Recommendation to accept an extension to the State Housing Initiatives Partnership program grant
expenditure deadline for Fiscal Year 2012/2013 granted by the Florida Housing Finance
Corporation.
OBJECTIVE:To provide housing purchase assistance to eligible applicants throughout Collier County.
CONSIDERATIONS: On July 7, 1992, the Florida legislature enacted the William E. Sadowski
Affordable Housing Act to provide additional funding to local communities to promote and advance
affordable housing initiatives. Funds are generated through documentary stamp tax on real estate
transactions.Under the State Housing Initiatives Partnership(SHIP)program,Collier County and the City
of Naples receive funds from the State of Florida through the Florida Housing Finance Corporation to
undertake eligible activities as outlined in the Board-adopted Local Housing Assistance Plan.
On December 30, 2015,the Community and Human Services Division (CHS) requested an extension to
the expenditure deadline for Collier County's FY 2012/2013 SHIP funding. The extension was requested
in order to close out invoices under the Rehabilitation Program previously approved by the Board of
County Commissioners. On January 4, 2016, the Florida Housing Finance Corporation (FHFC) granted
the extension, moving the deadline from December 31, 2015 to February 29, 2016. FHFC informed
CHS that this will be the final extension granted.
FHFC does not require the Board Chairman to sign a document for the extension to take effect.
FISCAL IMPACT: The proposed action described in this executive summary has no new fiscal
impact.The funding source for the grant is the Florida Housing Finance Corporation. Funds are budgeted
within SHIP Grant Fund 791,Project,33222.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for approval.-JAB
GROWTH MANAGEMENT IMPACT: Acceptance and implementation of this extension will further
the Goals,Objectives,and Policies within the Housing Element of the Growth Management Plan.
RECOMMENDATION: That the Board of County Commissioners accepts an extenstion on Collier
County's SHIP 2012/2013 funding granted by Florida Housing Finance Corporation.

RE: SHIP Expenditure Extension Request FY12/13 •
Dear Mr. Dearduff:
Please accept this letter as a formal request to extend the expenditure deadline for Collier
County's FY 2012/2013 SHIP funding from our previous extension date, December 31, 2015 to
February 29, 2016. This two month extension will ensure that the County expends all of
FY12/13 SHIP funds as required.
Down payment and closing cost assistance has been the primary initiative of the County's SHIP
^, program. It has been extremely difficult to assist very low and low-income applicants with down
payment and closing cost assistance with the availability of affordable housing in Collier County
to meet our 30%set-aside requirements.
In efforts to become more proactive, we have partnered with our local Habitat for Humanity
office and local community lenders in efforts to meet the requirement, in addition to, hosting
informational forums.
On Monday, December 21, 2015, we closed six(6)files enabling us to get closer in reaching our
goal of 100%program allocation spent. We currently have four (4) files which are encumbered
and are expected to close in the month of January.
