EXECUTIVE SUMMARY
Recommendation to approve Ferris Marketing of Florida as a qualified applicant
to the Collier County Basic Industry Growth Promotion Incentive Program
and approve the attached agreement for Project "15-013."
OBJECTIVE:, Implement Board economic development policy to support and encourage
quality job creation in targeted industries to diversify our economy and provide sustainable
employment opportunities for Collier County citizens.
CONSIDERATIONS: The attached Program application of Ferris Marketing, Inc., or Project
"15-013" proposes to expand employment for their international wholesale computer and
electronic products operation in Collier County, creating at 12 new quality jobs with average
wages of approximately $44,000 over a one year period. The project located at 4720 Radio
Road, Naples, Florida 34104, will represent approximately $250,000 in new capital investment
in support of those new employees.
On September 24, 2013,with revisions of January 13, 2015, the Board authorized and approved
the Collier County Basic Industry Growth Promotion Incentive Program, providing a $3,000
grant paid over four years, for each new job with wages equal to or greater than the Collier
average of the applicant's specific North American Industry Classification System industry
code. Based on the applicant's submittals, this project meets the program requirements of the
targeted industry designation and average wage requirement meeting that of compatible NAIC
code industry local wages.
Ferris Marketing must further meet all Collier County program requirements including
compliance in the reporting of wages and job creation levels to remain eligible for the grant.
The grant would be disbursed in annual payments for each job over the four year term as
compliance is verified. To encourage the company to consider job growth beyond what is
applied for, the program provides that the total number of jobs eligible for the grant annual
payment over the four year participation term can be expanded up to two times; or double the
number of jobs submitted for in the initial application. The applicant requested confidentiality
as provided by F.S. 288.075. In accord with program rules, having secured eligibility for this
application by submitting application to this program prior to public announcements or permit
approvals, the application remains confidential until a formal definitive announcement and/or
the agreement with the County is considered.
;JSCAL IMPACT: The source of funding for incentive programs has historically been
provided through the General Fund (001). Funding for this incentive payment is subject to annual
appropriation by the Board. The total incentives available to this applicant under this agreement
range from $36,000 to a maximum of $72,000 depending on the number of jobs created in
excess of the initial 12. Under the terms of the agreement, the number of jobs exceeding the
initial application is limited to 2 times the initial number(2 x 12) or 24 jobs.
The first payment under this agreement will occur no earlier than FY17. Under the terms of the
agreement, annual payments will not exceed 25% of the total award in any single year. The
maximum FY17 incentive payment under this agreement will not exceed $18,000
(24 x $3,000 * .25 = $18,000) or any given year thereafter.

the Economic Element of the adopted Collier County Growth Management Plan.

BASIC INDUSTRY GROWTH PROMOTION INCENTIVE PROGRAM AGREEMENT
This Agreement for Basic Industry Growth Promotion Incentive ("BIGPI") Program
(hereinafter referred to as "Agreement") is entered into this 12th day of January, 2016, by and
between Collier County, a political subdivision of the State of Florida, through its Board of
County Commissioners (hereinafter referred to as the "County"), and Ferris Marketing, Inc.
(hereinafter referred to as "Ferris Marketing").
RECITALS:
WHEREAS, Collier County enjoys broad Home Rule Powers, which include the
authority to enter into agreements to enhance economic development within the County; and
• WHEREAS, Section 125.045, Florida Statutes, expressly provides that "The governing
body of a county may expend public funds to attract and retain business enterprises, and the use
of public funds toward the achievement of such economic development goals constitutes a public
purpose. The provisions of this chapter which confer powers and duties on the governing body of
a county, including any powers not specifically prohibited by law which can be exercised by the
governing body of a county, must be liberally construed in order to effectively carry out the
purposes of this section;" and further that "it constitutes a public purpose to expend public funds
for economic development activities, including, but not limited to, developing or improving local
infrastructure, issuing bonds to finance or refinance the cost of capital projects for industrial or
manufacturing plants, leasing or conveying real property, and making grants to private
enterprises for the expansion of businesses existing in the community or the attraction of new
businesses to the community;"and
WHEREAS, Collier County created the Basic Industry Growth Promotion Incentive
("BIGPI") Program on September 24, 2013, with revisions on January 13, 2015, the objective of
which is to advance Collier County's economy by encouraging near term job growth
opportunities for expansions and recruiting new target industry companies that might not qualify
for the State of Florida's incentive program for Qualified Target Industries (QTI) program; and
WHEREAS, Ferris Marketing has applied for this program as a financial incentive for
the inducement of confidential project "15-013," consisting of expanding the workforce of its

