DEPARTMENT OF EMERGENCY MEDICAL SERVICES
AS ADOPTED BY THE FULL EMPLOYEE BODY-JANUARY 1, 1983
Article I:
The name of this organization shall be the Collier County Department of
Emergency Medical Services Employees' Advisory Council and shall be
referred to in these Articles as the "Council".
Article II: Purpose
The Council is organized for the purpose of promoting better patient
care and more specifically:
A. To promote the development of the highest level of medical care and
transportation available.
B. To encourage cooperation between EMS Administration, Operations and
Field Personnel.
C. To encourage improvements and standards for personnel and equipment
required in the field of pre-hospital emergency medical services.
D. To encourage the highest standards of ethics and conduct among the
employees of Collier County Emergency Medical Services.
Article III: Membership
Membership in the Council shall be available to any CCEMS employee with
at least six months of service. The Council will be comprised of six
councilmen.
Application for Membership: Employees wishing to apply for membership
on the Council shall submit a letter of intent addressed to the Chairman
of the Council or the Director of EMS.
Resignations: An employee in good standing may tender his resignation
in writing to the Chairman of the Council. Should an employee leave the
employment of CCEMS, his position on the Council is cancelled.
Proxy: Proxy voting shall be allowed.
Article IV: Meetings of Members
There shall be meetings as deemed necessary by the Director of Collier
County Emergency Medical Services or the Chairman of the Council.
Notice: Notice of each meeting scheduled or emergency meetings shall be
given to each member at least twenty-four (24) hours in advance.
Quorum: A quorum for motions up for considerations shall be at least
four of the six members present.
Rules and Procedures: Roberts Rules of Order, Revised, shall govern the
conduct of all meetings of this Council.
Article V: Selection of Councilmen
One month prior to each election, the Council will accept from any
employee with at least six months employment, nominations for the
position of Council membership. All nominees will be placed on a ballot
and voted upon by all employees.
Representation: Each member shall be assigned to represent a given
number of employees. The following format will be used:
A. The names of each employee will be placed in a container. Members
will pick names in this manner until all names are chosen.
B. Employees will take their concerns, suggestions or comments to
their assigned representative.
C. Members (Representatives) will ensure that the employees they are
responsible to are kept informed of all events and information
addressed at the Advisory Council meetings. In addition, Council-
members will take suggestions, recommendations and concerns for
their constituents to the full Council.
Elections: Elections of council members shall take place each January.
Members will serve for one year. All six positions will be up for
re-election. Any EMS employee with at least six months of service in
this EMS system is eligible for nomination (Administrative, Supervisory
and Office Personnel are ineligible for selecting or holding these
positions. The six candidtates receiving the most votes will take the
position. In case of a tie, a runoff election will be held.

The laws of this Council may be amended in the following manner, except
as provided otherwise by law:

BYLAWS OF THE EMPLOYEES' ADVISORY COUNCIL
DEPARTMENT OF EMERGENCY MEDICAL SERVICES
AS ADOPTED BY THE FULL EMPLOYEE BODY-JANUARY 1, 1983
Article I:
The name of this organization shall be the Collier County Department of
Emergency Medical Services Employees' Advisory Council and shall be
referred to in these Articles as the "Council".
Article II: Purpose
The Council is organized for the purpose of promoting better patient
care and more specifically:
A. To promote the development of the highest level of medical care and
transportation available.
B. To encourage cooperation between EMS Administration, Operations and
Field Personnel.
C. To encourage improvements and standards for personnel and equipment
required in the field of pre-hospital emergency medical services.
D. To encourage the highest standards of ethics and conduct among the
employees of Collier County Emergency Medical Services.
Article III: Membership
Membership in the Council shall be available to any CCEMS employee with
at least six months of service. The Council will be comprised of six
councilmen.
Application for Membership: Employees wishing to apply for membership
on the Council shall submit a letter of intent addressed to the Chairman
of the Council or the Director of EMS.
Resignations: An employee in good standing may tender his resignation
in writing to the Chairman of the Council. Should an employee leave the
employment of CCEMS, his position on the Council is cancelled.
Proxy: Proxy voting shall be allowed.
Article IV: Meetings of Members
There shall be meetings as deemed necessary by the Director of Collier
County Emergency Medical Services or the Chairman of the Council.
Notice: Notice of each meeting scheduled or emergency meetings shall be
given to each member at least twenty-four (24) hours in advance.
Quorum: A quorum for motions up for considerations shall be at least
four of the six members present.
Rules and Procedures: Roberts Rules of Order, Revised, shall govern the
conduct of all meetings of this Council.
Article V: Selection of Councilmen
One month prior to each election, the Council will accept from any
employee with at least six months employment, nominations for the
position of Council membership. All nominees will be placed on a ballot
and voted upon by all employees.
Representation: Each member shall be assigned to represent a given
number of employees. The following format will be used:
A. The names of each employee will be placed in a container. Members
will pick names in this manner until all names are chosen.
B. Employees will take their concerns, suggestions or comments to
their assigned representative.
C. Members (Representatives) will ensure that the employees they are
responsible to are kept informed of all events and information
addressed at the Advisory Council meetings. In addition, Council-
members will take suggestions, recommendations and concerns for
their constituents to the full Council.
Elections: Elections of council members shall take place each January.
Members will serve for one year. All six positions will be up for
re-election. Any EMS employee with at least six months of service in
this EMS system is eligible for nomination (Administrative, Supervisory
and Office Personnel are ineligible for selecting or holding these
positions. The six candidtates receiving the most votes will take the
position. In case of a tie, a runoff election will be held.
Article VI. Amendments
The laws of this Council may be amended in the following manner, except
as provided otherwise by law:
A. By the vote of the majority of the council members at a regular or
special meeting of the Council, providing there are at least fourteen
days notice given to the membership of the proposed amendments.
B. By a vote of a majority of members at an annual members or a special
meeting of the members called for such specific purposes, providing
that a fourteen day notice is given to the membership.
