EXECUTIVE SUMMARY
Recommendation to appoint a member to the Health Facilities Authority.
OBJECTIVE: To appoint a member to the Health Facilities Authority to fill the remainder of a
vacant term expiring on May 15, 2017.
CONSIDERATIONS: The Health Facilities Authority is a 5 member authority created on
November 20, 1979, by Ordinance No. 79-95 in accordance with Chapter 154 of the Florida
Statutes. The purpose of the authority is to assist health facilities in the acquisition, construction,
financing and refinancing of projects in any incorporated or unincorporated area within the
geographical limits of Collier County. Members must be County residents. Terms are 4 years.
A list of the current membership is included in the backup.
There is one current vacancy on this committee. The vacancy was advertised and the following

STAFF RECOMMENDATION: It is recommended that Mr. Weyer be appointed to fill the

GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Staff
Recommendation, and directs the County Attorney to prepare a resolution confirming the
appointment.

RE: Collier County Health Facilities Authority; Appointments
The Health Facilities Authority has a vacancy. George Russell Weyer has applied and is
the only applicant. Russ Weyer has worked in the field of real estate economics in Collier
County for many years, both as an employee of Fishkind and Associates and as the principal of
his own firm, Real Estate Econometrics, Inc. He serves as district manager of several
community development districts, and as such is very familiar with the process by which entities
such as the Health Facilities Authority carry out their duties. Additionally, Mr. Weyer is very
familiar with the process of tax-exempt bond issuance. The application does not show any basis
for a conflict of interest between Authority duties and the applicant's private interests. Mr.
Weyer's appointment is highly recommended.
