Divisional Hurricane Plan DIVISIONAL HURRICANE PLAN
PRE-STORM PHASES
1. All employees should plan for the event of a catastrophic
storm. Preparation is the key for your family and property's
- survival.
2 . Prior to the season, determine what action is best for your
family to take if it appears a hurricane will landfall. The
plan will vary depending on where you reside and the
hurricane's characteristics.
3 . Should your decision be to evacuate your family to an inland
location outside of the threat area, identify the following
prior to the season.
A. Will it be at a friend or relative's house. Know their
phone number(s) and strike an agreement before the
season.
B. Will it be an inland hotel - if so - what requirements
are there to secure a room prior to your leaving the
area. Will reservations require a credit card number,
and how much in advance do you need to notify the hotel.
Note: Rooms will be scarce in the inland counties South
of Orlando.
C. Will you choose to evacuate to a local shelter. Should
this be your choice two options exist. The first is
that your family evacuates to a designated shelter with
neighbors, or secondly, your family may evacuate to a
shelter especially declared for the families of
emergency service workers exclusively. Our Emergency
Management Department will identify and announce such
shelters should the need present itself.
4 . Should you choose to evacuate or not, it is wise for your
family to have a survival kit. The kit should be pre-packed,
sealed, and set aside for specific storm use. The kit may
consist of two packages, cases or boxes with the first
containing basic food products and drinking water. The foods
should have extended packaged life, and don't forget to
include a can opener. The second case should have several
days worth of clothing, basic toiletries and blankets. There
are numerous small items that should be included in your
survival kits. Contact the Emergency Management Department
for additional information on your survival kit.

5. Another important pre-packed bag that should be set aside and
packaged is your personal jump kit. Should a hurricane
landfall, you can expect to be on duty for multiple days in a
row. Therefore, your kit should contain 3 sets of clean
clothes, several towels, toiletries, personal-full body rain
gear, several pairs of shoes, some high protein air sealed
food bars (Granola, etc. ) , flashlight with batteries,
- transistor radio with batteries, about 5-10 dollars in dimes
and quarters (mechanical vending machines) and other - items
you feel necessary for your comfort and survival for up to 5
consecutive days.
6. It is now time to prepare your home and property. Prior to
the season make sure you have shutters and required hardware
ready for use and quickly accessible, plywood and window tape
on hand, a plan for your outside furnishings, and your boat.
Have it all figured out long before the crisis develops.
Each on-duty employee will be given 4 to 6 hours to go home
and prepare their family and home for the pending weather.
Those off duty will be given 4 to 6 hours prior notice to
their assigned reporting time. Be prepared so that you can
use the time wisely. Contact the Emergency Management Office
for additional tips on protecting your home.
7 . When you are reporting for duty, wear a uniform and/or have
your county identification with you. Police road blocks will
most probably be in place, and you'll need to get through to
your identified deployment location.
HURRICANE NOTIFICATION AND ACTION PHASES
ALERT PHASE
The alert phase is issued when a strike probability exists. It
will be issued by the Emergency Management Office as required by
higher authorities. Information updates will be given to
Department Heads and other key personnel throughout the alert
phase.
ALERT PHASE ACTION
All personnel will monitor the situation as it develops, and will
initiate the following actions:
1. Assure that family survival kits, personal jump kits, family
evacuation plans and home property is secured and in a
readied status.

2 . Telephone into their departments main telephone and advise
the headquarters of their availability status and current
contact phone number.
3 . Headquarters operators will contact employees, via telephone,
after a reasonable time (one hour) has elapsed and the
employee has failed to initiate the telephone contact.
4 . Department Directors will remain in contact with the Division
Administrator advising their department's status and
capability.
5. Department Directors will remain in contact with the
Emergency Management Department for information updates.
These updates will normally be initiated by the Emergency
Management Department as more current information becomes
available.
6. Department Directors will conduct an equipment and resource
readiness audit, and take appropriate actions to provide 100%
capabilities.
7. Department Directors will begin to discuss mobilization plans
with key staff personnel.
WATCH PHASE
A watch situation is declared when strike probabilities have
increased significantly and storm growth and development is
occurring. Time relevance in a watch is indicated as 24 to 35
hours from landfall.
WATCH ACTION
1. Supplies and support equipment is packaged and readied for
mobilization. All threatened, stocked resources will be
readied for removal to a safe, accessible location.
2 . All reserve vehicles are readied for frontline use. Reserve
vehicles will be shuttled to Headquarters and loaded with
supplies and equipment from storage for delivery to a safe
temporary warehouse.
3 . Department Directors will begin logistics planning for
operational supplies such as fuel, food, water, temporary
power and light. Other needs should be identified and
included on a logistical check list developed by each
department.

