Minutes 10/20/1983 r 10/20/83 MINUTES OF THE EMPLOYEE ADVISORY COUNCIL (EMSEAC) Members Present : Diane Flagg , Jeff Page , Bill Peplinski , Denny Hare EMS Employees : Barry Flagg , Doug Cameron , Mark Willis , Sue Escarra , Skip Camp, Doug Greenfield 1100 Meeting opened by Diane Flagg . Marcia O' Brien of the Collier County Employee Credit Union was introduced as a guest and was asked to speak before regular business . Ms . O' Brien began by explaining the takeover by Suncoast Schools Credit Union . There are over 57,000 members statewide. The credit union can be easily accessed with a deposit of $5 .00 into a savings account. After opening your account, some of the features offered are : 1 . Savings account earning 7%. 2 . Checking account earning 5% daily with no service charge. 3 . Loans for all reasons : A. Cars (Currently 11 .9% APR) B. Planes C. Boats D. Mortgage without points (Currently 12.5% variable for 25 years ) E. Home equity loans (Currently 13% APR if secured ) 4. Automatic teller machine cards available for checking withdrawals . 5 . VISA and Mastercard at 16% APR; less than your own bank and with no yearly charge . The credit union bears looking into by all EMS employees . You can get your information packet by stopping at the credit union office on Davis Blvd . The credit union is available to family members of county employees also. EMPLOYEE ADVISORY COUNCIL MINUTES (Continued ) 1125 Mark Willis of the employee Disciplinary Review Board asked to speak since he had to leave . Mark stated that after a recent hearing , the D.R.B . asked for written additions and changes to the S.O.P. They are as follows : 1 . Disciplinary action be levied no more than 14 days after the committed infractions occur. 2 . Accident review board be formed to examine pertinent details concerning on duty vehicular accidents . 3 . Guidelines be established with reference to disciplinary action for part time employees when infractions of the S.O.P. occur. Doug Greenfield addressed these points one by one. Number 1 will be changed to read : 1 . Disciplinary action will be levied no more than 14 days after the committed infraction is discovered . This is due to the time lapse that occurs between crews and noti - fication of supervision . Doug also pointed out that the D.R.B. is a step in the grievance procedure that the county staff does not wish to intervene in . It is a review by peers . It is also a departmental procedure only , and is for grieving supervisor discipline . If Doug Greenfield makes the initial discipline , ( ie: Firing , suspension ; ) then county grievance procedures are followed . Item #2 was changed to read : 2 . An Accident Review Board of the EMSEAC members will meet to examine pertinent details concerning on duty vehicular accidents after a grievance has been filed prior to Review Board hearing . This was changed after discussion by the EMSEAC and supervisors Flagg and Cameron . It was pointed out that the EMSEAC was a body of peers that had rigid guidelines and could meet to review details to determine if an accident was "preventable" or "non-preventable". It was proposed that once the D.R.B. receives a grievance and it is a vehicular accident , then the D.R.B . will contact the EMSEAC and the details relating to the accident will be reviewed . These findings will then be forwarded to the D.R.B . Item #3 was tabled until a meeting with all the part-timers can be held so that they can have input into their own policy guide- lines and discipline. -2- EMPLOYEE ADVISORY COUNCIL MINUTES (Continued ) 1144 A memo will be sent to all part-timers reference a meeting to set policy and discipline guidelines for themselves . 1150 It was pointed out by Diane Flagg that employees should not take policy off of the Minutes of the EMSEAC meetings . Any policy changes should come out as an official memo from supervision . Barry Flagg pointed out that if the policy is changed , it could be okay to use the Minutes . Doug Greenfield decided that to avoid confusion , memo ' s under administration's signature, as it is currently done, will continue to be the normal means of changing policy. 1155 Mark Willis asked for guidelines reference to the continuation of C.P.R. once it is started by first responders . Doug Greenfield placed emphasis on the laws of medico-legal responsibility to continue life support once it is begun. Law does not allow for discontinuing once C.P.R. is started . A physician must be the one to stop life support efforts . Mark asked about guidelines to start C.P.R. , since it does happen that first responders will start C.P.R. on a patient down longer than 30 minutes . Doug Greenfield emphasized the need to follow protocol , even if it means continuing with the basics . We must continue to support the efforts of the first responders . Any other time that a unit is first on the scene , the guidelines for determining brain death before C.P .R. should be followed . 