LET IT BE REMEMBERED, that the Emergency Medical Services Ad-
visory Council met on this date at 4:00 p.m. at the Administration/
Operations Complex of Collier County Department of Emergency Medical
Services, 3123 Terrace Avenue, with the following members present:

EMERGENCY MEDICAL SERVICES ADVISORY COUNCIL
October 12, 1983
The minutes of the September 14, 1983 meeting were approved as
corrected. Chairman Hill felt the next to last paragraph indicated that
Chief Jim Billman was resigning when in fact his expression of thanks
and appreciation for serving on the Council were directed only to his
service as Vice Chairman and that Chief Billman remains on the Council .
OLD BUSINESS
Chairman Hill stated that in a letter dated September 22, 1983, the
Advisory Committee was advised that Dr. James Meli , Sr. has decided to
retire from service with the Collier County Health Department. As a
result, Dr. Meli will not be able to continue as a representative on the
EMSAC Council . Dr. Cox recommended Mr. Roger Evans, RN, County Epi-
demiologist, as an alternative to replace Dr. Meli. This recommendation
was accepted. (See letter attached)
Discussion was had concerning a visit to the Immokalee Clinic and
Sharon Aragona suggested that EMSAC representatives together with
Collier Health Services representative meet with the Immokalee Civic
Association. Mr. Greenfield stated that he would have Skip Camp follow-
up on these arrangements with Chairman Hill .
The purpose of this visit to the Clinic will be to express EMSAC's
desire to support their activities and to encourage the Clinic to advise
EMSAC of any assistance they may need. Sharon Aragona advised that the
clinic is now open seven days a week from 8:00 a.m. until 12 midnight.
She stated that everyone who comes through the Clinic is expected to pay
something based on a sliding fee schedule. She added that medical
treatment is not refused anyone even though they cannot afford same.
REPORT ON COLLECTIONS
Donna Doner reported that in September 1983 collection rate was
60.5% and totalled $32,045; compared to September 1982 collection rate
of 68.3% or $38,329. Mr. Greenfield explained that the reason that the
1982 collection was higher is because there were more accounts receiv-
ables due; and this year's totals reflect a more realistic figure.
SPECIAL EVENTS ORDIANCE--STAND-BY FEE
General discussion was had regarding large gatherings of people at
events such as Swamp Buggy Races, Fairs, Circuses, etc. , and the stand-
by of ambulance and other emergency services. Mr. Dorrill offered to
research the number of occasions it has been envoked as well as what
other jurisdictions are doing in instituting Special Events Ordinances.
Jim Billman noted that various fire stations provide stand-by services
at some of these activities within the county for which they are not
reimbursed.
REVISIONS TO BY-LAWS
The By-law committee report will be given at the next regular EMSAC
meeting.
FIRST AID CANCELLATION FEE
Doug Greenfield pointed out that the current fee structure for
cancellations projects a revenue potential of $74,000 annually. A
program has been set up with Billing and Operations whereby a cancella-
tion fee of $38. 15 is being instituted. He asked for input from EMSAC
with reference to proper handling of this fee. An indepth explanation
was given by Diane Flagg and Doug Cameron, an EMS supervisor, as to how
cancellation runs are developed. Doug Greenfield advised that he would
be meeting with his staff and will bring back further observations and
recommendations on runs resulting in cancellations.
The meeting was adjourned at 5:20 p.m. The next scheduled meeting
will be held Wednesday, November 9, 1983.

Dear Mr. Hill,
Dr. James Meli, Sr. has decided to retire from service with the Collier
County Health Department. As a result, he will not be able to continue as our
representative on the Emergency Medical Service Advisory Committee (EMSAC) .
I would like to recommend Mr. Roger Evans, RN. , County Epidemiologist,
as an alternate to replace Dr. Meli as the Health Department Representative to
the EMSAC. He functions as the Health Department Disaster Preparation Officer
and Emergency Operations Command Representative. He was involved with the Alberto
hurricane operation experienced by the County in 1982. His professional training
and experience with the Health Department would be an asset to the Advisory
Committee. Please consider his appointment to the EMSAC and advise him of the
decision at your earliest convenience.
It has been my pleasure to work with you and your Committee in the Emergency
Medical Service area over the past few years. Please keep up the good work that
you and your Committee are doing for the people of Collier County.
