EMS EMPLOYEE ' S ADVISORY COUNCIL MEETING
Tuesday , May 24 , 1983
0930 hrs . The EMS Advisory meeting was called to order with the following
members present : Diane Flagg , Dave Kitchen , Terry Ortengren ,
Jeff Page , Bill Peplinski and Debbie Lichliter .
0932 hrs . Minutes from the last Advisory Council were read and discussed
as follows :
1 ) Mini blinds for Immokalee station -
The mini blinds came in and have been installed in six windows
at the Immokalee station . The color is a neutral earth brown
and looks good .
The council has also requested solar film for 510 ' s windows and
the large litchen window . Doug Greenfield okayed the purchase
and Terry Ortengren will soon have it ready to go up .
0942 hrs . 2 ) Re-doing the Van Enteriors -
At previous council meetings , Doug Greenfield had asked for
volunteers to re-design the type II van enteriors , but has now
asked that we table that project due to a lack of funds until
further notice .
0946 hrs . 3 ) Overtime Notification Procedure -
Overall , the majority of our employee ' s are satisfied with the
new procedure . A record of all attempts is now being logged by
the H .Q . secretary to provide a means of checking how many times
a person is called , if O. T. is accepted or turned down , not at
home , no answer calls and etc .
0950 hrs 4 ) Air / Sea Rescue -
The proposed Air/Sea Rescue training of volunteers from EMS has
been tabled per Doug Greenfield until further notice , until
further information can be obtained .

5 ) North Station Improvements -
Recently , some improvements have been made at the north EMS
station via the owner including some electrical re-wiring with-
in the building to meet the local fire code , a fire extinguisher ,
a smoke alarm that works , new curtains in the front rooms , a new
shower stall and new vinly flooring in the bathroom and kitchen .
All of this was made possible first of all by the employee ' s
voicing their complaints , and then by Doug Greenfield and Skip
Camp pushing the owner into living up to his lease agreements
and staying on top of the problem until results were obtained .
6 ) Donations for EMS on the Road -
The system is set up and ready for donations , contact Diane
Flagg or Skip Camp .
7 ) Marco EMS Station -
At this point , Marco Fire Dept , Chief and Doug Greenfield has
discussed the possibility of moving CCEMS personnel to Station
#2 on South Barfield and Doug Greenfield is at the present waiting
for Chief Jackson to get back with him .
8 ) NO2 Spare Tags for Narc . Box -
Last meeting the spare blue NO2 seal for each narcotic box was
okayed by Doug Greenfield . The tags at this point have still not
been distributed to the narc . boxes on the five units . Doug
Greenfield has instructed Skip Camp to distribute the tags this
day . They should be on the units by the time you read this .
NEW BUSINESS
1 ) Terry Ortengren and Diane Flagg will be working on new pos-
sibilities for zone boundaries between 501 and 503 . The problem
was brought up that some locations in the zone can be reached
more quickly by the other zone car . This is being looked into .
2 ) Parking at the North Station -
Recently , the owner of the north station has requested that CCEMS
employees park against the north wall of the office . This leaves
room for two cars and the ambulance also against the building .
Do not park in the grass or block the drive to the rear apartment .
3 ) Idling Units While 10-23 -
Doug Greenfield has ask that drivers do not idle their trucks while
standing by . Find what shade you can and turn off the unit . Also
Doug has requested that units shut down to secondary lights when
ever necessary (only box lights ) beacon and grill lights switched
off . Doug feels this will prevent over heating and breakdowns .

