EXECUTIVE SUMMARY Recommendation to approve a Resolution superseding Resolution No. 2015-078 and authorize Collier Area Transit to implement a Corporate Employee Discount Transit Pass Program with the goal of encouraging the use of transit. OBJECTIVE: To introduce employers with a large employment base to transit as an alternate method for their employees to commute to work. CONSIDERATIONS: Research has shown that the introduction of discount programs generates an estimated 25 percentage increase in new ridership on transit systems. The Public Transit &Neighborhood Enhancement (PTNE) Division staff believes that the implementation of a Corporate Employee Discount Transit Pass Program will stimulate ridership on Collier Area Transit("CAT"). Increased ridership not only helps to reduce road congestion but also increases the agency's eligibility for increased grant funds. Currently, only Collier County employees are afforded a discount to ride the transit system. County employees can purchase a monthly transit pass for $10.00 compared to $35.00. Less than 6% of County employees (113)participate in this monthly benefit but the discount is not currently promoted or included in the new hire process as a benefit. The new Corporate Employee Discount fare will replace the current County's employee discount fare in order to be consistent with employers of similar size. PTNE recommends implementing the corporate discount program to employers(public and private) with an employment base of 300 or more employees working in Collier County. The program will benefit such employees by providing a reduced stress transportation option, as well as lowering their monthly costs to travel to work. Based on Collier County's Transit Development Plan, there are over 35 businesses and organizations with an employment base ranging from 300 to 5,000 employees. In addition to offering this program to such large employers, staff also recommends including the employees of the Constitutional officers. Transit agencies in Florida, such as Broward and Tri-Rail, offer similar reduced rate ridership benefits to companies and employees at a significant discount. PINE is proposing the following Corporate Discount Program for CAT. Employer Size Current Price Discount Monthly Cost Annual Savings/Employee 300 to 500 Employees $35.00 10% $31.50 $42.00 Over 500+Employees $35.00 15% $29.75 $63.00 CAT is partnering with Commuter Services of South West Florida to enroll employees who take public transit a minimum of three days a week to become eligible for the Guaranteed Emergency Ride Home (GERH)program—which offers four free taxi rides home in case of unexpected emergencies. The proposed Corporate Employee Discount Transit Pass Program offers the following: • Enhances benefits package for public&private employers,without increasing overall costs. • Helps reduce employees' commuting costs such as gasoline,maintenance and insurance. • Shows support for creating sustainable communities. FISCAL IMPACT: The existing one time $2 smart card administrative fee to set up each smart card will apply to each corporate pass sold. If the current number of County employees continues to take advantage of the discount,there will be an increase in revenue to CAT by $2,231.75 annually. The program has not yet Packet Page-300- 2/9/2016 16.D.1. been marketed to the other employers within the community, but is anticipated to be a revenue generator to the system because the corporate discount will target new riders to the transit system. LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for Board approval.—SRT GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this Executive Summary. RECOMMENDATION: That the Board of County Commissioners approves approve a Resolution superseding Resolution No.2015-078 and authorize the creation of a Corporate Discount Fare Structure and Program.
