LET IT RE REMEMBERED, that the Emergency Medical
Services Advisory Council met at 4 : 00 P.M. in Building "F" of
the Collier County Courthouse Complex , East Naples, Florida ,
on this date with the following members present :

SPECIAL MEETING
Chairman Hill indicated that there would he a special
meeting for Monday, November 15, 1982, at 4 :00 P.M. regarding
a complaint received on an ambulance bill .

Chairman Hill indicated that the following visitors and

Mrs . McKay stated that the Council in Hillsborough
County is called the EMS Planning Council which was formed in
1976 to be reponsible for the daily operation of the
ambulance service. She reported that she is a volunteer
member with no medical training. She noted that , about 1?
years ago , she started the Mast project which is a group of
military projects that provide military helicopter ambulances
to transport civilian medical emergencies, adding that 17
counties are involved .
Mrs . McKay reported that the EMS Council in Hillsborough
County employs 207 people and runs 37 ambulances. She noted
that the council works very closely with the Mast project.
She stated that the Mast project also has a non—emergency
helicopter called the alternative which does not respond to
an emergency.
Mrs . McKay stated that the Hillsborough EMS provides
basic life suppport to the entire county which is over one
thousand square miles. She noted that last year there were
over 60, 000 ambulance calls and that their budget is over 6
million dollars a year with most of it coming from ad valorem
taxes and some from patient payments. She said that they
also do third party collection for the patients . She stated
that the EMS council is composed of an attorney, an insurance
executive , a businessman , a registered nurse , a special agent

of the FBI and a volunteer retired senior citizen. She noted
that they work well together and draw from each others
expertise. She stated that EMS has to be part of a system in
a county that includes the fire department , the police
department and the Sheriff' s department , adding that this is
how you obtain the proper response time.
Mrs. McKay reported that she is very impressed with the
helicopters and units in the Collier County system. She
noted that there seems to be good moral which is very
important in this type of a system. She concluded by stating
that Collier County EMS has a good leader .
Mr . Hubert McNeely stated that he felt Collier County
had an excellent system from what he had seen and felt truly
honored to be here.
GENERAL DISCUSSION
Neil Dorrill , Public Safety Administrator , stated that
the Board of County Commissioners authorized Staff to prepare
a final lease agreement with options to buy a comprehensive
EMS facility that will consolidate six different functions
that are now spread over the east end of the Naples area to
one facility that , in addition to housing administration and
training , will also serve as a vehicle service and medical
supply storage point. He stated that the new facility is to
be located one street north of Davis Boulevard across from
the United Telephone substation in East Naples. He stated

that the existing lease expires in April and , hopefully,
halfway through this fiscal year , the move could be made.
Mr. Dorrill stated that there were excused absences from
Chief Ijams , David Graham and Sgt. Tavidson.
Mr. Dorrill reported that the special meeting on
November 15, 1982, at A : 00 P.M. is relating to a citizen that
wishes to protest an ambulance bill , adding that he feels
that this advisory council is the proper channel for
complaints or requests to alter particular billings .
Also , Mr . Dorrill reported that his only other item was
that last month he had received a request to begin supplying
billings monthly comprehensive and cumulative billing
information along with every agenda , adding that this was to
begin this month but , due to his secretary being in the
hospital , it was not possible to be included this month .
Jim Hillman questioned if the money for the lease
agreement is in the EMS budget , to which Mr . Dorrill stated
that all of the lease amounts for the existing
administration, the training facilities and for the
sub-stations are within fund 450 which is Collier EMS. Fie
stated that it required a budget amendment to move some money
into the fund for additional rent , adding that this was
anticipated .
VICE-CHAIRMAN AND SECRETARY ELECTED
Chairman Hill stated that he would recommend that Jim

Billman be elected as Vice-Chairman and Joan Hamilton as
Secretary to the EMSAC.
Dr . Adams moved , seconded by Dr. Ehrhardt and carried
unanimously, that Jim Hillman be elected Vice-Chairman and
Joan Hamilton be elected secretary to the EMSAC.
GENERAL DISCUSSION
There was a general discussion regarding the rational
regulating non-emergency ambulances .
Neil Dorrill stated that the former state regulations
that were recently appealed , effective October 1, required
that respective county commissioners provide a certificate
for operation , in addition to having a state license. He
reported that the new regulations do not require that one
possess, as a matter of state law, a county certificate ,
adding that under the Homerule Authority that has been vested
back in the Board of County Commissioners. He noted that if
they want to continue to do such , they may do so . He
reported that , based on Mr . Greenfield' s original request ,
this matter has been researched by the County Attorney and
the County Attorney has recommended that EMSAC continue to
regulate or provide certificates for any non-emergency or
emergency transport. He reported that one purpose is to
regulate the quality of the transport. He stated that
non-emergency transport provides a substantial portion of the
user fee revenue.

ADJOURNMENT
Chairman Hill stated that the next regular meeting of
the EMSAC is scheduled for December 14 , 19P2. There being no
further business to come before the EMSAC , the meeting was
adjourned by Order of the Chair — Time 4 : 45 P.M .