international wholesale operation located at 4720 Radio Road, Naples Florida 34104 as real
property in Collier County, Florida, owned or controlled by Ferris Marketing, for the distribution
of a variety of durable goods including peripheral computer electronics denoted by North
American Industry Classification System, 2012 (NAICS) Number 4239 (hereinafter referred to
as"Project"), and creating 12 jobs within 12 months; and
WHEREAS, Ferris Marketing estimates that this Project will require it to expend
approximately $250,000 in Capital Improvements, consisting of tangible personal property and
equipment for the distribution facility; and
WHEREAS, the Board expressly finds that assistance to expand the employment
opportunities provided by this target industry business will result in substantial economic
benefits to the County, including but not limited to the creation of quality jobs and a net increase
to the County's tax base; and
WHEREAS, Collier County finds it is in the public interest to facilitate the
growth of Ferris Marketing's Targeted Industry Business expansion as defined in Section
288.106, Florida Statutes and approve Ferris Marketing as a qualified applicant to the Collier
County Basic Industry Growth Promotion Incentive Program.
NOW, THEREFORE, in consideration of the foregoing Recitals, and other good and
valuable consideration, the receipt and sufficiency of which is hereby mutually acknowledged,
the Parties agree as follows:
1. The foregoing Recitals are true and correct and are incorporated by reference
herein.
2. The Board hereby agrees to enroll Ferris Marketing into the BIGPI Program, a
copy of which is attached hereto and incorporated into this Agreement. As adopted, the Program
and agreement provides that Five Star's demonstrated and program compliant job creation
performance would be eligible for payments corresponding to the number of jobs applied for,
plus additional per job payment eligibility up to twice the number of jobs submitted on an
September 11, 2015 Promotion Incentive Application, a copy which is attached and incorporated
into this Agreement.

3. In consideration for such assistance, Ferris Marketing hereby accepts the benefits
and burdens set forth below. Ferris Marketing's application stipulates to the creation of 12
eligible jobs in one phase. The job creation schedule will consist of the following: 12 eligible
jobs created by January 12th, 2017, with average wages meeting or exceeding NAIC 4239
average wage of$43,635.00, for Collier County in the Official Quarterly Census of Employment
and Wages Data (QCEW) published August 14, 2015. Annual Incentive payments shall be
distinctly calculated and exclusive for each phase over a four year term, and be equivalent to the
sum of 25% of$3,000 for each job created upon verification of the eligibility of the jobs, and be
paid within 90 days of validation by the Collier County Clerk of Courts. The total four year cost
of this agreement will range from $36,000 to a not to exceed amount of$72,000 depending on
the quantity of jobs exceeding the initial application (limited to double) during the four year
term. The annual payment will not exceed 25%of the total award in any single year.
4. Should at any time over the term of this Agreement the number of qualifying jobs
be less then set forth in the payment schedule set forth above, for such payment period the
County Manager or his designee will authorize a lesser sum be paid based on the actual number
of jobs created and verified. This diminution of grant funds shall be the County's sole remedy
should Ferris Marketing not meet the scheduled job creation. Ferris Marketing understands and
agrees that there is no defined funding source for this Project, and as such these grants are
subject to annual appropriation.
5. As a precondition to payment, Ferris Marketing shall give the County, including the
Collier County Clerk of Courts, access to review its business records required to certify the
created jobs. Ferris Marketing shall be given 10 business days prior written notice of this
review. Any documents or copies of documents retained by the County that contains any
individual employee's personal identifying information that is held as evidence of the
employment and wage requirements of this contract will be confidential in accordance with
Section 288.075, Florida Statutes, for the duration of this contract.
6. Neither the payment of funds, nor this Agreement, may be transferred, assigned,
credited or otherwise conveyed without prior written approval from the County, which approval
may be freely withheld.

