Minutes 02/11/1983 EMPLOYEE ' S ADVISORY COUNCIL MEETING Friday , February 11th , 1983 0920 Hrs . The meeting was called with the following members present: Diane Flagg , Dave Kitchen , Jeff Page , Bill Peplinski , Terry Ortengren , Debbie Lichliter and ( Denny Hare , alternate . ) 0922 Hrs . The minutes were read from the last advisory council meeting . The following issues were taken to the EMS employees by the advisory council representatives and then re-discussed as follows : 0927 Hrs . 1 ) What equipment should go on our back-up type II vans when using them as a temporary replacement for our front line type III vehicles? Council suggestions were leaning toward the thoughts of not switching the HLR, twin HLR and the NO2 into the vans when using them as a temporary back-up . However , a few feeling that NO2 should not be out . THe subject is still under discussion and open for more suggestions . 0947 Hrs . 2 ) What are some suggestions on ways of securing equipment in the type II vans that would create more space ; increase safety by securing loose equipment ; provide more protection for the life-pak 5 ; and still have easy access to the equip- ment? Council suggestions were as follows : - Leave HLR tanks and NO2 out of the vans (when using as temporary back-up . ) - Strap life-pak either on top of bench seat or use a special padded floor rack to reduce jaring life-pak internal circiuts . - Leave med box on floor . - Possibly , relocate main 02 tanks underneath bench seat and construct compartments in old tank loca- tion . - Get rid of ambu box and place the ambu bag & mask in a compartment in patients compartment . - Replace smoked compartment glass with clear glass . RECE1 u MAR 2 la" Collier County Emergency Medical Services Page 2 - Consider training the Fire Department cn HLR operation and let them carry HLR equipment of ours on their vehicles . - Give 505 ' s HLR to 510 ' s vehicle . 1010 Hrs . All of the above suggestions were brought in from the EMS employees by their council members . No conclusions could be reached until further investigation can be done on possible enterior design changes ; measurements ; equipment arranging ; and so on in the back-up type II vans If any employee is interested in volunteering to help , contact Doug Greenfield or your representative . Doug Greenfield has asked that carpentry knowledge would be of great use on the design changes and actual construction if changes were made . 1015 Hrs . 3 ) What are some suggestions to improve working relations with City Fire Department at station 501 ? Some council suggestions were as follows : - Change EMS sleeping location out of the main doorway and light . - Have EMS provide cooking utensils at station one , so that EMS does not have to use the City Fire Departments utensils . - Put a microwave in station 501 , taking the microwave from Marco Island with the thought that 501 many times has little time to spend preparing food , due to the high frequency of calls and would benefit more than a slower station . Also , when 501 ' s cooking or eating was interrupted , quick and easy reheating could be done with a microwave . Marco has more time on their hands to cook by slower , conventional cooking methods . - Get more kitchen table chairs so that all EMS and City Fire personnel could eat at once , instead of taking shifts at the table for a place to eat . - Have EMS crew at station 501 be responsible for sweeping the bay floor where 501 ' s vehicle sits . RECEIVED MAR 2 1PR3 Collier County Emergency Medical Services Page 3 - When supervisory personnel meet between City Fire and EMS, look into the possibility of suggesting first one , first serve , in regards to use of cooking utensils and eating table at City Fire station 501 . 1040 Hrs . 4 ) Is their better time for changing shifts? The first advisory council meeting noted a high frequency of calls going down between 8 : 15 - 0830 hours . Council suggestions to Doug Greenfield were that a large majority of employees did not want a time change from 0830 hours at all , but if a change in shift times were necessary for the purpose of decreasing EMS overtime expenditures paid out to employees getting caught on late calls , a unanimous majority on the EMS advisory council stated they would move shift change up to 0800 hours , thus voiding the 0815-0830 hours time slot that was discussed in the first advisory council meeting minutes . Doug Greenfield , stated that a change to 0800 hours would not be enough of a change to help the problem , Doug Greenfield stated that 0700-0730 hours would be more of what he had in mind to improve the situation with overtime . Doug also felt that by having shifts switch at this time , our EMS units would be manned for the rush hour traffic and ready to go . Many EMS employees feel , on the other hand , that a 0800 hour shift change would do , verses a 0700-0730 hour shift change , pointing out , that the 0800 hours shift change has long been the established choice of all the Collier County Fire and rescue departments . And further , noting that on a very large majority of our EMS calls , Fire Department rescue rolls also . Concluding that what works for all the Collier County pro- fessional Fire Departments for shift change , could also work for EMS. The Fire Departments all face to some overtime costs if a late call comes in at 0750 hours , and yet they have unanimously choosen to change at 0800 hours . With no results or conclusions being made on this issue , Doug Greenfield is going to request that Data Processing do a check from June 1982 , to the present , from 6 : 00 a .m . to 9 : 00 a .m . , sevens days a week to find out exactly when all the a .m . are coming in . Page 4 New business was discussed as follows : A) Curtains for the Immokalee station are being planned . Window dimensions are in and Debbie Lichliter volunteered to get curtain prices and to choose the decor . B ) Doug Greenfield request that employees decrease air time on channel four by using your codes and speaking short and to the point . Use channel one whenever possible for unit to unit communications . C ) Doug Greenfield is planning to eventually have all vehicles manned with Centor radios for ease of use . D ) CCEMS employees have no disability insurance , never have . If your hurt on the job , you have Workmans Compensation , but if your hurt on your own time , you can only get what sick time you have accumulated and for most of us , more than a few weeks off could be serious Jeff Page has volunteered to look into getting a disability program for CCEMS as a group . Employees need pursue this issue . It is not uncommon to be off work for a year or even permanently disabled due to an injury off the job . E ) Paramedics need to document on their tripsheets any specific orders they may be given by doctors on a scene , private homes , medical centers , etc . , to protect the paramedic . Get documen- tation . F ) CCEMS has recently received a letter from Escambia county requesting information from CCEMS and other EMS organizations near by to help them put together a regional or state wide high risk retirement for EMT' s and Paramedics . Fire and Police have it already , and Doug Greenfield intends to assist Escambia county with their efforts and will keep us abreast of the issue as it progresses . 1140 Hrs .
