Minutes 03/12/1986 Naples, Florida March 12, 1986 LET IT BE REMEMBERED, that the Emergency Medical Services Advisory Council met on this date at 4:00 p.m. at the Collier County Courthouse, Building F, Third Floor, Rear Board Room, with the following members present: CHAIRMAN: Chief Norris Ijams MEMBERS: Egon Hill (excused) Dr. H. Adjournment A regular meeting of the Emergency Medical Services Advisory Council was called to order by Chief Ijams at 4:05 p.m. on March 12, 1986. ROLL CALL J.C. Smelko conducted the Roll Call. APPROVAL OF MINUTES Minutes of the February 12, 1986 meeting were accepted as presented. NEW BUSINESS It was brought to the Council's attention that the effective and starting date of Western Gateway Ambulance of Everglades and Ochopee was February 28, 1986. Discussion was had with reference to a meeting place and it was noted that applicants for EMT vacancies were being interviewed in the meeting room at EMS Headquarters. It was suggested that the EMS Headquarters be used, when available, for our meeting rather than at the Courthouse due to traffic conditions at 5:00 p.m. See attachments submitted by Doug Greenfield regarding Tachographs, which are made a part hereof. Louise Weiner advised that she has attended several State Conferences dealing with Trauma Centers. This will be a current issue locally; and she advised that the closest Trauma Center at the present time is located in Miami. In the future, Lee County will probably have a Trauma Center which will possibly have an effect on trama patients within Collier County. Louise Weiner informed the Council that three new abmulances were received from Wheel Coach and they will soon be brought into service. It was suggested that Council members be shown one of these new units during the next Council meeting, if possible. REPORT ON COLLECTIONS Jack Wampler reported that the February billing totalled $130,000 and collections equalled $79,558 for an approximate 60% collection rate. He also advised that the volume of billing is 25% greater than last year. PRESENTATION OF PLAQUE The Council presented J.C. Smelko with a plaque for special recognition for his valuable and continuous service rendered to EMSAC. ADJOURNMENT The meeting was adjourned at 4:40 p.m. J. C. Smelko Secretary JCS:abc Attachments MEMORANDUM DATE January 18, 1985 TO: All EMS Employees FROM: Doug Greenfield, EMS Director RE: Tachographs Tachograph implementation is a program that seldom is discussed throughout the department on a day to day basis. That is somewhat easy to understand when you look at the scope of individual activities and responsibilities that must be accomplished by an EMT, medic, and supervisor during the period of a shift. Tachograph accountability, analyzation, maintenance, and storage is a responsibility that starts with the oncoming crew and ends with an analytical report daily from the Supervisor to the Operations Chief. Tachograph usage protects more than our insurance carrier's interest during accident investigation. It provides useful information to support the good and efficient vehicle operator. It gives insight to the mechanics on maintenance problems that may ultimately be linked to erratic vehicle driving habits. All these checks and balances support your good driving habits and dispel many unfounded claims that periodically surface from the general public. In other words, it's a very vital and positive tool to the professional driver. To insure that this program is maintained as efficiently as possible, I have recently provided a secured logging and storage cabinet for the discs. The EMS Supervisor must account for each disc daily and provide a report on such. In order to assure these discs Ore not scarred or damaged in any way, a receptacle folder will be assigned to each station to place the disc into when it is removed from the meter housing on your assigned vehicle. I would like to see the assigned driver of the oncoming crew be the only one to be identified, by employee number in the Driver #1 space. Even if the partner gets behind the wheel for any reason during the shift, I will only be looking at the original assigned Driver #1 concerning how that vehicle was operated during that report period. This is a change in the standard operational policy as previously recorded." Obviously, I am placing more responsibility in this situation on the EMT, where I previously endorsed full responsibility for everything to the senior paramedic. If, during the shift, the driver is relieved of duty or two paramedics exchange functional position for the day, the disc must be removed and Driver #2's employee number put in place. At this point, the vehicle log book must reflect that the tachograph meter was opened, at what time, and what transpired. Tach discs have been coming into the office with incomplete driver, date, and odometer completion information. I am providing a completed sample disc by attachment to clarify the correct way that I would like to have these discs turned in.