Legal Matters
7. Except as otherwise provided herein, this Agreement shall only be amended by
mutual written consent of the parties hereto or by their successors in interest.
8. This Agreement constitutes the entire agreement between the parties with respect
to the matters set forth herein and supersedes and takes the place of any and all previous
representations, undertakings, and agreements between the parties relating to this transaction.
This Agreement does not constitute a lien on the property, and cannot be assigned or transferred
by Ferris Marketing without the prior written consent from the County. Nothing contained
herein shall be deemed or construed to create between or among any of the parties any joint
venture or partnership nor otherwise grant to one another the right, authority or power to bind
any other party hereto to any agreement whatsoever.

BASIC INDUSTRY GROWTH PROMOTION INCENTIVE
PROGRAM DESCRIPTION& OVERVIEW
The Basic Industry Growth Promotion Incentive recognizes Collier County's desire for near term job
growth opportunities for expansions of local companies and recruiting new companies which might not
qualify for the Qualified Targeted Industries (QTI)program. Basic industries, even those with wages
under QTI thresholds,tend to export a significant percentage of their product and as a result create net
new wealth and net new spending power in a local economy. Growth in those industries will help our
community's economic recovery.
Basic Industry Growth Incentive Program
Collier County offers qualifying applicant's eligibility to the Basic Industry Growth Incentive for a grant
of$3,000 per job if the project creates at least 5 new jobs within 12 months in a Targeted Industry with
wages meeting or exceeding the Collier County average of the applicant's specific 3 digit North
American Industry Classification System industry code. Eligibility for a$500 per job bonus over the base
grant will apply to businesses that demonstrate energy efficiency,resource conservation,or environmental
sustainability in either the firm's operational process or products. Employers must meet Collier County's
program requirements regarding reporting compliance of average wage and job levels. To become
eligible,applicants must apply prior to commitment of intent,or change in land use or permitting
applicants are approved. The BCC must approve all applicants, and all application forms, administrative
procedures and required proof of performance compliance will be developed by the County Manager or
designated staff. Only official forms and procedures are deemed sufficient for application to this
program.
General Program Requirements
• Applications must be submitted in advance of public announcements or any permit approvals changing
usage or building occupancy related to the projected jobs.
• In officially designated economically distressed areas the wage requirement is waived but Targeted Industry
is required.
• The new jobs and business must be a for profit business operating within Collier County and qualified
under the State's listed Target Industries,creating 5 new jobs within 12 months of the BCC application
approval.In addition,for existing firms,the net new jobs must be reflected as the increase of full-time
equivalents over the latest quarter prior to application.
• The level of new jobs and wages comprising the grant must be maintained and documented to be eligible
for the annual payment over the four(4)year term of the program. In addition,the applicant must agree to
provide sufficient evidence the new job and wage levels were maintained.
• Grant disbursements in four equal installments over four years as compliance for each year is verified.
Method of evidence verification will be based on records such as:IRS Form 941,Payroll Records,and a
Florida Department of Economic Opportunity Form RT-6(Formerly UCT-6)for each new employee or an
acceptable equally reliable substitute.
• Each new employee hire must be either a full time employee working an average of 36 hours per week,or
business will be allowed to count two employees working a minimum of 20 hours per week as one full time
equivalent employee as long as these employees are eligible to receive full benefits.

