OLD BUSINESS:
Selecting New Members: Mr. Laird began the discussion about selecting new members. After much discussion by the
council members present,the decision were as follows:
1) Regina Hoffman will be the new representative for the Health Department replacing Roger Evans.
2) Gary Young will continue to be the representative from the Sheriffs Department.
3) The council will wait to see who Mr. Rambosk chooses as a representative for the City of Naples
4) Faye Biles will continue as the representative for District one.
5) Sue Filson will advertise for the district 5 opening.
6) Dr.*******will be recommended for the district 3 opening.
7) Gail Dolan will be the representative for Naples Community Hospital.
8) Depending on Mr. Leamons decision whether he will continue with the EAC. Contact with Sue Filson reference the
possibility of moving Mr. Leamon from his current at large position,to the open district 2 slot; hence allowing one of
an at large position to be filled by an existing applicant.
NEW BUSINESS
HURRICANE IRENE: Chief Flagg briefed the group on the responsibilities of EMS Department as the lead agency for
ESF 9. The operation short of the storm striking Naples was a success.
AUTOMATED EXTERNAL DEFIBRILLATOR PROGRAM: The program is doing great, we are working on getting
some media coverage on the location of the AED's, NCH cooperation and the involvement of American Heart Association
to assist in fund raising.
TWIN ENGINE HELICOPTER: Work continues toward the purchase of the EC135 helicopter. The helicopter will be a
twin engine helicopter capable of carrying two patients at a times. It will also allow the ability to do additional rescue jobs
as water rescues.
PARAMEDIC UNION VOTE: The paramedic by a spread on 10 votes have chosen to be represented by the IAFF union.
The organization is going to continue to focus on the mission statement. Bob Ladd and Faye Biles complemented Chief
Flagg for the way the union vote was handled.
COUNTY EMS PARAMEDIC FIREFIGHTERS COMPLETE NORTH NAPLES FIRE ACADEMY: It is projected that on
November 1, 1999 the ALS engine program with the North Naples Fire Department will begin. It was also noted that the
North Naples Firefighter Paramedics also completed the EMS Department Paramedic Academy. This program is
enhancement to the three member team. Chief Flagg reviewed the details of the ALS engine program. The City of
Naples has chosen to discontinue the ALS engine program due to recent changes within the department. When the issue
are resolved we will be ready to work with them.
MEMORANDUM OF UNDERSTANDING: As a reminder since none of the Fire Department are licensed to provide
medical care. The State of Florida several years ago label them, as First Responders agency shall make every effort to
enter into a memorandum of understanding with the licensed provider. Currently 7 of the 9 departments have done this.
The East Naples Fire Department and the Golden Gate Fire Department have chosen not to participate in the program.
Currently Captain Ortega is responsible for providing the training and quality assurance for the program. Due the
inherited liability that the county is incurring with the two departments that do not have memorandum of understanding.
Commander Aguilera will be responsible for corresponding in writing with the two fire department if deviation in the
delivery of care occur.
CODE SAVE OF HEART PROGRAM: Commander Aguilera gave an update on the Code Save a Heart Program, which
is a cooperative program with the hospital in which the paramedics will be giving the second dose of a CLOT BUSTER
medication in the paramedic vehicle. It is a great one of a kind program with possible future expansion in the future.
