Dear Mr. Laird:
I am in receipt of your August 17, 1998, letter regarding the Emergency Service Administrator.
I appreciate your taking the time to let me know of your views, and those of the advisory committees,
on this issue. The opinions of local citizens, who are affected by our actions, are a significant factor
'n my decision-making process. However, as I mentioned to you on the telephone, the Board of
County Commissioners into the day-to-day business of the County Administrator.
The Code of Laws and ordinances of Collier County, Section 2.78. Powers and duties, subsection (c)
states, in part, "No county commissioner shall direct or request the appointment of any person to, or
his removal from, office by the county administrator or by any of his subordinates, or in any manner
take part in the appointment or removal of officers or employees in the administrative services of the
county except as provided by this division." The Code also states that division administrators shall
require confirmation by the board. To that end, I can assure you that I will carefully consider all
information I receive as this issue comes before the Board of County Commissioners.

an Emergency Medical Service Administrator position and for advising of the EMSAC's full support

approved the County Administrator's reorganization plan on Tuesday, June 2, 1998. As you may
know, the Board hires only contract employees; i.e. the County Administrator,the County
Attorney, and the Executive Director of the Airport. However, we will have the opportunity to
confirm the appointment of the administrator and, at that time, I will certainly take your
comments under consideration. As you may know, speakers are welcome to attend Board
meetings to express their views and concerns on any issue.
