EMS revenue collection processes. In fact a similar staff review had already led us to
have the entire matter studied by an independent third party. That review is nearly
complete, and once that report is received a decision will be made regarding
outsourcing which considers all available information, including the EMSAC
recommendation. As you have suggested, It would be our intention to have any
potential outsourcing in place by the start of the new fiscal year.

The Collier County Board of Commissioners is seeking applications for positions on several
advisory committees.
The Collier County Airport Authority has 1 vacancy due to a resignation with the term expiring
on August 10, 2001. This 7 member Authority was created on June 22, 1993, by Ordinance No.
93-36 and has the responsibility for the construction, improvement, equipment, development,
regulation, operation and maintenance of the airports and airport facilities. Members of the
Authority shall be residents of Collier County with business ability and experience in one or more
fields which, by way of example, may include, but are not limited to, general business, economic
development, aviation, public affairs, law, finance, accounting, engineering, natural resource
conservation or other related fields. There shall be at least 1 member of the Authority appointed
from each of the communities of Immokalee, Marco Island, and Everglades City if a qualified
candidate who resides within the respective area is available for appointment to the Authority.
No person holding elected office at the State, County, or Municipal level shall be appointed to, or
be a member of, the Authority. Members must file a Form 1 Statement of financial Interests each
year with the Supervisor of Elections.
The Black Affairs Advisory Board has 4 vacant positions. This 9 member committee identifies
and evaluates problems unique to the Black Community, reviews and recommends ways to ensure
open communication between the minorities and Collier County Government and provides
periodic reports to the Board of County Commissioners.
The Citizens Advisory Task Force has 4 vacancies. This 5 member committee obtains
community input and direction on proposed target areas (the geographic area designated for
rehabilitation through funding from the Small Cities Community Development Block Grant
Program from the State of Florida, Department of Community Affairs.) They direct, oversee and
approve grant applications; monitor the progress of the grant administration and evaluate the final
completion of the grant program. Terms are 2 years.
The Development Services Advisory Committee has 6 terms expiring on December 14, 1999.
This committee is composed of 15 members and represent the various aspects of the development
industry such as architect, general contractor, residential or builder contractor, environmentalist,
land planner, land developer, landscape architect, professional engineer, utility contractor,
plumbing contractor, electrical contractor, structural engineer, and attorney. The purpose of this
committee is to provide reports and recommendations to the Board of County Commissioners to
assist in the enhancement of operational efficiency and budgetary accountability within the
Community Development Services Division and to serve as a primary communication link
between the Community Development Services Division, the development industry and the
citizens of Collier County. Members are required to file a Form 1 Statement of Financial Interest
each year with the Supervisor of Elections.

