EXECUTIVE SUMMARY
Recommendation to approve hiring and authorize the expenditure to retain Robin Doyle of
Doyle Conflict Resolution, Inc. to serve as Mediator for the Mediation with the North
Collier Fire Control and Rescue District as required by the Ch. 164 Governmental Conflict
Resolution Act.
OBJECTIVE: To hire a Mediator for the Mediation with the North Collier Fire Control and
Rescue District as required by the Ch. 164 Governmental Conflict Resolution Act.
CONSIDERATIONS: Collier County is currently engaged in the proceedings required by the
Ch. 164 Governmental Conflict Resolution Act with the North Collier Fire Control and Rescue
District. The next required step in the statutory process is mediation. The County Attorney's
Office and Counsel for the North Collier Fire Control and Rescue District have agreed to retain
Mr. Robin Doyle of Doyle Conflict Resolution, Inc. to conduct the mediation. The Mediation is
scheduled for a full day on Monday, March 14, 2016 at 9:00 am in the Board of County
Commissioners chambers.
Pursuant to Section 164.1055(2), Fla. Stat., the costs of the mediation shall be equally divided
between the two conflicting entities, Collier County and the North Collier Fire Control and
Rescue District.
FISCAL IMPACT: Funds are available in the County Attorney's Office budget. Doyle
Conflict Resolution, Inc. fees are $3,000 for a full day plus expenses. The total amount shall be
equally divided between the two parties.
LEGAL CONSIDERATIONS: This item has been prepared by the County Attorney's Office,
is approved as to form and legality, and requires a majority vote for Board approval.âCMG
RECOMMENDATION: That the Board approve the hiring and authorize the expenditure to
retain Robin Doyle of Doyle Conflict Resolution, Inc. to serve as Mediator for the Mediation
with the North Collier Fire Control and Rescue District as required by Ch. 164 Governmental
Conflict Resolution Act.

FEE SCHEDULE â ROBIN DOYLE
Mediation
One Half day (4 hours) $1,800 or $600 per party if more than 2 parties
Full day(8 hours) $3.000 or$1,000 per party if more than 2 parties
Residential Mortgage Foreclosures $175 per party per hour, 2 hour minimum
Daily and One Half day rates include 1 hour of preparation time in addition to the mediation.
Additional time billed at$350 per hour or $125 per party if more than 2 parties.
Arbitration
Pre-Arbitration Conference. evidence review, discovery or other hearings, Arbitration
Hearing and preparation of opinion-$350 per hour.
Early Neutral Evaluation â$350 per hour; minimum of$1,750
Arbitration/Mediation (Arbitration followed by Mediation)
Rates as indicated for Arbitration and Mediation. (Due to the necessity of confidential
disclosures in mediation, mediation will be conducted only after arbitration is concluded and a
written opinion prepared.)
Consulting â For conflict resolution design, group facilitation or other consulting services,
please contact us for a quotation.
Deposit& Cancellation Policy (Deposit due one week prior to the scheduled event)
Mediation or Arbitration: Full Day . $750 per party
Half Day . $450 per party
Residential Foreclosure ... $350 per party
Early Neutral Evaluation: $1,000
Arbitration/Mediation: $1,000 per party
The deposit will be applied to the final invoice. Counsel or their clients are expected to bring
a blank check for payment of fees and costs at the conclusion of mediation. No deposit or
payment at the time of the conference is required if counsel guarantees payment within 10
days.
If a cancellation notice is received at least 10 business days before the scheduled date, all
deposits will be returned. For other cancellations, if the conference is rescheduled and
actually held within 30 days of the date of cancellation, the deposit will be applied to the
rescheduled event.
