EXECUTIVE SUMMARY
Recommendation to approve a $586,432 work order under Request For Quotation 14-6213-54 to
Douglas N. Higgins, Inc., for Project Number 71065, "Tamiami Wellfield Raw Water Main Valves
& Meter Replacement," at the South County Regional Water Treatment Plant; and approve
budget amendments in the total amount of$350,000.
OBJECTIVE: To maintain a reliable treatment process to meet the potable water demand, and remain in
compliance with all regulatory requirements at the South County Regional Water Treatment Plant
(SCRWTP),which serves customers throughout the Collier County water service area.
CONSIDERATIONS: The proposed scope of work under Project No. 71065, "South County Regional
Water Treatment Plant (SCRWTP) Technical Support Project - Tamiami Wellfield Raw Water Main
Valves & Meter Replacement" is consistent with the Capital Improvement Program (CIP) contained in
the 2014 Water, Wastewater, Irrigation Quality Water, and Bulk Potable Water Master Plan/CIP Plan
approved by the Board of County Commissioners (Board) on November 10, 2015, as Agenda Item 9C, as
Appendix III of the 2015 AUIR/CIE. Funding for project 71065 is available in, and is consistent with,the
FY2016 CIP Budget.
The SCRWTP, built in 1984 and expanded in 1986, was designed to produce 12 million gallons per day
(MGD) of potable water utilizing a lime softening treatment process. This process receives raw water
from the Tamiami Wellfield through two separate 20-inch ductile iron pipes. The existing valves and
meters on the incoming line to the plant are located in a valve station within a vault and require
replacement. The valve vault, constructed in 1986, is below ground and has been prone to flooding. The
flow meters and control valves have been submerged in water for extended periods of time and the
functionality of the system is compromised. The new meters and valves will be installed above ground to
avoid flooding and to improve operations and maintenance access to the critical parts. Other work
includes the replacement of two additional valves (originally installed in 1984), which are located at the
entrance to the plant site. The components to be replaced are beyond their useful lives.
Request for Quotation 14-6214-54, "SCRWTP Tamiami Wellfield Raw Water Main Valves & Meter
Replacement," was posted on December 21, 2015, and distributed to the four vendors (for treatment
facilities) under the Fixed-Term Underground Utilities Contract 14-6214 via the county's electronic quote
process. Three of the four vendors submitted quotations by the January 12, 2016, deadline. The
quotations are summarized below.

Quality Enterprises USA,Inc. $666,116.40
Staff and local engineering consultant, MWH, Inc., determined the lowest quote is fair and reasonable,
and recommend awarding the work order to Douglas N. Higgins, Inc. The quote is approximately 9
percent above the project consultant's $537,377 opinion of probable cost. The Procurement Services
Division concluded that the quote was competitive and representative of market conditions. The quote
summary, chart, engineer's letter of recommendation, and work order are attached (Attachments 1, 2, 3,
and 4,respectively).

There may be unforeseen conditions associated with the project. Accordingly, the solicitation
incorporated an allowance of$40,000 that included, but was not limited to, undocumented underground
infrastructure which may be encountered during construction. The price for any additional work that
would utilize this allowance shall be negotiated prior to commencement in accordance with the county's
Procurement Ordinance and the terms of the agreement.
FISCAL IMPACT: Funding is available in, and is consistent with, the FY16 capital budget approved by
the Board on September 24, 2015. Funds are available in the Water User Fee Fund (412). Budget
amendments are required from Project 70030, Fund (412), in the amount of $153,485.72, and from
Project 71002,Fund(412), in the amount of$196,514.28. The total capital cost to implement this project
is $586,432 (a total of $350,000). This is a replacement project; therefore, operating costs are not
expected to change.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote
for Board approval.—SRT
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities.
RECOMMENDATION: That the Board of County Commissioners, Ex-officio the Governing Board of
the Collier County Water-Sewer District, approves a $586,432 work order under Request for Quotation
14-6213-54 to Douglas N. Higgins, Inc.; authorizes the Chair to sign and execute the work order after
review and approval by the County Attorney's Office; and approves the necessary budget amendments to
transfer funds in the total amount of$350,000 from Project 70030 and Project 71002 to Project 71065.

Dear Ms. Abbott,
We have received and reviewed the Quote Tabulation of the three bidders of the above referenced
project, as well as the Bid Schedule and Bid Form of the apparent low bidder, Douglas N. Higgins Inc.
The Total Bid Amount of the apparent low bidder is $586,432.00, compared to MWH's estimate of
$537,377.00, consisting of the work items estimate of $497,377.00 and the project allowance of
$40,000.00. The apparent low bid is $49,055 (or 9.1%) higher than MWH's Class II estimate of the
Opinion of Probable Cost.
We believe that the Total Bid Amount and each line item of the apparent low bidder are fair and
reasonable. The Total Bid Amounts of the other two bidders are $657,000.00 and $666,116.40, which
are respectively 12% and 14% higher than the apparent low bidder. Based on the above assessment,
we recommend to award the Contract to the apparent low bidder, Douglas N. Higgins Inc.
