EXECUTIVE SUMMARY
Recommendation to appoint two members to the Code Enforcement Board.
OBJECTIVE: To reappoint two members to the Code Enforcement Board to three year terms
expiring on February 14, 2019.
CONSIDERATIONS: This 7 member board, plus two alternates, was created pursuant to
Chapter 162 of the FL Stat. by Ordinance No. 88-89 and is composed of, but not limited to,
individuals representing the occupations of architect, business owner, engineer, general
contractor, subcontractor and Realtor and are considered, in part, on the basis of experience or
interest in the areas of the codes and ordinances to be enforced. Members are required to file a
Form 1 Statement of Financial Interest each year with the Supervisor of Elections. Terms are 3
years. This is a Quasi Judicial Board. A current membership list is included in the backup.
Three seats on this board expire on February 14, 2016. The expiring seats were advertised and
applications were received from the following interested citizens:

ATTENDANCE: In the past two years, Mr. Ashton has had four excused absences, and Mr.
L'Esperance has had six excused absences.
STAFF RECOMMENDATION: As a quasi judicial board no committee recommendation is
required. Staff recommends that Mr. Ashton and Mr. L'Esperance each be reappointed to their
respective seats to new three year terms expiring on February 14, 2019. Recommendation
memos are included in the backup to this item.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Staff
Recommendation, and directs the County Attorney to prepare a resolution confirming the
appointments.

Mr. Robert Ashton is a registered voter and a local retired business man who resides in
Collier County and meets the qualification requirements. He has previously held a seat
on the Code Enforcement Board from September 10, 2013 to present. At this time, Mr.
Ashton has had four excused absences (3 in 2014 and 1 in 2015).