4 ) Education -
The county will pay 100% of tuition only for all classes that
Doug Greenfield decides is relavent to your present job . Before
the county will reimburse the tuition , an employee tuition re-
fund request must be filled out and approved before the course
is taken to assure that this course is relavent to your job .
This is the only way the county will refund tuition to you .
5 ) School Schedule -
Bill Peplinski and Jeff Page have volunteered to work on a
schedule that would allow CCEMS employees to work also be covered
while going to school . We need input to see how many CCEMS
employees are interested in going back to school .
6 ) Disability Income -
If you still don ' t have some type of income protection , please
do so .
7 ) Zone 4-A Stand-by -
It is becoming increasingly harder and harder for crews to stand-
by in zone 4-A, 2-3 hours several times a day when 502 goes east
on 41 . Debbie Lichliter and Dave Kitchen will be looking into
possibilities that may ease the unit or lessen the time .
8 ) Riders on Ambulances -
Doug Greenfield has requested that the S . O . P . be followed in
reguards to no riders unless the Shift Supervisor has okayed that
rider for that day . Crews are to check school riders with the
shift supervisor and only those riders scheduled to ride that
particular day can ride .
9 ) County Budget -
CCEMS Supervisors will be meeting with the advisory council to
explain the budget this year and how it effects EMS.
10 ) National Registry Exam -
is coming up June 17th . Those interested , see Skip Camp for
details .
11 ) Evacuation Plan for CCEMS -
Hurricane season will soon be here and CCEMS is working on a step
by step plan of action that EMS will take from the time a hurricane
watch is issued to securing EMS families , getting employees organ-
ized , etc .

12) There are four available Paramedic slots coming up . Doug
Greenfield wants to work on crews with double paramedic teams
per each shift to eliminate paramedic overtime .
Next CCEMS Advisory Council Meeting will be May 31 .

I sr, in receipt of a copy of a letter from Mr. Dorrill,
Public Safety Administrator, to Mr. Compte of the Naples Community
Hospital concerning above subjeci . Apparently you were rot H.upplied
witl HY. in'( copy, neither was Mr. Norman, County Manager nor
Chief Ijams, Chairman of the Task Force. I am enclosing a copy
of Mr. Dorrill's letter for your convenience.
Usually I disregard such irrelevant communications which are
writte,l for the rur;ose cf enhancing the profile of the writer,
however this letter casts aspersions on my character with sly
innuendoes which imply ulterior motives. The letter further reveals
the lack: of the writer's knowledge of EMSAC By-Laws and he has :.

and problems associated with providing optimum
EMS throughout Collier County

Par K: To periodically evaluate end report to
the BCC on the quality of EMS in the County and
to recommend corrective actions where deficiencies
are thought to exist. Prior to June let of each
year, the EKSA Council shall submit an annual
report to the BCC on its activities and accom-
plishments and an evaluation of EMS services
and needs.

Special attention is invited to Article VI. Section 1 which
reads as follows:
"The Chairman is empowered to a Tvirt such permanent or
ad hcc sub committees as are deemed necessary for the
successful execution of the Council programs "
His remarks: "This group and the efforts of their work, in my
mind., conceived under the false pretenses of objectively auditing
the EMS Department" is directly targeted against me since I am solely
responsible for the appointment of the Task Force as a study group -
not as an investigating or auditing committee. I consider this statement
a personal affront. His statement: "This study was never solicited nor
sanctioned by the full Council and appointments and citizen assignments
made after-the-fact were never confirmed by same." further points to
his ignorance of the By-Laws which do not require such approval.
I do not wish to go any further into his allegations which prove
his lack of the subject matter. I can only presume that he did not
consult a mature person before sending out his letter.
For many years I have advocated the establiehi!ent of a county-run
EMS service. It is unfortunate that Mr. Dorrill's lack of experience
has now created an in-house disturbance.

I wanted to take a minute to follow up on our conversation of
yesterday as it relates to the above reference . In particular ,
the fact that the report distributed yesterday should in no way
be construed as a work effort of the Emergency Medical Service
Advisory Council . This group and the efforts of their work
were, in my mind , conceived under the false pretenses of objec-
tively auditing the EMS Department . However , this study was
never solicited nor sanctioned by the full Council and appoint-
ments and citizen assignments made after-the-fact were never
confirmed by same .
The fact that the report was initially targeted for an oral pre-
sentation and subsequently distributed to the Board of County
Commissioners , without the knowledge , review or consent of the
EMS Council , is a further indication of its not being a totally
legitimate effort . I have further been advised that efforts
were made to misconstrue the report so as to directly and indi-
rectly leave a negative impression on both the department and its
staff ,
In closing, I apologize if the representation of this report as a
County policy paper in any way caused alarm with Naples Community
Hospital . I ' d further ask that you convey this to Mr . Crone and
suggest the somewhat peculiar circumstances surrounding this
entire effort as an explanation of its worth .
