Minutes 01/06/1984 i MINUTES OF THE EMPLOYEE ADVISORY COUNCIL (EMSEAC) JANUARY 6, 1984 MEMBERS PRESENT: Diane Flagg, Jeff Page, Denny Hare, Tom Maguire, Beverly Utley and Sue Keny GUESTS: Doug Greenfield, Bill Griffin Meeting opened by Diane Flagg at 9:30 a.m. Election of new EMSEAC officers took place with Jeff Page elected Chairman, Beverly Utley elected Vice- Chairperson, and Sue Keny elected Secretary. Council members were then assigned EMS employees and will advise them of EMSEAC discussions and repre- sent them in future monthly meetings. Doug Greenfield proposed an amendment to the by-laws requesting that maybe the new month for elections of county members to EMSEAC be effective 1985. This was voted on and passed unanimously. OLD BUSINESS: A meeting with the part-time employees will be set up by Denny Hare to obtain their input concerning various subjects. The training officers will be setting up a new program used in the hiring of all new employees. This will include a practical and written exam followed by a formal interview. Diane Flagg brought up the problem of 510's backing the modulars which have been used in Immokalee. Several 510's have voiced concern about backing these units with no second person to guide them and the possible damage to units and Immokalee residents. After the discussion of many alternatives, Doug Greenfield suggested the use of two vans in Immokalee with the modular unit normally there being placed in motor pool for that month. It would be used there as a second out back up unit and that month will be utilized for exten- sive maintenance (e.g. , paint touch-ups) . An EMT refresher course will be offered at Headquarters this month. This course plus ACLS will also recertify paramedics. An ACLS course will be offered in May or June and an ACLS instructors course will be available in May. The idea of an EMS explorer group was discussed again. Denny Hare will be in charge of researching this possibility along with Beverly and Jeff. Skip Camp was brought in to report on CEU's from Tober's meetings. Skip has a list of Paramedics who attended the required number of meetings last year and were therefore granted recertification. Paramedics should check with Skip. NOTE: only two excused meetings every six (6) months. Call Skip if you will miss a meeting. We are having problems with telemetry. Doug Greenfield is looking into a new repair service. 1 Doug Greenfield stated he has met with Marco Island Fire personnel and a renovation of our Marco Station should be up-coming. Diane Flagg explained three slots are now available on the disciplinary board. Those interested in serving should fill out letters of intent which will be sent out with pay checks. Doug Greenfield explained the procedure which will be used when EMS receives a complaint concerning employees. NEW BUSINESS: Doug Greenfield introduced specific areas that he has assigned priority to for EMSEAC to address this year. The areas include: 1. Training 2. Stations 3. Uniforms 4. Vehicles 5. Communication 6. Policy Manual Feedback is needed from employees on these area and should be voiced to your representative. Doug Greenfield then discussed the need for cooperation of all public service agencies in the event of a disaster and our role specifically. He discussed a need for all employees to be available and the possibility for future in- -service to refresh us in triage, hazardous material, etc. The next EMSEAC meeting will be held March 7, 1984 at 9:30 a.m. at Headquar- ters. TERMS ITEM DEFINITION ALS Advanced Life Support means when the services of a Paramedic are initiated during the run ($92.65). Includes lead monitor of a patient. ALS PRECAUTIONARY I.V. MONITOR When a Paramedic initiates a prophylactic IV and/or electrocardiographicly monitors a patient but does no other ALS procedure and/or does not administer any medications a $35.00 fee will be charged. In these cases, no ALS surcharge will be assessed. BLS Basic Life Support means when you assess a patient's vital signs. This can include blood pressure level, pulse, respirations and/or examination of the pupils. ($27.25) NON-EMERGENCY TRANSPORT Transport means when all you do is provide the patient with transportation to a nursing home, hos- pital, doctor's office, home, etc. , without the need for ALS/BLS. PRISONER TRANSPORT Prisoner transport is when you are transporting a prisoner accompanied by a Police Officer. Collier/ Naples charges is $38. 15. Immokalee is $70.85. No other charges even if you have a cardiac arrest, as long as you have a Police Officer ride in with you. If he doesn't ride in, then you charge according to the treatment given the patient. BODY REMOVAL Body removal is a fee of $38.15 plus the base rate of $81.75, plus mileage. HELICOPTER Helicopter charge in-County is $381.50/hr. , plus other pertinent surcharges and supplies (exclude base rate of $81.75, but all other pertinent charges prevail) . Out-of-County charge is $327.00 per hour both ways. FIRST AID/ CANCELLATION CHARGE There is a $38.15 charge when you respond to a scene, examine and/or treat a patient and transportation is not initiated. P s . COLLIER COUNTY E.M.S. Oxygen $15.00 $16.35 Any time patient receives oxygen by EMS. Drugs $10.00 $10.90 All drugs are charged out to the patient at $10.90 per drug dosage. Example: Nitrous-$10.90; IV solution- $10.90, Nitro - No charge Atropine-$10.90. This is $10.90 per ampule or solution. (Lasix 10.90 per each dose) . IV Charge - Start $5.00 $ 5.45 One time charge for starting an IV, irregardless of how many IV's started. However, you do charge for each IV solution set you hang. Major Items $25.00 $27.25 Major items consist of: Burn sheets, EOA's, Foley Catheters, O.B. Kits, Trauma Dressings.
