Subject: EMSAC MEETING--October 11, 1995
At the subject meeting the membership asked you to
prepare presentations starting at the November Meeting on
the process involved in selecting sites for ambulance
coverage in the county. As a starting point you may wish to
use the two sites selected for fiscal `95 and your plans for
fiscal `96. In addition we ask that your presentation
include the Growth Management Plan (or 5 year plan--
terminology?) and how the Level of Service fits into that
plan.
Accordingly, please prepare the first presentation for
our November 8 meeting covering these subjects. Since these
may be complex it may take several sessions to cover the
material thoroughly. Forty Five (45) minutes per meeting
would allow time for other matters.
(:: Your recent budget included several million dollars for the
two new sites. It would appear that these issues would lead
ua into a discussion of the preparation of the budget for
fiscal `97 .
EMSAC wishes to be involved very early in the budget
process this year and anticipates your cooperation in this
matter. Please feel free to call me in advance of the
meetings, if you have any questions.

The attached photocopies of articles from the Islander
(Naples Daily News) and The Marco Eagle detail complaints by the
BUMS Director and unnamed RMS personnel that the Marco Island Fire
Fighters are taking actions to delay patient care by EMS.
I have two questions.
1. S SAC is an appointed Advisory Council to the Board
of County Commissioners. 'What official role does this council
have in such a conflict.?
2 . If such actions by the Marco Island Fire Fighters
are indeed happening, what responses are available to the EMS
department?

MEMORANDUM

RE: Citizens Emergency Medical Services Advisory Council
The Emergency Medical Services Advisory Council has discussed proposed revisions to
their by-laws. A format reflecting the revisions has been developed and will be submitted to
the County Attorney's Office for approval of legal form and sufficiency prior to
presentation to the Board of County Commissioners.
The Emergency Medical Services Advisory Council has formed a subcommittee to review
the EMS Department's current process of resolving customer issues and/or complaints.
The subcommittee plans to develop recommendations following their review.

adjustment be negotiated at the next opportunity.
2 . Establish ALS Service in the Corkscrew area and the S.R.
951/Capri Service Area--4 votes in support, 1 abstention and the
Chairman in opposition. There are reservations by some of the
members regarding the placement of the unit in the Capri Fire
Station by default since no site is detailed in the budget.
3. Recommend that a small fund be established to support and
encourage an EMS Community Outreach Program. This would provide
for development of printed materials of a consumer education
information nature.
4 . Other subjects are under consideration.

Subject: Amendment to EMSAC By Laws
The Council requests the Board to approve an amendment to
the current By Laws in accordance with the process outlined in
Article VII, Section 1 of the By Laws to wit:
Article" III details the regular membership of the
Council as well as ex-officio members. The Council proposes to
move the position of President of the Collier County Fire Chief
Association from an ex-officio membership to a REGULAR MEMBER.
The working relationships between EMS and The Collier County Fire
Districts are becoming more intermingled as time passes and is
the reason for our request.
In addition, minor changes in terminology should be made to
reflect the present makeup of County Government Management such
as: (Article III, Section 3)
A. Delete the Position of EMS Operations Chief
as a Staff Advisor
B. Delete the position of Emergency Services
Administrator and substitute Administrator of Support Services as
a Staff Advisor.
(Article V, Section 5c)
A. Substitute the Director of EMS as the Secretary of
EMSAC in place of Administrator of Emergency Services.
