Within the current design, the lane transitons mimicked what had been done at other locations in the County. It is now known that operationally this configuration presents problems for merging traffic within the area of the intersection and leads to more accidents. An example of this configuration is at Airport-Pulling Road and Vanderbilt Beach Road intersection which the County is now modifying under a separate project. 2. Provide detailed rationale for the requested change:As stated above, experience has borne out that lane transitons within an intersection introduces more conflicts within the intersection and the potential for accidents. The rationale for the change is implementing a safer and operationally functioning roadway system and meeting current design standards. Modifying the current design will impact many of the construction drawings. This project has yet to be advanced to the construction phase; therefore, it is prudent that this change is included in the current design of this project. 3. Provide explanation why change was not anticipated in original scope of work:The original scope of services was created over 9 years ago and if it was known then what is known now, the original scope would have been written to anticpate this change. The project has also gone through several design changes over the last nine years which included changes to the project limits, the additon of a new bridge at Green Boulevard, several design modifications to meet current standards and development impacts. All these changes created impacts that were not anticipated originally. 4. These additional services are based on design changes and scope of work additions requested by the Collier County Growth Management Division Transportation Engineering Department, Roadway, Bridge & Stormwater Section required to modify the Collier Boulevard southbound transition from the new 3-lane section to the existing 2-lane section. Collier County Traffic Operations staff requested this modification to improve traffic movements/operations at the Collier Boulevard-Green Boulevard Intersection. • Task 1—Collier Boulevard Lane Drop South of Green: The lane-drop signage (750 FT Advance Warning) will begin approximately 300 ft south of Green Boulevard. The lane drop (495 LF- 45 MPH) will then begin with striping and the additional pavement will eventually transition into a U-Turn lane. The Collier Boulevard median will be 16A29 modified by 18th Ave SW to provide a northbound Collier Blvd. to westbound 18th Ave SW direction left. This Work Directive provides for the CONSULTANT'S services to be modified to add the following Design Scope of Services to Collier County Project No. 68056. The following CONSULTANT Services are an addition to the original contract: PART 2: SCOPE OF WORK Task 1 —Collier Boulevard Lane Drop South of Green- $27,630.00(Lump Sum) Collier County Growth Management Division staff has requested that CH2M HILL modify the current Collier Blvd. III - 100% Plans (April 2014) to shift the proposed southbound 3-lane to 2-lane lane drop so it occurs completely south of the Green Boulevard Intersection (Signage as well as lane reduction). This effort will require additional plans as well as modifications to the 100% Plans, Details, Quantities and Estimates.
