Since Purchasing Services played an important role in the securing of an outside ' "' C':-
vendor to perform ambulance billing services for EMS, I wanted to provide your
department with an update of how the program is going. I would like to preface, that `, j
the contracting of a professional service to handle the entire billing and collections
system for EMS, is proving to be most beneficial to both Lee County and it's residents.
The billing vendor, Ambulance Medical Billing Inc. (AMB), took over the ambulance
billing and collection services from the Lee County Tax Collector, on April 1,1995.
Since that time and after a rather hectic transition of records and information between
the two agencies, AMB has done both a professional and admirable job for Lee County.
As an example, in comparing the amount of revenue collected by AMB during the first
six months of the current fiscal year, to that of what the Tax Collector's Office recorded
in the same time period the previous year, AMB records reflect a 48% increase in
revenue collection. Also, for your information, EMS anticipated that the revenue
collection for Fiscal Year 96 would be $3,500,000.00. As of this date, AMB has
collected over $4 mil. and could realistically reach the $5 mil. mark before the end of the
fiscal year. This would equate to a 43% increase in the anticipated collection of
ambulance billing revenue.
Lee County benefits intrinsically with the use of an outside billing vendor by having all
monies mailed to a bank lock box of the County's choice. The money is counted,
recorded and deposited in the County's account on a daily basis. This allows Lee
County to begin earning interest immediately on the revenue collected. The revenue is
placed in Lee County's General Revenue Pool, that enables the County's Finance
personnel to make short or long term investments as needed on behalf of Lee County.
The revenue may also be used to pay off bonds secured for capital projects.
In summary, it has proven advantageous for Lee County out -source the ambulance
billing services. In my honest opinion, EMS would not have been able to put the detail
bid specifications together without the assistance of Purchasing Services. The
guidance and direction Purchasing provided this department during the entire bid
process was invaluable and beneficial

It will be helpful to the Council if you would please give an MS
Update at each of our monthly meetings. This update could
include such its as your discussions with the City of Naples,
the need for an alternate site in North Naples because of traffic
complications, noteworthy 1'i6IS rescues, problems as they occur and
actions to solve theca etc. This would give a formal approach to
everyday programs instead of having them kind of incidentally
come out (if at all) as part of the meeting.

Re: vote proxy
At a recent meeting, a question was posed of whether a voting committe member •
could give their vote proxy to another member without first dictating what candidate
to vote for. The committee members were concerned that if a voting member gave
their proxy vote to another member, which they can do under the revised EMSAC
bylaws, they first had to dictate the candidate of choice. Our revised bylaws
do not address this question.
Corporate attorney's informed me that bylaws can address this issue,and our's can be
modified to reflect our decision herein. The general consensus on this issue, of whether
the receiving member can freely exercise their choice if not dictated to by the offering
member, is "it's up to your committee what they want to do".
Corporation proxy votes operate both ways. Some control the choice of voting, and
others do not. Our bylaws can state:
1. When giving their proxy vote to another member, such proxy vote may be
limited to voting for the candidate choice of the offering member.
2. The offering member may opt to allow the receving member to exercise
the proxy vote for the candidate of their choice.
3. If no election is designated by the offering member, the receiving member
may exercise the proxy vote for the candidate of their choice.
With elections approaching in September/October, we may want to have this issue
clarified.