2015 Collier County Economic Development Incentive Programs
BASIC INDUSTRY GROWTH PROMOTION INCENTIVE
PROGRAM DESCRIPTION& OVERVIEW
The Basic Industry Growth Promotion Incentive recognizes Collier County's desire for near term job growth
opportunities for expansions of local companies and recruiting new companies which might not qualify for the
Qualified Targeted Industries (QTI)program. Basic industries,even those with wages under QTI thresholds,tend
to export a significant percentage of their product and as a result create net new wealth and net new spending
power in a local economy. Growth in those industries will help our community's economic recovery.
Basic Industry Growth Incentive Program
Collier County offers qualifying applicant's eligibility to the Basic Industry Growth Incentive for a grant of
$3,000 per job if the project creates at least 5 new jobs within 12 months in a Targeted Industry with wages
meeting or exceeding the Collier County average of the applicant's specific 3 digit North American Industry
Classification System industry code. Eligibility for a$500 per job bonus over the base grant will apply to
businesses that demonstrate energy efficiency,resource conservation,or environmental sustainability in either the
firm's operational process or products. Employers must meet Collier County's program requirements regarding
reporting compliance of average wage and job levels. To become eligible,applicants must apply prior to
commitment of intent, or change in land use or permitting applicants are approved. The BCC must approve all
applicants, and all application forms,administrative procedures and required proof of performance compliance
will be developed by the County Manager or designated staff. Only official forms and procedures are deemed
sufficient for application to this program.
General Program Requirements
• Applications must be submitted in advance of public announcements or any permit approvals changing usage or
building occupancy related to the projected jobs.
• In officially designated economically distressed areas the wage requirement is waived but Targeted Industry is
required.
• The new jobs and business must be a for profit business operating within Collier County and qualified under the
State's listed Target Industries,creating 5 new jobs within 12 months of the BCC application approval.In addition,
for existing firms,the net new jobs must be reflected as the increase of full-time equivalents over the latest quarter
prior to application.
• The level of new jobs and wages comprising the grant must be maintained and documented to be eligible for the
annual payment over the four(4)year term of the program. In addition,the applicant must agree to provide
sufficient evidence the new job and wage levels were maintained.
• Grant disbursements in four equal installments over four years as compliance for each year is verified. Method of
evidence verification will be based on records such as:IRS Form 941,Payroll Records,and a Florida Department of
Economic Opportunity Form RT-6(Formerly UCT-6)for each new employee or an acceptable equally reliable
substitute.
• Each new employee hire must be either a full time employee working an average of 36 hours per week,or business
will be allowed to count two employees working a minimum of 20 hours per week as one full time equivalent
employee as long as these employees are eligible to receive full benefits.

STATE OF FLORIDA QUALIFIED TARGET INDISTRY TAX REFUND PROGRAM
DESCRIPTION&OVERVIEW
The State of Florida's Qualified Target Industry Tax Refund Program(QTI)is designed to facilitate the attraction
of high-value,export industry jobs that generate new wealth and create jobs. The program seeks to diversify
Florida's economy by targeting certain industry clusters of strategic importance to the state's economic diversity.
Qualified Target Industry Tax Refund Program
The Qualified Target Industry Tax Refund(QTI)program was created by the Legislature in 1994 to encourage the
recruitment or creation of higher-paying,higher-skilled jobs in the state by awarding eligible businesses tax
refunds in exchange for creating jobs in certain target industries.The refund award level is based on wages paid,
number of jobs created, and the location in the state that the business chooses to locate or expand. The QTI
program is set to expire on June 30,2020,under current law.
In order to qualify for the program, an applicant business must fall into one of Florida's target industry categories,
which are developed by DEO and Enterprise Florida,Inc. (EFI).
Additionally, a business must:
• Agree to create 10 new jobs or,if a Florida business planning to expand its operations, agree to create a net
increase in employment of at least 10 percent. DEO may grant a waiver to an existing business located in an
enterprise zone or rural county.
• Agree to pay employees an annual average salary that is at least 115 percent of the average private sector
wage in the area or of the statewide private sector average wage. DEO may waive the wage requirement for
businesses that locate in a rural county or city, in an enterprise zone, or in a Brownfield area or for
manufacturing project.
• Receive a commitment of a 20 percent local match.The form of the commitment must be included in a
resolution passed by the county commission of the county where the project will be located.
The QTI program offers a tax refund of$3,000 per created job. The per job tax refund increases to $6,000 if the
business is located within a rural county or an enterprise zone.The program allows for additional tax refunds
beyond the standard awards:
• $1,000 per job if the business pays an average annual wage of at least 150 percent of the average private
sector wage in the area the project is located;
• $2,000 per job if the business pays an average annual wage of at least 200 percent of the average private
sector wage in the area the project is located;
• $1,000 per job if the local financial support is equal to that of the state's incentive award; and
• $2,000 per job if the business falls within one of the high-impact sectors designated under s.288.108, F.S., or
increases exports of its goods through a seaport or airport in the state by at least 10 percent in value or
tonnage in each of the years that the business receives a tax refund.
QTI businesses may not receive more than$1.5 million in refunds in a single fiscal year,or more than$2.5
million if the project is located in an enterprise zone.
QTI businesses may claim refunds from one or more of the following taxes paid:
• Sales and use tax;
• Documentary stamp tax;
• Ad valorem taxes;