1200 Old Business : Diane asked about personnel needing defensive driving . Doug Greenfield stated that anyone needing such will be grandfathered in . Doug is also going to send 2 field instructors and 1 super- visor to Mass . to train for E.V .O.C. (Emergency Vehicle Operator Course) . During a period of time , all employees will be trained as required by the State. 1205 Diane asked about comments regarding part-timers . Jeff Page stated there was a concern regarding the loss of overtime to the full time staff. Doug Greenfield pointed out that the ovetime loss shows just how much of a vacancy we have each day due to vacations , leave , sick time , etc . The part-timers have brought a substantial savings to E.M.S. 1210 Two forms that can be used by employees to state concerns to the EMSEAC were reviewed . Form 83-106 was adopted by unanimous vote . It will be distributed to all stations . -3- EMPLOYEE ADVISORY COUNCIL MINUTES (Continued ) 1215 New Business : Concern about the lack of information from the EMSEAC members to their constituents was voiced. Therefore, a list is attached with the name of the representatives and their constituents below each name . This way , if an EMSEAC member does not contact you, you can contact them. (See Attachment ) 1217 The new upcoming promotions will be filled as follows : 1 . Field Instructors 2 . EMS Supervisor 3. Operations Supervisor Doug Greenfield pointed out that : A. The Field Instructors would be a vital link in communi - cations from administration and would help pass down policy and it' s changes . They would also be first choice for alternate supervisor. 1220 The memo regarding one person driving all the time (could be tiring ) was addressed . Doug Greenfield stated that he had no problem with the suggestion by Barry Flagg that if the crew changes drivers during a shift, just document the time and driver in the truck log book. 1230 Greenfield ' s New Business : 1 . County Commissioners OK'ed new contract for city station at the Thunderbird Motel . New phone number to be 261-7666. Carpet is being bid . The wall is being cut open to allow access to both rooms . Doug still needs help with odds and ends at the station in order to finish and occupy by November 1st. 2. With the new station , 501 will be allowed to eat at N.C.H . cafeteria. Doug stressed the importance of the crews getting into the cafeteria and afterwards , getting out of the hospital . DO NOT HANG AROUND THE E.R. OR OTHER DEPTS. 3 . The county commission has decided to grant across the Board pay raises of 5%. This will probably be the last year for across the board raises . This is retroactive to October 1st, 1983 . This will be in your 11 /4/83 check . After October 1 , 1984, raises based on your evaluations will be in effect. Doug wants help from the EMSEAC in setting guidelines for employees to follow for good evalu- ations . This helps employees know what is expected and is set by their peers . -4- EMPLOYEE ADVISORY COUNCIL MINUTES (Continued ) 4. Group insurance is to stay with Gulf Life . The deductible will remain at $200 .00 a year per person . Coverage will be at 80% up to a limit of $2,500.00. Then coverage is 100%. The only change is that dependent coverage will be born by the employee at a percentage, approximately $26 .00 a month per family coverage. Any questions regarding the continuation or discontinuation of dependent coverage should be addressed to Paul Dant or Robyn Godwin in the Personnel Department. 5 . Doug pointed out that the First Aid/Cancellation column # 8 under billing must be checked when : ( 1 ) After responding to a scene, first aid is rendered without transportation . (2 ) After examining a patient when requested to scene by patient himself or family , and transport is not initiated . (3) Known chronic abusers that are not transported . 6. Doug has currently decided to remove the "Jaws " from 510 and let an agency in Immokalee use it . This will allow all the paramedics within the Collier EMS system to rotate to 510 . A schedule will be forthcoming from administration A.S.A.P. 7. All employee files must be updated with an "oath of non-ad- diction" as per 10D-66 H.R.S. law. If you are unsure that you signed this form, check with the personnel files through 526 . 8. Any call that involves the transport of a neo-natal flight team from the Naples Airport to N.C.H. for the purpose of picking up a newborn , should have a run number assigned (but no charge) . Then if the unit goes back inservice from N.C.H . another run number should be assigned for the return trip from N.C.H . to the airport with a charge to the patient. This is not a change, just a clarification . For any questions , contact your supervisor. 1310 The meeting was adjourned by Diane Flagg . No date has been set for the next EMSEAC meeting .