4 . Department. Directors shall contact the Emergency Management
Director and affirm where their department resources will
need to be assigned. Areas and duties might include shelters
and transportation of citizens who are unable to accomplish
same without Emergency Service assistance. Each Department
Director shall prepare a transportation and relocation
schedule as indicated by the Emergency Management Department.
The Emergency Management Director will provide each
Department Director with the earliest identifiable time
schedule associated with the need to begin the mobilization
process.
*** 5. The Emergency Management Director will notify Department
Directors as early as possible that a recommended evacuation
and/or a hurricane warning appears imminent. Upon such
notice, Department Directors shall:
A. Begin a mandatory recall of off-duty personnel with a
report in time, and pre-designated reporting station
notification 4 to 6 hours prior to the report in time.
B. Department Directors will schedule on-duty personnel for
a 4 to 6 hour release period during the period when
off-duty personnel are reporting in.
C. Department Directors shall establish and execute a
vehicle/crew assignment plan and a shelter assignment
plan for all units - frontline and reserve included.
D. Department Directors shall complete loading of supplies
and order relocation of same to a secured and safe
location.
E. Department Directors shall inform the Division
Administrator of their agencies state of readiness and
mobilization.
F. All emergency units will be dispersed to protected
locations and stand by for additional information and
instructions. The locations for disbursement should be
geographically logical and include a modified zone
response map.
G. Calls for Emergency Service will continue to be
transmitted and assigned to units through Control
Dispatch.
H. The Department Director will maintain contact with
medical facilities in order to identify who and how many
emergency patients can be served by each. Same will be
routed to the department dispatcher who will control and
balance patient loads to the various facilities.

6. Upon notification of an imminent warning being announced,
the Department Director of Helicopter Operations will plan to
remove the helicopter to a safe location. Same shall be
executed as soon as possible and a pilot shall stay with the
aircraft. The Chief Pilot shall report to EMS Headquarters
and assist as needed, especially in the coordination of
allied agency support aircraft use. The Chief Pilot shall
advise the Division Administrator and EOC of resource
availability and status. (See helicopter operation)
7. Upon notice of a recommended evacuation or imminent warning,
the Chief Medical Examiner, his staff, and associated
resources shall report to EMS Headquarters for coordination
and information flow purposes. The Division Administrator
and EOC shall be notified of same once the Medical Examiner's
Office arrives at EMS Headquarters. The Medical Examiner
shall coordinate his own resources as the need arises,
however; relocation to safe locations shall be in cooperation
with EMS departmental actions.
WARNING PHASE
Landfall is extremely probable within 24 hours, and a recommended
evacuation will most probably be upgraded to a mandatory warning.
WARNING ACTION
1. Confirm Emergency Management coordination items and implement
same as directed regarding citizen safety and needs.
2 . Relocate off-road, 4-wheel drive vehicles to critical areas
of need in the county (Marco Island, Coastland areas) and
move conventional vehicles to safe inland areas. Perform
this action prior to the warning announcement.
3 . Evacuate emergency units to safe areas and high ground areas
prior to actual landfall of the hurricane, however; this
action should not occur too early in the warning phase.
4 . Command personnel assigned to EMS Headquarters should
evacuate to County Building F near the EOC during the warning
period. The move should be two-staged and coordinated with
the Division Administrator and EOC.
5. Approximately 6 to 8 hours of actual landfall, all units
should be in a safe secure area. All personnel should use
this available time to rest and refresh themselves as much
work is to come during the recovery stage.

RECOVERY PHASE
The period after landfall and when conditions exist allowing for
damage assessment and recovery actions.
RECOVERY PHASE ACTIONS
To support the reconciliation of the county to a normal state of
operation.
1. Once an all-clear has been called, Department Directors will
need to ascertain the serviceability of their assigned
resources. Directors will report the serviceability to the
Division Administrator and EOC.
2 . Department Directors will receive information from the EOC
regarding the accessibility of various county areas.
3 . Department Directors will begin to relocate resources back
into their primary areas of assignments bearing in mind the
accessibility information.
4. Department Directors will contact the EOC and receive
direction regarding the established priorities and their role
in accomplishing same.
5. Department Directors shall not release personnel until
confirmation of such action is approved by the Division
Administrator and EOC.
