EXECUTIVE SUMMARY Recommendation to approve the Collier County Housing Plan Project and Stakeholder Charter, and approve a Resolution establishing a time limited ad hoc Stakeholder committee to report to the Affordable Housing Advisory Committee, and authorize the Chair to send a letter of invitation to each Stakeholder entity to participate in the process of the Housing Plan Development. OBJECTIVE: To provide affordable/workforce housing in the County and to further the goals set forth in the Housing Element of the Growth Management Plan. CONSIDERATIONS: On March 1, 2016 an affordable/workforce housing workshop was conducted. At the workshop staff and experts presented an overview of the current situation, and potential solutions to be considered. One of the approved outcomes was to develop a request for proposal to solicit a partner/consultant partner to work with the county to develop a short and long term housing plan to address the housing needs in our community. Staff recommends that in advance of the request for proposal, a project charter be approved to guide the overall plan development process. This,among other common project charter elements such as goals and schedule,also establishes a time limited ad hoc Stakeholders committee to work with staff,the consulting partner, and to report their recommendations to the Affordable Housing Advisory Committee (AHAC). The AHAC will bring forth to the BCC the recommendations of the Stakeholder committee as part of their presentation(s) of the plan. Once the plan is approved, the ad hoc committee will be dissolved. It was the desire of the Board and the community that this be a joint planning effort in order to ensure public and private sector solutions,as well as wide and comprehensive community involvement. The attached Charter names individuals recommended to be on the ad hoc Stakeholder Committee. However,as long as there is a representative from each of these organizations,the BCC will not be asked to approve a revision of this document. In other words, the Charter is still valid and does not require BCC re-approval in order to name/approve an individual not specifically named. It is recommended that the BCC Chair send a letter of invitation, attached, to each entity seeking their acceptance to participate. In the attached Charter document, there is a section titled Roles and Responsibilities. The project responsibilities of the ad hoc Stakeholder Committee are outlined as follows: Responsible to provide high level guidance of the process to ensure comprehensive and practical solutions are identified, assign a staff level designee to represent designated community or governmental sector at all related meetings, workshops, gatherings related to this initiative, attend all stakeholder meetings (anticipated one/quarter), communicate with the AHAC, staff and other Stakeholder Committee members. Responsibilities are ad hoc and time limited and end when the plan is approved by the BCC. In addition to the Stakeholder Committee process,there will be an extensive,highly iterative opportunity for community members to participate in the process,and all meetings will be publicly noticed. FISCALIMPACT: The proposed actions described in this executive summary have no new fiscal impact. LEGALCONSIDERATIONS: This item is approved for form and legality and requires a majority vote for Board approval. -JAB GROWTH MANAGEMENTIMPACT: Acceptance furthers the Goals, Objectives, and Policies of the Growth Management Plan and specifically the Housing Element. Introduction Purpose of Project Charter The Collier County Housing Plan project and stakeholder definition documents and tracks the necessary information required by decision maker(s)to approve the Housing Plan.The project charter includes the needs,scope,justification,and resource commitment as well as the project's sponsor(s)decision to proceed or not to proceed with the project. The intended audience of the Collier County Housing Plan project charter is the stakeholder committee, senior county leadership and the Board of County Commissioners. Project Overview At the March 1,2016 BCC workshop on Affordable Housing,the BCC gave direction to staff to begin development of a request for proposal (RFP)to hire a partner/consulting firm to assist in the development of a County Wide Housing Plan,and to include wide ranging community partners in the development of the plan. The funding for this plan development is to come from the remaining funds in the Marco Island Trust fund which has been cleared to be used for affordable housing efforts. The budget required will be developed as part of the responses to the RFP. The goal is to complete the plan development through approval within eighteen (18) months,or by September 2017. As well,the land development codes and growth management plan provide a basis for development of affordable housing. In parallel there are various community efforts underway by the United Way of Collier County,the Collier County Chamber of Commerce,and others,to develop a means to meet the demand for housing for all residents of the County. All of this information notwithstanding,there is not a cohesive,inclusive and rational plan in place to meet short and longer term housing needs in our community. RESOLUTION NO.2016- A RESOLUTION OF THE BOARD OF COUNTY COMMIS IONERS OF COLLIER COUNTY, FLORIDA, ESTABLISHING T COLLIER COUNTY HOUSING PLAN DEVELOPMENT STAKEHOL 1 ER AD HOC COMMITTEE. WHEREAS, On March 1 , 2016, an affordable/workforce housing workshop was conducted. At the workshop staff and experts presented an overview of e current situation, and potential solutions to be considered;and WHEREAS,one of the approved outcomes was to develop a reque.t for proposal to solicit a partner/consultant partner to work with the county to develop a short and long term housing plan to address the housing needs in our community; and WHEREAS, Staff recommends that the Board establishes a time limited ad hoc Stakeholders committee to work with staff, the consulting partner and to report their recommendations to the Affordable Housing Advisory Committee (AHA I), who shall bring forth to the BCC the recommendations of the Stakeholder committee as part o their presentation(s) of the plan,following which the ad hoc committee would be dissolved;and WHEREAS, it is the desire of the Board and the community that this be a joint planning effort in order to ensure public and private sector solutions, as well as 'de and comprehensive community involvement. NOW, THEREFORE, BE IT RESOLVED BY THE B U ARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY,FLORIDA,that: li SECTION ONE: Creation and Purpose of the Collier Coun Workforce Housing Stakeholder Ad Hoc Committee. Pursuant to the provisions of Collier County Ordinance No. 2101-55, as amended, the Board of County Commissioners hereby establishes the Collier County Housing Plan Development Stakeholder Ad Hoc Committee to gather information and provide input into developing a short and long term housing plan to address the housing nee o s in our community. 1 0 Packet Page -60- 6/14/2016 11 .A. Membership into this Committee is intended to be open and fluid, and is to include, but not be limited to,the following: Community Sector/Large Employer United Way of Collier County Higher Education Greater Naples Chamber of Commerce Community Development — Government — County Immokalee Chamber of Commerce Community Development — Government — City of Naples Naples Community Hospital Community Development — City of Marco Island Collier County School District Homeless Prevention Collier County Government — as Housing Counseling and Education employer Arthrex Southwest Florida Apartment Association Collier County Sherriffs Office Banking Industry Publix Supermarkets Naples Area Board of Realtors Hotels/Restaurants Marco Island Association of Realtors Not for profit housing developers Seniors/Senior Housing For profit affordable housing developers Community—At Large(3 positions) Construction Industry: Collier Building Industry Association SECTION THREE: Officers, Quorum, and Composition. At the Committee's first meeting, the membership shall elect a Chair and Vice-Chair. The presence of at least seven members shall constitute a quorum. The Committee shall follow Robert's Rules of Order for the transaction of business and shall keep records of the meetings, findings, and determinations. The members of the Committee shall serve without compensation, 2 Packet Page-61- 6/14/2016 11 .A. but may be reimbursed for travel, mileage, and/or per diem expenses if approved in advance by the Board. SECTION FOUR: Functions, Powers, and Duties of the Committee. The responsibilities of this ad hoc Stakeholder Committee include, but are not limited to, providing high level guidance to ensure comprehensive and practical solutions to meeting the housing needs in our community. SECTION FIVE: Dissolution of Committee. Unless extended by Resolution of the Board, this Committee shall automatically sunset without further action upon the Affordable Housing Advisory Committee and staff making its presentation to the Board of County Commissioners.