• Certain state communications services taxes under ch.202,F.S.
Local Matching Program Requirements

ADVANCED LONGTERM PRODUCTIVITY STRATEGY PROGRAM(ALPS)PROGRAM
DESCRIPTION&OVERVIEW
The Advanced Long-term Productivity Strategy Program(ALPS)expands Collier County's competitiveness in
attracting extraordinary high value economic development projects in augmentation to our existing Qualified
Targeted Industries(QTI)program. The program encourages the creation of high skilled/high wage jobs within
Collier County and diversification of the economic base in Collier County. It also has the potential to enhance the
number of corporate headquarters in Collier County while stimulating productivity and net new earnings into our
county's economy. In addition it is a focal point in leveraging partnerships and support of local educational and
training providers.
I. Advanced Long-term Productivity Strategy Incentive Program
Collier County offers qualifying applicant's eligibility to the ALPS Incentive if the project creates at least 25 new
jobs whose average wage meets or exceeds the 150%of the County's($63,738) average wage. A two tiered
system determines the award amount. Tier One provides a bonus incentive equal to 1.000%of actual payroll for each of
four years provided that the project's aggregate employment meets a minimum of 150%of the lowest of the County's
average wage and the minimum job creation threshold. Tier Two provides a bonus incentive equal to 1.063%of actual
payroll for each of four years provided that the project's aggregate employment meets a minimum of 200%of the
County's ($84,984)annual average wage and the minimum job creation threshold.
Employers must adhere to all rules of the State's QTI program, but also must meet Collier County's program
requirements regarding reporting compliance of average wage and job levels. To become eligible,applicants
must apply prior to commitment of intent,or change in land use or permitting applicants are submitted.
Subsequently, certification and payment cycles continue annually for a four-year period. The BCC must approve
all applicants; and administration of the Program will be conducted by the County Manager or designated staff.
Only official forms and procedures are deemed sufficient for application to this program.
II. General Program Requirements
To be eligible projects and businesses must meet qualifications of the State's QTI program and agree to the Collier
specific requirements as a contingency for eligibility in Collier County's Advanced Long-term Productivity Strategy
Incentive. A summary of qualifications includes but is not limited to:
Applicant must notify Collier County of intent to apply to the County's Advanced Long-term Productivity Strategy
Program before Collier County approves the local match contribution to that project's State QTI application and in
all cases the ALPS application must be approved by the BCC prior to the project's commitment of intent.
New or Expansions of existing businesses in Collier County must create at least 25 new jobs that meet 150%of the
lowest of the County or State's annual average wage.
The level of new jobs and wages comprising the grant must be maintained and documented to be eligible for the annual
payment over the four(4)year term of the program. In addition,the applicant must agree to provide sufficient

