EXECUTIVE SUMMARY Recommendation to pledge matching funds in the amount of$13,000 to Good Wheels, Inc. in the event of their successful award of the Mobility Enhancement Grant by the Florida Commission of the Transportation Disadvantaged(CTD). OBJECTIVE: To help secure Transportation Service for Immokalee residents into Hendry County to access healthcare,education and employment. CONSIDERATIONS: The Chief Executive Officer (CEO) for Good Wheels, Inc., a Florida Not for Profit Corporation, ("Good Wheels") has submitted a grant application with the Florida Commission for the Transportation Disadvantaged (CTD) to obtain funding in the amount of $508,400 for the purposes of providing regional transportation services to enhance access to healthcare, education and employment for the elderly,persons with disabilities and low income individuals in the rural Collier,Hendry and Glades Counties. The service will fill a void in the rural areas providing needed transportation between Immokalee, LaBelle and Moore Haven.Populations served are students traveling to the I Tech schools in Immokalee and Moore Haven and to medical facilities in LaBelle. If the grant is awarded the service will begin in July 2016 and runs seven(7)days a week for one year(the life of the grant). The grant requires a 10% match and Good Wheels has obtained commitments of$2,000 from Collier Community Foundation; $2,840 from United Way and $13,000 from Hendry County. Additionally, $20,000 in estimated fares generated to provide the service will be used for additional grant match. Good Wheels is requesting Collier County pledge an equal match amount as Hendry County in the amount of $13,000. With this match Good Wheels will be required to provide the County with data and reporting on the project performance as backup for the quarterly distribution of the match. Should they be successful in receiving the grant, the County Manager's designee will prepare a Memorandum of Understanding (MOU) to be entered into between the Board of County Commissioners and Good Wheels outlining the performance requirements and the terms of the agreement. FISCAL IMPACT: The General Fund provides annual Transportation Disadvantaged(TD) support to cover operational costs that exceed grantor subsidies and farebox collections. This annual transfer will be used as match support for this request up to$13,000 available within TD Fund 427 during FY16 and FY17. LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote for Board action. -JAB GROWTH MANAGEMENT IMPACT: Consistent with Objectives 10 and 12 in the Transportation Element of the Growth Management Plan. RECOMMENDATION: That the Board of County Commissioners approves a pledge to match funds in the amount of$13,000 to Good Wheels, Inc. and upon their successful award of the Mobility Enhancement Grant by the Florida Commission of the Transportation Disadvantaged(CTD)authorize the County Manager to bring back a Memorandum of Understanding (MOU) formulizing the match commitment and recipient's performance requirements and,authorize the required budget amendment to set aside the funds. PROJECT DESCRIPTION: The purpose of the project is to enhance the access of older adults, persons with disabilities, and low income individuals(Target Audience )to healthcare,education,employment,shopping, public services, and recreation. The service will replace a void in rural areas; providing needed transportation between Immokalee, Collier County; LaBelle, Hendry County; and Moore Haven,Glades County. The target audience in Immokalee will be able to access needed healthcare at the Hendry County Health facility. Hendry County estimates a need by at least 300 individuals per month. Initial usage will be 150 per month The estimated figures of ridership are based on conversations with Hendry Medical Center and Florida Southwestern University. Another segment of the target audience are students who want to access the technical schools in Moore Haven and Immokalee; as well as the Florida SouthWesrtern State College in La Belle.At least 100 students per month are initially anticipated. Ridership for both segments should be at an annual rate of 2000/passengers per month by June. At an annual rate of 24,000 passengers per year, at a cost of$508,400,the cost per trip will be$21.18. Two paratransit buses(Shirley Conroy Grant)and Freightliner( FDOT Grant)are anticipated for delivery from Get a Way Bus in June—July,2016.These are already funded.These will be used on the route which will require two vehicles—one south to north and one north to south throughout a fifteen hour period. Each leg of the route is 11/2 hours in duration,with stops; and 48.5 miles in length Additional vehicles may operate as a feeder service bringing target audience members to the designated stops on the route between the three cities.Good Wheels is the CTC in Hendry and Glades counties; and has a co ordination agreement in place with Collier County. Support has been expressed by the Office of Economic Development, Hendry County; Hendry County Medical Center; Florida Southwestern State College;the technical schools in Immokalee and Glades; CTC of Collier County;The Collier Foundation; and The Board of County Commissioners of Hendry and Glades Counties. Growth of ridership each month will be recorded and graphed for management review and the quarterly reports. Surveys will be conducted at six months and 1 year of service.The survey will be similar to the one we ask TD riders to complete regarding satisfaction with service provided.Surveys and return stamped envelops will be distributed by drivers to passengers on the selected days of the survey.
