EXECUTIVE SUMMARY
Recommendation to award contract#15-6526 to Olympus Painting Contractors, Inc. in the amount
of 5130,040 to restore and secure the positioning of bearing pads on Bridge Number 34134. Project
No. 66066.
OBJECTIVE: To obtain the services of Olympus Painting to repair the bearings of Bridge
Number 34134, Golden Gate Parkway over Airport Pulling Road.
CONSIDERATIONS: Several bearing pads of bridge number 34134 (Golden Gate Parkway
over Airport Pulling Road) have worked their way out of position over time and need to be
restored to their original positions. Contract documents have been developed by T.Y. Lin
International to reposition the affected bearing pads and install restraining devices at these
locations to prevent future displacement.
On September 24, 2015, the Collier County Growth Management Department, through its
Transportation Engineering and Road Maintenance Divisions, issued solicitation number 15-
6526, Golden Gate Parkway (BR. 34134) Bearing Repairs, to acquire bids from contractors for
this repair project. Two thousand thirty (2,030) notices of the bid were sent out and sixty eight
(68) were downloaded. Four bids were received, opened and read publicly on October 23, 2015.
The offers are summarized below.

M&J Construction Company of Pinellas County, Inc. $139,990.67
ZEP Construction. Inc. $151,181.35
Wright Construction $180,558.80
Staff has determined that the lowest bid is fair and responsive and recommends awarding the
contract to Olympus Painting Contractors, Inc. The bid is approximately 57 percent above the
design engineer's $83,023 opinion of cost. The contract, bid tabulation, and engineer's letter of
recommendation are Attachments 1, 2 and 3 respectively.
The bid amount incorporates an allowance of$10,000 for owner-directed additional work. The
price for any additional work will be negotiated prior to commencement in accordance with the
county's Procurement Ordinance and the terms of the agreement.
FISCAL IMPACT: The amount of$130,040 is available in Project Number 66066.2 and is
consistent with the FY2016 Capital Budget approved by the Board on September 23, 2015. The
source of funding is Gas Taxes Fund 313.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated
with this Executive Summary.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires
majority vote for Board approval.-ERP

contract in the amount of$130,040.00, $10,000.00 of which is an allowance amount to be controlled by
the County.
