RESOLUTION NO. 88 25
A RESOLUTION BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY `
TO AMEND THE COUNTY PURCHASING POLICY TO INCLUDE AN AFFIRMATIVE
ACTION PLAN FOR THE PROCUREMENT OF COMMODITIES AND SERVICES.
.UHEREAS, the Board of County Commissioners adopted Ordinance No. 87-25
which provides the procedure for adopting the Purchasing Policy; and ;(}[i
"^, WHEREAS, the Board of County Commissioners adopted the Purchasing Policy t

by Reeolution No. 87-103 which provides that the Purchasing Policy may be

', ; amended; and

'., ate ; WHEREAS, the Board of County Commissioners desires to participate in
+, � " intergovernmental grant programs to induce improvements to the County; and

WHEREAS, the Board of County Commissioners desires to ensure the
; } deployment of affirmative action for the procurement of commodities and

RESOLUTION NO. 87-103 IS HEREBY REVISED BY ADDING THE FOLLOWING:

H. Affirmative Action
It shall be the policy of Collier County to require each `
department, agency, entity or agent of the County 'to promote
and assist small and minority businesses in gaining entry to do
business with Collier County. By assisting small and minority
businesses, the County will help to expand and develop the
small and minority business sector in Collier County.
The County will also comply with the Section 3 clause of the Housing and 1 •
Urban Development (HUD) Act of 1968 to the
� greatest extent possible.: To

4. Designation of the Purchasin' Director to coordinate the
implementation of the affirmative action plan. This designation may
be changed by the County Manager where appropriate.

. 1 .fix =.' Collier County has recognized its need in the
., area of a full and effective Affirmative Action 1
' Plan. ' For this reason the Administrative Services
Division as part of its work plan for the year has
. 1 '3'. already been assigned the task of preparing for
Management review and Board approval a plan which
would include not only purchasing issues but all 7.
employment areas as well. This purchasing portion
of the overall plan has been brought before the
Board ahead of schedule in order to aid with the
County's efforts in obtaining the very beneficial
Small Cities Community Development Block Grant.
The grant is not the reason for the Plan, but
simply the reason for the acceleration of this
portion. The Affirmative Action Plan stands as a
needed policy of this County on its own merit, with
or without any associated grant funding.
