Minutes 10/28/1998 a EMERGENCY MEDICAL SERVICES ADIVSORY COUNCIL (EMSAC) INFORMAL MINUTES October 28, 1998 EMERGENCY MEDICAL SERVICES HEADQUARTERS 3301 East Tamiami Trail Council Members Present: Absent and/or Excused: Chairman Bob Laird Sheldon Reed Roger Evans Mike Davis Fay Biles George Leamon Gary Young Brett Ortengren Paul Gunther Mohr The regular monthly meeting of the Collier County EMSAC Council was called to order at 2:00 P.M. on Wednesday, October 28, 1998, by Chairman Bob Laird. The last meeting was not an official meeting due to the lack of a quorum, therefore there were no minutes to approve. OLD BUSINESS: Chairman Laird handed out the letters of response he had received from the County Commissioners in reference to the new Emergency Services Administrator position. Chief Flagg announced that interviews have been scheduled for the new position. There are five external candidates and one internal candidate. Doug Greenfield is one of the external candidates that is still in the running. He was the Director of EMS several years ago when the County took over the service from American Ambulance. The rest of the candidates are from outside the State of Florida. Chief Flagg was the only internal candidate. The County Administrator Bob Fernandez, Mike McNees & Jerry Salmon from the Human Resources Department will be doing the interviews. Roger Evans remarked on the letter of response written by Commissioners Norris. He felt that this was a contract position. However, it was decided Commissioner Norris stated the Board did not hire staff positions. Commander Page stated that the position did take confirmation of the Board. Fay Biles stated that Commissioner Norris stated that speakers were welcome to express their views and concerns. p NEW BUSINESS: Chief Flagg informed the council that Medic #17, the Golden Gates Estates unit, is up and operational. Medic #17 is responding out of the Golden Gate City Station. We are looking at property in the Estates area to build a station and share with the Sheriff s Office, or the possibility of an addition to the Fire Station in that area. The second new station this year is the Isle of Capri Fire Station. The other new program is the ALS engine program with the City of Naples. Chief Rambosk and Chief Flagg have just finalized the details. The program will be implemented November 2, 1998. The City of Naples already participate in the single vehicle response program where the firefighter rides on the medic unit and just the medic unit responds to the medical call. There are some circumstances where the medic unit is already committed to a call and a medic unit from another location will respond to the call. With the ALS Engine Program, EMS will have a Paramedic Firefighter on the fire engine and the City will have a Paramedic Firefighter on the medic unit. The Paramedic on the engine will be responsible for fire suppression in addition to advanced life support intervention, so we can maintain the 3 to 4 minute advanced life support response. This is an enhancement to the current partnership which is the single vehicle This engine will be licensed under Collier County EMS and we have budgeted to equip the vehicle with the medical equipment. It does not require additional personnel,just a swap of personnel. The fourth program under old business is the single vehicle response program with the North Naples Fire District. The program commenced October 15, 1998 and now is operating out of the Pine Ridge Road Station. There are three other stations in North Naples that the Chief has asked to extend the program too. As soon as North Naples is ready to do that, we will put the program into effect in the other stations. Fay Biles stated she was not sure she understood what was being done at the Isle of Capri. Chief Flagg explained that Isle of Capri has one firefighter on duty being paid for twelve hours a day and at night they rely on volunteers, because of the unavailability of volunteers on a regular basis at night, they agreed to go to one firefighter twenty-four hour staffing, but this will not be implemented until January I, 1999 in lieu of October I, 1998. Chief Flagg informed the council that $50,000 has been donated for the purchase of Automatic External Defibrillator's (AED's) for Collier County EMS to disburse to the City of Naples Police Department and the Collier County Sheriffs Office. We have issued three AED's to the Collier County Sheriffs Office for placement in their jails. We have ten sites that are active that are part of the Ordinance that was passed several months ago. Collier County EMS is the only system in the world that have passed an Ordinance like this. The Ordinance is a comprehensive Ordinance that includes not only developing an AED program, but providing for the training for the AED program, interfacing into the 911 center, re-certification requirements, & prescription requirements of how to get an AED. EMS has placed AED's in churches, and parks and want to put one in the City of Marco. Chief Flagg also informed the council that the Wall Street Journal and a newspaper in England had done and article on Collier EMS and the placement of the AED's. Fay Biles asked who donated the $50,000. Chief Flagg stated it was a private individual and she didn't know if he wanted his name given out. Paul Gunther Mohr asked if they were all being supplied by the same company. Chief Flagg stated that Physio Control, Survival Link, Heart Stream and Laerdal have all donated the units. Chief Flagg stated the machine is very user friendly. An AED instructor's class was provided to a core group of people who will provide instructions to interested participants. Collier County already has a resuscitation rate of 28%. The State of Florida resuscitation rate is 2%. The national rate is around 5%. We are hoping to reach a 50% resuscitation rate with the implementation of the additional AED's. Hurricane George's: Chief Flagg stated that Hurricane George's was projected to be a devastating storm for Naples. It was an excellent trial run for all of the County agency's to evaluate their hurricane plans. The Health Department was responsible for ESF 8, which is Emergency Service Functions. Emergency Services was responsible for ESF 9, which is Search and Rescue. Fire Chief's Association was responsible for ESF 4, which if fire, and S.O. was responsible for another section. All agency's worked together out of the Emergency Operations Center. Fay Biles stated that Marco Island was a disaster. Water was shut off and over 3,000 people did not evacuate with a mandatory evacuation order in effect. Jorge Aguilera stated the AED's were donated by Heart Fax, Anthony and Gene Dunner. Fay Biles asked about the rate increase for the ambulance rates. Chief Flagg stated the rates were approved by the Board of County Commissioners. There was one revision, if a transport was an out of county, inter-facility, transport, then the actual miles be charged in lieu of capping at 7 miles. The other item added was the Collier County School Board asked for a waiver of fees for the varsity football games. Fay Biles asked if Medicare increased their rates? Chief Flagg stated they did not.
