President, CCMS Rich, We would like to respond to the letter sent on behalf of the members of the CCMS board. As Board members we were present when discussing the Collier County Commissioners' role in choosing the director of our county's EMS. It was agreed that Dr. Tober's credentials and experience made him exceptionally qualified to continue as head of the EMS service. We did not discuss the qualifications of the other candidate(s) but we also did not discuss other factors that should be taken into account when choosing a Director. Since the publication of the letter in support of Dr. Tober, issues have been brought up that we need to address. Although Dr. Tober may be eminently qualified to run EMS, rank and file members of the medical society were not polled. We have seen letters and emails in support and against his candidacy. Furthermore Dr. Tober is employed by the NCH Healthcare System which, to any neutral observer, can be construed as a conflict of interest as there is more than one hospital system in Collier County. In order to discourage any semblance of bias or favoritism of one hospital system over the other, we agree with the comments being made that Dr. Tober would need to separate himself from any financial relationship with any of the hospital systems in Collier County. As members on staff at PRMC, we can only endorse Dr. Tober if he relinquishes any contractual and financial obligations to the NCH Healthcare System that presently employs him. Again, this letter is not to impugn Dr. Tober's integrity but to address an issue where many of us feel the Director of the EMS should have no financial affiliation with any of the hospitals in our county. We want to thank you for the time and effort you have put into this matter and perhaps the Commissioners will be able to resolve this issue. Hughes Company, L.P., to drill an oil production well (Permit 1353H; Collier 22-3H) in Collier County, Florida. The surface-hole location is in Section 22, Township 49 South, and Range 28 East and the bottom hole will be in Section 27, Township 49 South, and Range 28 East.This well is proposed to be drilled to a vertical depth of 12,064 feet below land surface and have a horizontal section that extends to a proposed total(16,600 feet measured depth). Please recognize that the location of the proposed production well is within 1,000 feet of the Golden Gate Estates Subdivision.The residents receive their water from on-site wells and typically draw water from the Surficial Aquifer system.We expect that your agency will ensure both production wells and return wells are properly permitted and constructed to prevent contaminants and product from entering ground water that would contaminate the aquifer system relied upon by the adjacent residents.Also,the permitting process must protect the residents and the local habitat from potential release of contaminants that would compromise surrounding air quality and surface water. Collier County also requests that your agencies carefully and judiciously review the comments and concerns of Collier County property owners and affected citizens regarding the permitting and operation of Oil Exploration and Oil Well Extraction operations in the vicinity of these residential properties. Collier County further requests that your agencies establish direct communication protocols with Collier County regarding safety and environmental monitoring, emergency response, and all public health and safety issues that arise, should permits for drilling and extraction be issued in Collier County. More specifically we request that your agency coordinate and communicate with Collier County on the approval of the permits and provide the County with your responses to citizens concerns and final permit conditions, if any.
