LET IT BE KNOWN, that the Fiscal. Advisory Council met in
special session on this date at 11 : 20 a.m. in the Courthouse
Complex, Naples , Florida with the following members present:
ACTING CHAIRMAN: Walter Fischer
Egon Hill
Ruth Van Doren
Donald L. Boyes
ABSENT: W. P. Ryan
ALSO PRESENT: David Evans , Chief of Naples City Fire
Department; Anthony Cortigene, EMS member; and Dr. Arthur Night-
ingale, EMS Chairman.
The Fiscal Advisory Council reconvened at 11: 20 a.m. in
order to make recommendations for the Ambulance Service Public
Hearing, scheduled for August 19 , 1975 beginning at 7 p.m.
It was the consensus of the Council that the prior recom-
mendation for a $143 , 000 subsidy remain for the ensuing year.
This would provide the same level of service until the reorgani-
zation plans are finalized by both the EMS and the FAC.
Council member Boyes moved, seconded by' Council member
Van Doren and carried, that a further study of a resort tax be
conducted by the FAC .

There being no further business , the meeting was adjourned
at 11 :40 a.m. by order of the Chair.

Complex, Naples , Florida with the following members present :

ALSO PRESENT: David Evans , Chief of Naples City Fire
Department ; Anthony Cortigene, EMS Member; Dr. Arthur Nightingale,
Chairman , EMS .
PURPOSE OF MEETING:
1 . EMS physical needs
2 . County or private enterprise
3 . Costs
ANTHONY CORTIGENE : Trained personnel in every fire department
for immediate emergency treatment are necessary until ambulance
arrives .
CHIEF DAVID EVANS : The County is already in the ambulance busi-
ness through subsidy . It is inevitable that the County take over
entirely. Fire departments should have rescue squads to give
emergency treatment on the scene and possible transportation to
the hospital . Ultimately , the helicopter will be necessary .

DONALD L. BOYES : Possibly the Civil Defense helicopter could
be coordinated into the ambulance service . The Sheriff 's com-
munication system could be coordinated into the EMS .
Telementry should be established with the hospital . Alter-
native possibility would be to put telementry through the County
Public Health Service . This would require a cardiologist and
staff .
The EMS Committee is to give a report on the effect of
helicopter use to vehicular requirements. The Committee is also
to further study Lee County operations rather than Tampa,
Jacksonville , etc. They also are to study the effect of the
rescue squads to vehicular needs .
There being no further business , the meeting was adjourned
by order of the Chair at 11 : 10 a.m. The next meeting is scheduled
for August 8, 1975 at 11 : 20 a.m.