CAPITAL INVESTMENT FOR DIVERSIFICATION INCENTIVE (CIDS)PROGRAM
DESCRIPTION&OVERVIEW
The Capital Investment for Diversification Incentive(CID)Program advances Collier County's economy by
encouraging development of facilities,space and suitable land for targeted businesses thereby enhancing the
competitiveness in our economic development efforts. The program provides qualified applicants an inducement
equivalent to the payment made for transportation(Road)impact fees on business space for target industries in
Collier County. Eligibility is limited to new buildings or grey shell space within an existing building that has yet
to be issued a final end user certificate of occupancy and is utilized for targeted businesses as identified in the
State of Florida Qualified Target Industry List. The objective of this program is to support a business climate in
Collier County by encouraging an adequate supply of suitable space and land that is competitively positioned to
foster target businesses and the quality jobs they create. In the long term,the County's ability to attract desirable
jobs will be reliant on the extent landowners and developers include suitable sites and space for clean industry,
advanced manufacturing and large single tenant office users in their real estate portfolios. In sum, opportunities
for diversified economic development could be limited without an adequate inventory of real estate options for
targeted business. The CID program supports and encourages capital investment to diversifying the economic
base.
A. Capital Investment for Diversification Incentive Program
Collier County offers qualifying applicant's eligibility to the CID Incentive as a inducement grant providing a
benefit equivalent of up to 100%of the value of the transportation impact fees actually assessed and remitted for
business space directly housing the occupancy of a target industry business. The CID Incentive provides four
equal annual installments of the Grant amount commencing with the first anniversary of the issuance of the
Certificate of Occupancy for the facility, and will continue each year thereafter until the full grant amount is paid,
conditioned and contingent upon the operation of the facility as a Targeted Industry as evidenced by a certified
County approved method or in substitution,an equivalent Targeted Industry Business operation acceptable to the
County and the project remaining current on all local tax liabilities. Payments are contingent on employer
offering and demonstrating the provision at least 50 percent of the employee's cost of health care coverage. Each
CID Incentive Grant applicant/agreement will be approved by the BCC and funding will be subject to annual
appropriations of the County. Further,the program rules herein provides for a maximum amount of annual grant
funding such that the estimated aggregate annual amount of CID program funding will not exceed$500,000
annually unless authorized by the BCC. Project eligibility for the CID Incentive Grant will be discrete and
mutually exclusive of any other locally based Collier economic development financial incentives. The Grant is
not be applicable within a geographic area utilizing Innovation Zone participation. CID Incentive Grants projects
will be eligible for Collier's local match participation with the State's Qualified Target Industry Tax Refund
Program(QTI). The CID Incentive Grant is only eligible for properties or facilities with an application submittal
prior to issuance of the Certificate of Occupancy.
B. General Program Requirements
A project must result in sustained occupancy by a Targeted Industry Business and must agree to the Collier
specific requirements as a condition for eligibility in Collier County's Capital Investment for Diversification
Program Incentive. The BCC must approve all applicants; and administration of the Program will be conducted

by the County Manager or designated staff. Only official forms and procedures are deemed sufficient for
application to this program. A summary of qualifications includes but is not limited to:
• "Target industry business"means a corporate headquarters business or any business that is engaged in one of the
target industries as identified in the State of Florida Qualified Target Industry List.
• Impact Fees are prepaid,and grant is reimbursed over four equal annual installments,initial payment occurs one
year from Certificate of Occupancy,and certification and payment cycles continuing annually until such time the
Grant is complete or the project loses eligibility due to failure to comply with program requirements. Payments are
contingent on employer offering and demonstrating the provision at least 50 percent of the employee's cost of health
care coverage.
• Project eligibility will be subject and conditioned on the County's annual appropriation limit of$500,000 for the
CID Incentive Project total annual payments.
• Project eligibility for simultaneous participation in the State QTI program is permitted,but prohibited in conjunction
with other County local economic development incentive programs.
• Applicant must notify Collier County of intent to apply to the County's Capital Investment for Diversification
Incentive before Collier County approves the local match contribution to that project's State QTI application and in
all cases the CIDS application must be approved by the BCC prior to issuance of the project's original certificate of
occupancy.

