The meeting was called to order at the Development Services Building on Horseshoe
Drive in room C at 4:10 P.M.
The minutes are as follows:
George Barton presented an operational update on current and future activities
at EMS.
The outline of current changes in staff assignments for the Emergency Services
Division was covered in some detail.
EMS is seeking three volunteers for EMS medical education, the control of equip-
ment/supplies, and as a proposed CPR coordinator position.
Dr. Polkowski recommended that George Barton contact Dr. Pastor of the Volunteer
Physician Center in order to fill the position recommended for EMS volunteers in
the area of quality assurance.
The EMS crew available for an equipment demonstration was unavailable due to calls.
The 1991 budget was presented to the council. In summary, the budget met guide-
lines on both salaries and operational expenses. Expenditures considered
"expanded" under the guidelines are in the following areas:
1. The 6 paramedics necessary to staff Lely Medic 9
2. The 9 paramedics necessary to staff float unit Medic 10
3. The clerk addition in the billing office
4. The radio alterations necessary to place the fire servie "green
channel" into EMS medic units and hand-held units
Under the capital replacement schedule, EMS outlined the need to continue its
policy of 6 year change out on van ambulances and 5 year change out on chassis.
One van designated unit 8 and two chassis are scheduled for replacement in 1991.
EMS has requested funds from the State in a grant for a B0-105 helicopter.
The successful reward of that grant would require an additional funding source
to be found within current county resources.
In employee concerns for the month of April, George Barton reported on the
PERC scheduled vote on April 27, 1990.
On matters of the Immokalee Clinic, the Yellow Cab shuttle began on April 1 and
EMS is proceeding with efforts to resolve sovereign immunity and malpractice
issues in order to place Naples Community Hospital Emergency Room physicians
in the Immokalee Clinic in the immediate future.
Finally, Mr. Barton reported on the review procedures and statistics based
upon the service reply cards mailed to patients after their bill has been paid.
Several issues were left until the May meeting for review including the
financial update and any remaining old business.
The meeting adjourned at 5:08 P.M.
