Minutes 06/11/1984 MINUTES OF THE EMPLOYEE ADVISORY COUNCIL ( EMSEAC ) 6/11 /84 MEMBERS PRESENT - Tom Maguire , Beverly Utley , Jeff Page , Sue Keny GUESTS PRESENT - Doug Greenfield , Bill Griffin , Barry Flagg 0930 Meeting called to order by Jeff Page OLD BUSINESS 1 . Once again Marco Fire has been contacted to inquire about renovating the station . We were told that because of plans to tear down the present station and build a new one , reno- vation was not practical . Doug Greenfield then made inquiries as to the status of the new hospital satellite on Marco . A site has been selected and completion should be December or January . Our quarters will consist of a combination sleep- TV room approximately 13 X 19 with kitchen facilities shared with other personnel . North Naples facility should be com- pleted in July or August . 2 . The question was raised as to whether daily tire pressure checks causes a slow decrease in pressure . ARA will be contacted to see if a weekly check may be more appropriate . 3 . A new vendor is now being utilized for uniforms . Feedback from employees issued these new uniforms is important . Part time employees have expressed a need for an extra uniform shirt as they are only issued two . Budget does not allow new ones , but they may come to H .Q . and look through those that are in stock . 4 . No letters of intent to sit as an alternate on the Advisory Council were returned to H .Q . For the present time , there- fore , the council will be comprised of six members and no alternates . Page 2 NEW BUSINESS 1 . A non-emergency transport system will be a reality in Collier County in the next 45-60 days . This will undoubtedly initially cause several problems and situations that will need to be discussed and ironed out between EMS , dispatch and the non- emergency transport company . Employees will be informed when exact details are available . 2 . Station needs - Air conditioning in 501 Station is still 10-7 . Fans will be issued to the station to use until the A . C . can be repaired . A shelf was requested for the bathroom in Marco to hold soap , shampoo , etc . The lights above the beds in Immokalee are not working . The specific size light bulb has proven to be very elusive in Collier County , so Lee County supply houses will be contacted . A need for similar lights in Marco and Golden Gate was expressed . Golden Gate crews also brought up the need for a telephone in the day room and/or a buzzer in the bay area instead of the ring . All of the above will be researched . 3 . According to the S .O .P . , any shift exchanges (partial included ) that start at 8 :30 A.M. need a shift exchange form filled out that is to be submitted three days prior . When you are going to be late at the start of your shift and need someone to hold over for you , contact your supervisor and ask his permission as this technically requires a shift exchange form to be com- pleted . 4 . Bugs are still a problem in some units . If you are lucky enough to have one of these units , contact your supervisor . He will arrange to bring a back up unit to your station so you can completely strip your normal unit , spray it thoroughly and still be available for calls . 5 . When can an employee take a reprimand he receives to the disciplinary board and when can ' t he? The disciplinary board can be utilized when the employee has received a reprimand originating from a supervisor . The key word is supervisor . If the reprimand is a directive from the EMS Director , the disciplinary board may not be utilized . Page 3 6 . In-Services will be video taped in the future so employees with an excused absence can view the meetings . 7 . Stereo Garage has offered to place steros in any units for approximately $60 .00 . It is up to the individual crews to share this cost . It is permissable to have this installed on duty after checking with the supervisor . The radio does need to be installed properly by being wired into the ignition . 8 . Employees have voiced complaints about In-Services being conducted during their 24 hcur shift , resulting in extra zone coverage or being awakened . It is the perogative of supervisors to conduct In-Service as they feel necessary , but will make all efforts to work with employees . 9 . A discussion was held concerning disciplinary action and the various steps that will be followed in the future . a . The supervisor will research any complaint before confronting the employee and before any action is taken . b . The supervisor will meet with the employee for a discussion of the problem . At this time the employee may present his case . If the employee feels he needs more time to present his case effectively , a second meeting may be arranged . c . After the employee has presented his case , the super- visor will at that time decide the appropriate measures to be taken . d . If the employee wishes , he may then take his case to the disciplinary board . 10 . Since there is a possibility of receiving merit pay raises , council members will be meeting to talk about areas to look for when being evaluated and what would constitute satisfactory , excellent , etc . The county form will be used with catagories being detailed further . In -put from employees is needed . Contact your council representative . Page 4 11 . Dr . Duncan ' s In-Service is still in the making . Contact EMS if you are interested . 12 . The training officer program has had some negative re- sponse . This program should not be looked at with this attitude . If an employee is put with a field instructor it does not necessarily mean he is being retrained , but that he is being helped in a problem area . 13 . NDM diaphoretic electrodes are being placed in tre units . These are very expensive so should be used with discretion . A memo will come out concerning these . 14 .
