No. 2004-31.
CONSIDERATIONS:
1) The Developer of RaceTrac, 1150 Airport Pulling Road N., has constructed the sewer
facilities within dedicated easements to serve this privately owned development. (See
attached Location Map)
2) Preliminary acceptance of these utility facilities was approved by the Engineering Services
staff on July 29, 2014. At that time,the value of these off-site sewer utility facilities (assets)
was $19,967.31. (See attached Asset Sheets)
5) The utilities to be conveyed are located off-site. The on-site sewer utilities are owned and
maintained by the owner.
4) The County acquired its record interest by Utilities Facilities Warranty Deed and Bill of
Sale recorded in Official Records Book 5065, Page 1500, all of the Public Records of
Collier County, Florida.
5) The sewer utility facilities have been operated and maintained during the required one (1)
year warranty period, following preliminary acceptance.
6) A final inspection to discover defects in materials and workmanship has been conducted by
the Engineering and Right-of-way Inspections staff on October 9, 2015, in coordination with
Public Utilities, and these facilities have been found to be satisfactory and acceptable.
7) Staff recommends final acceptance of the subject utility facilities, unconditional conveyance
of the off-site utility facilities, and to release the Utility Performance Security (UPS) and
Final Obligation Bond in the total amount of$8,228. (See attached Exhibit A)
8) This final acceptance is in accordance with Collier County, Ordinance No. 2004-31, as
amended.
9) Staff is unaware of any issues that would serve to negate the recommendation to release the
applicable security.

FISCAL IMPACT: Approval of this Executive Summary will have no specific financial
impact. However, approval will result in the Collier County Water-Sewer District receiving
unconditional title to the off-site utility facilities, which at the time of preliminary acceptance,
had a total gross value of$19,967.31 (no depreciation applied).
GROWTH MANAGEMENT IMPACT: Approval of this Executive Summary will have no
growth management impact.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality, and
requires a majority vote for Board approval- SAS
RECOMMENDATION: To approve final acceptance of the sewer utility facilities for
Racetrac, 1150 Airport Pulling Road N., PL20140001312,to accept unconditional conveyance of
the off-site sewer utility facilities, and to authorize the County Manager, or his designee, to
release the Utilities Performance Security (UPS) and Final Obligation Bond in the total amount
