Minutes 12/13/1998 EMERGENCY MEDICAL SERVICES ADVISORY COUNCIL (EMSAC) INFORMAL MINUTES December 23, 1998 2:00 P.M. Gunther-Mohr Michael Davis Sheldon Reed Others: Chief Flagg Leo Ochs Jorge Aguilera Brett Batten The regular monthly meeting of the Collier County EMSAC committee was called to order at 2:00 P.M. on Wednesday December 23, 1998 by Chairman Bob Laird. There were no minutes to approve from the November meeting, as there was not a quorum to hold an official meeting. OLD BUSINESS: Chairman Laird discussed the position of Emergency Services Administrator. The Board made the decision not to hire Mr. Cook. Leo Ochs stated operations would continue as in the past until otherwise directed. Chief Flagg went over the ALS engine program with the City of Naples. In January it will be entering the 3'd month of operation and is going very well. Chief Flagg stated an AED Program Ordinance has been implemented. Other countries have contacted the department for inquires and they are very interested in implementing the same program. A few more sites have been added and are active. We have had the first public use of the AED by restaurant workers in Pelican Bay. The program went as it was designed, but unfortunately the person did not survive. EMS is working with North Naples Fire Department on the Single Vehicle Response Program. They are still only doing one station, the one on Pine Ridge Road. Chief Flagg will be meeting with Chief Tobin the first part of January, to expand the program. The Data Collection Program is another program that is gaining statewide recognition. Several Chiefs have contacted the Chief to obtain the program, but this program was written in house by one of the Flight Medics. There are no commercial programs available to fit our needs. This program is designed according to NITZA standards, which is a standard for data collection throughout the nation, but it is designed specifically for EMS and pre-hospital medicine. The final revision should be completed by the end of December. The Paramedics input the information from the chart into the computer. The system is designed to query and access all the information and will collect enormous amounts of information. Training Commander Jorge Aguilera informed the group about a Thrombolytic Program EMS is ready to begin. Miami University has had a tremendous amount of success with this research program. It involves working with a very expensive clot buster medication. But because of the work we will be doing we will receive the medication free. We will be coordinating this with the public AED. EMS will be the only system in the country to tie from the community through pre-hospital paramedic treatment and into the hospital. There has been no system that has been able to link all three of the chains at the root. It will be all tied together to come up with valuable research information. More information will be available after the first of the year. Another program for the future will be the Global Positioning System (GPS). Airplanes used them to locate or track. They are using this at the Tuburon Golf Course. EMS in conjunction with a local company is looking at a medical device to put into the golf cart, if a medical emergency should happen, all that would need to be done would be to press the device and the ambulance would be able to locate the cart by following the Global Positioning System. Chief Flagg pointed out the protective equipment in the meeting room was for the medics and would be distributed the first of the year. Fay Biles asked about the Bill #130-75 Pension for Police and Fire. Chief Flagg stated Governor Chiles had vetoed the bill. Fay Biles stating it was going through again. Chief Flagg stated her understanding was it had good potential to pass this time. NEW BUSINESS: Chief Flagg informed the group Physio Control has just come out with a new 12 Lead machine. In the past we have had one monitor, defibrillator, pacemaker machine, that was one piece of equipment. We had a pulse oximeter which was another piece of equipment, and we had a 12 lead EGC machine that was another piece of equipment. This machine is priced to other agencies at $20,000. They are providing 30 of them to our agency for $6,900 each. Chief Flagg has been meeting with the CEO of Cleveland Clinic and she just met with the Physician Director. They will be opening the Clinic in mid January. Their hospital will not be open until mid 2000. They impact to the EMS system will be when patients walk into Cleveland and need a hospital they will need to be transported to Naples Community Hospital. Fay Biles has been named to the Cleveland Community Advisory Board. Chief Flagg announced that Jeff Page was selected as the Chief of Operations. Training Commander Aguilera asked For a volunteer from the committee for the Lieutenant Assessment Center Testing to be held January 25 & 26, 1909. Meeting adjourned.
