I wanted to get a copy of an E-Mail that was sent out to all EMS employees this morning. The Union
had made the request below on Wednesday the 27th of August:
Dear Director Page,
This is a public records request for the following information:
1. Any correspondence with American Medical Response, Inc. or any other private ambulance service;
2. Notice of any meetings that have occurred and will occur along with notes taken at those meetings;
3. The schedules of County Manager Mudd, Deputy County Manager Ochs, Division Administrator Dunnuck, and
yourself, I would like these calendars on a monthly basis,
4. Any information regarding privatization of EMS in Collier County or disbanding EMS to the Fire Departments.

While in a meeting with the County Manager on September 3rd, I was asked if I knew why someone
had scheduled a meeting with him on September 4th to discuss privatizing EMS. Mr. Ochs, Mr.
Dunnuck, nor myself had and prior knowledge before the 3rd that this meeting had been scheduled.
The County did not solicit this meeting. The fact that the Union appeared to have knowledge about
this meeting before County officials was troubling, but I have enclosed Mr. Dunnuck's E-Mail to
keep you abreast of what may turn into a very public issue.

Dear Fellow EMS Employees,
Good afternoon. Communication is the most important tool we have in
this organization. Last week we (Director level through the County
Manager' s Office) received a public records request from the Union
asking whether there has been any outside contact or meetings set up
with a private EMS vendor. While Jeff and I have not been involved in
anything, we did discover through an off hand conversation with the
Manager yesterday that a private company did request a meeting of him
through his secretary. Specifically, Mr. Mudd actually asked Jeff and I
what we thought the meeting would be about since he didn't know. While
we were in the dark and could only speculate, honestly, I was more
suspicious that, on its face, the Union seemed to have more knowledge of
this impending meeting than the County Manager or any of us. That is a
question for another day, however.
At any rate, I did want to let you know, before rumors get started, that
the Manager met with a representative from Metro Ambulance/Superior
Ambulance this afternoon. Following that meeting, the Manager did call
me to let me know the details. Specifically, this company is interested
in providing turnkey EMS service in this community similar to how they
do it in other communities. Although this meeting was fairly
superficial from my understanding, the company has requested another
meeting to provide a more detailed presentation in early October. On
this note, the Manager has requested my attendance and will be providing
me with materials that were presented at today's meeting for my review
and feedback.
While I fully expect that, no matter how I communicate this information
to the Union representatives, I will be criticized; I think it is
important to keep two issues in perspective:
1) This meeting was not requested by Management because we are happy
with your service; but,
2) The Manager has an obligation to hear proposals that may address the
taxpayers' need in a more efficient manner.
This afternoon, I met with the Command staff to discuss the County' s pay
policy to ensure your questions are answered accurately and
consistently. One of the issues I tried to hit home is that I am
personally tired of all the negativity from staff about conditions here
(rumors etc. ) . I believe, factually, you all do an outstanding job. If
you asked me to speculate where this privatization talk comes from, I
would say it is from the negative press we have been receiving stemming
from this unhappiness. It doesn't take much to see that, publicly, the
employees don't seem happy (although I believe that many of you are) . If
I am a private company, I too would be looking to approach Management.
As I have said too many times, I cannot change the past, but I can work
on the future. In this respect, I will keep you informed of the October
meeting and will make sure I know everything I can about this company.
Until then, keep up the good work and fighting the good fight.

You can't invite them until they are actually appointed. You can call me on the 10th and find out who was appointed. (If the
meeting isn't still going on ha ha)
However, since the committee reviewed Debra Wrights and put her as an at-large member, does that mean they didn't
have a problem with her? If so, she will probably be appointed as the District 5 rep. Do you think that will be a problem
with the members.
Also, someone came in today(I didn't see him) and tried to submit his application because someone on the committee told
him that someone else resigned. I have no idea who that is or if they are talking about Dist 5. He did not leave his resume
because we told him that we were not aware of an one else resigning. Do you know anything about this79?99

Sue, Since the Board does not meet again until the 9th of September, I want to go over the appointments for the
EMSAC committee. In our recent e-mails you had told me Bob Laird was available to run for at-large even through he
has been an at-large representative for several years. We also included Debra Wright from District#5 even though
that District was not available at the time (the committee nor I had received a letter from Mrs. Godfrey stating she was
resigning her position. Also Heather Rockcastle was available to continue her seat as this was her first term. The
committee voted and recommended Bob and Heather continue their positions.
There was only one candidate for District#2, Denver Stone, he was qualified & recommended.
In District#3 Michael Bridges and Gregory Pacter both qualified, however Michael Bridges was recommended for
service.
In District#5 Debra Wright was the only candidate for that District. She was put in for an at-large position. She
qualified but at the time, but the Board was unware that Kathryn Godrey had sent in a letter of resignation. Had the
board know at the time of their meeting Mrs. Godfrey was resigning, Ms. Wright's name would have been a
consideration for District#5. My question would be, will Debra be appointed for the District#5 position since she was
the only candidate?
I am asking these questions as I would like to inform the new members and invite them to the next meeting.
Again, thank you for you help, I know you are always busy, but I appreciate your valualbe information.