The Emergency Medical Services Advisory Council has 2 vacancies representing Commission
Districts 2 and 5. This 11 member council advises the Board of County Commissioners on all
aspects of emergency medical services, including the operational budget, level of service and
equipment. Terms are 3 years.
The Golden Gate Beautification Advisory Committee has 1 vacancy due to a resignation
representing Precinct#624, and 1 term expiring on October 6, 1999, representing Precinct #624.
This 5 member committee assists the Board of County Commissioners in handling the matters
pertaining to the taxing district which was formed for the purpose of beautification and
maintenance of landscape improvements within the road right of way as described by ordinance
boundaries. Terms are 4 years.
The Golden Gate Community Center Advisory Committee has 2 terms expiring on December
December 31, 1999. This 5 member committee assists the Board of County Commissioners by
reviewing and making recommendations regarding the budget and operation of the community
center. Applicants must reside within the Golden Gate Community Center MSTU District.
Terms are 2 years.
The Golden Gate Estates Land Trust Committee has 1 vacancy, expiring on October 13, 2001
for applicants residing in Golden Gate Estates Units 21-22, 36-47, 52-53, 59-93 or those units
located south of Alligator Alley. This 5 member committee serves in an advisory capacity to the
Board of County Commissioners for the purpose of carrying out the requirements, conditions and
various provisions of an Agreement relating to the use of land, or funds derived from the sale of
land, conveyed to the County by Avatar Properties Inc. (f/k/a GAC Properties Inc.). Applicants
must reside within the subdivision known as "Golden Gate Estates." Member selection may
depend upon location of residence within specific areas (phases) of the Estates. Terms are 4
years.
The Immokalee Beautification MSTU Advisory Committee has 1 vacancy. This 5 member
committee advises the Board of County Commissioners on the budget and related matters
pertaining to the beautification taxing district. Members must be residents of the Immokalee
Beautification Taxing District. Terms are 4 years.
The Immokalee Enterprise Zone Development Agency has 1 vacancy. This 13 member
committee was created on March 28, 1995, by Ordinance 95-22 to induce private investment into
distressed areas to create economic opportunities and sustainable economic development for
designated areas. To permit Collier County to participate in this program, the Board of County
Commissioners nominated the Immokalee Community to be considered by the Florida
Department of Commerce for Enterprise Zone designation in Resolution No. 95-248, approved
March 28, 1995. As part of the formal application for an Enterprise Zone, the State required that
a committee consisting of a broad base of citizens be established. The committee has
representation from the Chamber of Commerce, financial or insurance entities, businesses
operating within the nominated area, residents living within the nominated area, nonprofit
community-based organizations operating within the nominated area, local private industry
council, local code enforcement agency, and local law enforcement agency.
The Isles of Capri Fire Control District Advisory Committee has 1 terms expiring on
December 31, 1999. This 5 member committee advises the Board on the budget and operation of
the Isles of Capri Fire Control District. Terms are 2 years and members must reside within the
boundaries of the Isle of Capri Municipal Fire Services Taxing District.
The Ochopee Fire Control District Advisory Committee has 3 terms expiring on December 31,
1999, representing Ochopee Area At Large, Lee Cypress (Copeland), and Everglades City. This
5 member committee advises the Board on the budget and operation of the Ochopee Fire Control
District. Members must reside within the taxing district. Terms are 2 years.
The Parks and Recreation Advisory Board has 1 term expiring on December 31, 1999,
representing the urban area. Representation on this board consists of 1 member from the
Immokalee Community Park District, and 6 members from the Naples and Urban Area
Community Park District. This 7 member board advises the Board of County Commissioners on
matters pertaining to the acquisition, development and programs involving the County's park
facilities. Terms are 4 years.
The Pelican Bay MSTBU Advisory Committee has 1 vacancy, expiring on January 29, 2001.
This 13 member Advisory Committee was established by Ordinance 90-11 and amended by
Ordinance 91-22 and 93-15. The Division provides landscaping services, including all public road
maintenance and park areas, street lighting services, aquatic management services, beach cleaning,
and the Clam Bay Restoration Project. It is the Division's responsibility to provide the
framework of long-term community planning so that residents can enjoy the benefits of Pelican
Bay while ensuring both the social and financial well-being of the Pelican Bay Community.
The Tourist Development Council has 1 vacancy representing an owner/operator with the term
expiring on April 21, 2002. This 9 member council was established by Ordinance No. 92-18 as an
advisory committee to make recommendations to the Board of County Commissioners regarding
a proposed plan of uses for tourist development tax revenues, for the effective operation of the
special projects or uses of the tourist development tax revenues, and to review all expenditures of
revenues from the tourist development trust fund. This council consists of the Chairman or
designated representative of the Board of County Commissioners, 2 elected municipal officials, 3
owners or operators of motels, hotels, recreational vehicle parks, or other tourist
accommodations in the county and subject to the tourist tax, 3 individuals involved in the tourist
industry who have demonstrated an interest in tourist development, but who are not owners or

each quarter. Terms are 4 years.
Members of advisory committees must be residents and electors of Collier County, and are
subject to the Florida Government in the Sunshine Law. Residents interested in applying for the
advisory committee positions are requested to submit a letter and brief resume, including your
home address, to the attention of Mrs. Sue Filson, Administrative Assistant, Board of County
Commissioners, 3301 Tamiami Trail East, Naples, Florida 34112 or FAX to 774-3602. The
deadline for acceptance of resumes is OCTOBER 29, 1999.
