MEMORANDUM
TO, Mr. X.P. Ryan, Chairman
Fiscal Advisory Council
FROM: EGON HILL
Subjects American Ambulance Service
DATES July 1, 1915.
A review of the material submitted by the American Ambulance
Service suggests to me three solutions to the perennial threat of
collapse of this vital service. Before going any further in analyt-
zing these different solutions it should be understood that the public
is entitled to efficient ambulance service on par with the police and
the fire department.
SOLUTION No. 1. Continue (muddle) as before.
The material on hand is not sufficient to arrive at a judgement
as to the rate/subsidy American Ambulance needs to have to keep
in business. T • following are some of the open items:
1) Harmony ambulances are in service at this time?
2) Estimated cost per emit per unit. (Yew units and old unit)
3) Latest salary schedules.
4) Are the employees working 40 hours or 58 hours per week.
5) How does Zippo service work and what is the relationship
aetween these two ambulance services ?
8) What is the profit factor, if any.
It would be necessary for Mr. Maguire to appear before this
Council for a complete review of his operation.
SOLUTION No LI. County pays all expenses.
The County to pay all expenses such as maintenance of all
vehicles, salaries of employees, insurance, fees etc. and to
Mr. Maguire a management fee. If only the two new ambulances
belonging to the County are used, there is no problem. Should
a third ambulance belonging to Nr. Maguire be used, he should
receive a fee for each call of his ambulance. All fees collected
from clients to go to the County and any deficit paid out of the
General Fund.
SOLUTION No. III,. Transfer to Dire Department.
In many municipalities ambulance service is part of or as

adjunct of the fire department (or of the Municipal Hospital).
According to lir. Maguire his staff are trained as perm-medics
and and could continue functioning under the new arrangement.
Additionally, for emergencies, para-medics can be trained by
using fire fighters.
All three solutions need a complete review to find the best
answer to the problems particular to the Collier County ambulance
service.