INNOVATION ZONES PROGRAM DESCRIPTION&OVERVIEW
It is the policy of the Board of County Commissioners(hereinafter"Board")to promote economic growth which
results in high wage jobs and helps diversify the economy of Collier County. To further this policy,it is the intent
of the Board to create a dedicated source of revenue to fund an economic development program and to advance
economic development initiatives in zones of geographic concentration within the unincorporated areas of the
County. These zones, called Innovation Zones,will be designated by the Board from time to time through the
implementation of Economic Development Plans adopted by resolution for each Innovation Zone.
The use of available Tax Increment revenues within an Innovation Zone as a dedicated economic development
tool and funding source enhances the general welfare of the County through the advancement of new employment
opportunities,the implementation of redevelopment initiatives,the creation of new economic development
opportunities and locations and the expansion of existing employment centers.
The Tax Increment is deposited into a Trust Fund and the Trust Fund proceeds are utilized to implement the
Economic Development Plan established by the developer and approved by the Board. Expenditures that are
expressly prerequisites for development of Target Industry's physical operations including pre-paying Impact
Fees,public infrastructure or transportation requirements may be reimbursable,all contingent upon Board
approval.

Enterprise Florida Incentive Programs
Qualified Target Industry Tax Refund (QTI): The Qualified Target Industry Tax Refund
incentive is available for companies that create high wage jobs in targeted high value-added
industries. This incentive includes refunds on corporate income, sales, ad valorem, intangible
personal property, insurance premium, and certain other taxes. Pre-approved applicants who
create jobs in Florida receive tax refunds of$3,000 per net new Florida full-time equivalent job
created; $6,000 in an Enterprise Zone or Rural Community(county). For businesses paying 150
percent of the average annual wage, add$1,000 per job; for businesses paying 200 percent of the
average annual salary, add$2,000 per job; businesses falling within a designated high impact
sector or increasing exports of its goods through a seaport or airport in the state by at least 10
percent in value or tonnage in each year of receiving a QTI refund, add $2,000 per job; projects
locating in a designated Brownfield area(Brownfield Bonus) can add$2,500 per job. The local
community where the company locates contributes 20 percent of the total tax refund. No more
than 25 percent of the total refund approved may be taken in any single fiscal year. New or
expanding businesses in selected targeted industries or corporate headquarters are eligible.
Quick Response Training Program (QRT): Quick Response Training (QRT)—an employer-
driven training program designed to assist new value-added businesses and provide existing
Florida businesses the necessary training for expansion. A state educational facility—community
college, area technical center, school district or university—is available to assist with application
and program development or delivery. The educational facility will also serve as fiscal agent for
the project. The company may use in-house training, outside vendor training programs or the
local educational entity to provide training. Reimbursable training expenses include:
instructors'/trainers' wages, curriculum development, and textbooks/manuals. This program is
customized, flexible, and responsive to individual company needs.
Economic Development Transportation Fund: The Economic Development Transportation
Fund, commonly referred to as the"Road Fund," is an incentive tool designed to alleviate
transportation problems that adversely impact a specific company's location or expansion
decision. The award amount is based on the number of new and retained jobs and the eligible
transportation project costs, up to $3 million. The award is made to the local government on
behalf of a specific business for public transportation improvements.
Qualified Defense and Space Contractor Tax Refund (QDSC): Florida is committed to
preserving and growing its high technology employment base by giving Florida defense,
homeland security, and space business contractors a competitive edge in consolidating contracts
or subcontracts, acquiring new contracts, or converting contracts to commercial production. Pre-
approved applicants creating or retaining jobs in Florida may receive tax refunds of$3,000 per
net new Florida full-time equivalent job created or retained; $6,000 in an Enterprise Zone or
rural county. For businesses paying 150 percent of the average annual wage, add$1,000 per job;
for businesses paying 200 percent of the average annual salary, add$2,000 per job.
