PROCLAMATION
WHEREAS, Dr. Frank Van Essen is retiring from the Collier Mosquito Control District (CMCD)
after 28 years of dedicated service; and,
WHEREAS, under his leadership, the CMCD expanded its treatment area from 206 to 401
square miles and evolved its treatment method from fogging with DC-3s to Ultra
Low Volume treatments with Shorts Skyvans; and,
WHEREAS, during his tenure, CMCD has advanced the Districts systems from hand recording
of all data to the use of 6PS in the ground and air fleet, recording, correlating
and sharing treatment data with the public; and,
WHEREAS, Dr. Van Essen created the District's first public information program which began
with informational bookmarks and has grown to incorporate school programs,
community parades and presentations to community and civic organizations; and,
WHEREAS, he facilitated the creation of a website, long before it was commonplace, and
started the distribution of an annual report to provide information to the public
and other agencies; and,
WHEREAS, under the purview of Dr. Van Essen, the research department has conducted
barrier mosquito control programs on Keewaydin Island and Steven's Landing, a
development on Marco Island, and conducted nozzle, deposition and drift studies
have been completed with the Public Health Entomology Research and Education
Center, Florida Department of Agriculture and Consumer Services, Florida
Department of Environmental Protection, the Rookery Bay Natural Estuarine
Research Preserve as well as several other mosquito districts; and,
WHEREAS, Dr. Van Essen has had an indelible impact on the county and he will be missed; we
wish him luck on his retirement.
NOW THEREFORE, be it proclaimed by the Board of County Commissioners of Collier County,
Florida, that January 31, 2014 be designated as
DR. FRANK VAN ESSEN DAY ,®alok r,,
