ADVISORY COUNCIL MEETING
June 24, 1987
MEMBERS PRESENT: Pat Hedrich, Marty Ginter, Bert Lark, Frank Millot,
Jorge Aguilera, Doug Leff in
STAFF PRESENT: Doug Greenfield, Bill Griffin, Doug Cameron, Jeff Page,
Brian MacKenzie

-- Mark Willis has resigned his position as alternate for the Advisory
Council. Doug Leff in has accepted his position.
-- REMINDERS: ALWAYS 10-18 to a call unless it is dispatched as a routine.
10-18 means lights AND siren, of course, use your heads during the night
or on deserted roads. You only shut down to 10-18X when another EMS
person advises.
ON SCENE -- shut down to secondary lighting mode. If you are found to
be using primary along with secondary, you will be questioned and hopefully
you will have a good reason for having them on!
VEHICLE CONTROL -- under control at all times. When responding 10-18,
you are required to make a complete stop at all red lights and stop signs
and then proceed with due care, remember it's your fault if due regard
is not used.
BAD WEATHER -- You are not to exceed the speed limit if bad weather is
present (less if necessary). No heroics getting your patient and partner
to the hospital.
-- Equipment -- please remember to notify supervisor in the AM of any
equipment missing from your truck so it can promptly be returned or
replaced for you.
There will be a plastic encased quick check list with 8 major things on it
for truck swapping which will be put on the key chain. This should make
everyone relax a little when trying to switch vehicles rapidly and remind
them quickly of items to take with them. Thanks to Beverly Fields for
this suggestion!
Grey box key will be welded to the medic's key rings. Narc and station
keys are the ONLY ONES that are swapped.
New log books for trucks will be out soon. They are preprinted on both
front and back and will be for a 1 year period. Supervisors will be
using the same book for their daily log.
-- Kim and Bert are trying to get info on dopplers from Lee County. Companies
contacted by EMS are not too eager to give us one to try out. Doug Greenfield
advised he is looking into a Physio unit instead.
-- Large BP cuffs will be purchased.
-- REMINDER -- When you are dispatched to a call - it's yours until completion.

calls. BLS F, rroutin' transports are still being looked at by legal council.

-- Sofa and carpet have been cleaned at the Immokalee station. The carpet
cleaned fairly well and will not be replaced at this time, however, the
sofa did not fair as well and will be replaced in the near future.
-- Jeff Page is working on information pertaining to the weight, height,
and width of each truck and will be mounted on the dash in each vehicle.
-- New cervical immobilizers are coming soon. T setiof C-collars and two
sandbags will remain on each truck for the second spinal immobilization
patient. (Of course, the KED will remain.) .
-- Pediatric stylettes -- looking into purchasing sturdier stylettes.
-- Rain coats - PLEASE DO NOT ALTER/CUT RAINCOATS TO FIT YOUR PORTABLE
RADIOS. Obviously this has been done by the "Unknown Medic" and definitely
was not appreciated by the next medic using it in a torrential downpour!
-- Dirty equipment - Again, please do not leave messy, dirty, contaminated
MAST suits, etc. bagged up and dropped off at HQ. If you are going to
drop them off at HQ, please rinse them down first -- how would you like
to be the one opening the plastic bag 24 hours later to a bloody, ,stinky
mess. Again the "Unknown Medic". '
-- Jeff Page will check again about having a faucet installed outside of
city station closer to our quarters for vehicle washing.
-- INFECTION CONTROL -- We are trying to improve our infection control
equipment such as gloves (thicker and longer ones similar to the sterile
ones, masks with ties and not rubber bands, paper gowns that go to the
wrist and not stop at the elbow) . Property control will check this out
and get back to us. An extra pair of goggles was suggested be placed on
the unit, however, for safety/sanitation it was suggested that Medics/EMT's
might wish to purchase their own and keep them. Also, each unit will be
issued a small bottle of Clorox to be placed on an outside compartment of
their unit along with several garbage bags and some ragg:.�. This is to be
used in the event you transport an infectious patient to a facility and
then have no way to disinfect your unit. If you transport a patient you
feel has an infectious disease, ie; HTLV, TB, please advise 526 in writing
so he can follow up for any possible treatment, etc. that might be needed.
-- As of this time the State REFUSES to acknowledge that .Aids, TB, etc. is
a Workman's Compensation. Therefore, if you somewhere down the line
contract one of these infectious diseases you are not covered, after you
use up your sick time your out of luck! (Also, out of a job if it's Aids) !
-- Trip Tickets -- There will be a small quantity of revised trip tickets
out shortly, but these will still not be the permanent ones.
-- Uniforms -- Reminder per Doug Greenfield. All employees are to report
to their job with an extra uniform. Employees while working who damage
their uniform will no longer be permitted to go upstairs to get a replace-
ment. That's the reason you carry an extra set. October will see each
employee receiving two (2) sets of uniforms along with a new jumpsuit.
The only difference in the jumpsuit this year will be a larger reflective
patch on the back for better visibility. You may purchase long sleeve

You are still responsible for maintenace/repair of your uniforms. However
a problem does exist with getting replacement zippers. Linda has advised
that she does have several zippers in stock so if you need one contact her.
-- REMINDER -- the stock room both downstairs and upstairs is OFF LIMITS to
all personnel. Please do not get caught in this area.
-- Bug catchers for the trucks have been denied as being more problem with
overheating the vehicles than a help.
-- REMINDER -- New Employee numbers and Unit numbers start July 1, 1987.
The monthly rotation will stay as it is. Medic 66 will be the second
unit in Immokalee. Please enunciate properly.
-- REMINDER -- Whenever you receive a call for an ambulance whether you
are on the ring down in the ER or at the Immokalee substation you are
to repeat the address you are going to and the nature of the call on
the air when you get in your vehicle. This will alert the other crews
and supervisor for the possibility of second response, zone coverage
or utilization of the helicopter. Also, when transporting to the
hospital, advise whether you are responding 10-18 or 10-18X.
-- Paramedic class -- We are please to say that all full time EMT's will
be going to paramedic school this fall, however, thru the agreement with
Edison they will not have to attend on their shift day - it will be an
excused absence. Thus, no school coverage for shifts will be needed.
-- If you wish to participate in the Wellness Center program, please contact
Barclay Hastings at Wellness.
-- There will be a new zone coverage memo coming out the first of the month.
-- A new station has been proposed to be located in the Pine Ridge area.
Construction is tentative for this fall with move in date of March of 1988.
This will be Station 33, Medic 33. The design of this building will have
a section to accommodate a fire dept. section. However, Doug Greenfield
stated this is not in the forseeable future (possibly 7-10 years) .
-- NOTICE -- For the month of July and August ONLY the EMT or less senior
medic on 510 will be utilized to cover vacancies due to vacations, illness,
etc. at the other stations. They will be required to call the office the
morning of their shift to find out which station to report to. If there
is no need for them to cover, they will then report to 510 and 510 will be
the normal two man unit. However, when 510 is a one man unit, the former
procedure of responding in Immokalee will be in effect. Doug Greenfield
emphatically stated this will only be for July and August and will revert
back to the normal 4 employees in Immokalee in September. If the open
vacancies are filled sooner then it would revert back to normal sooner.
-- HELICOPTER STAFFING -- Bill Griffin has a list of those employees wishing
to handle medivac transports. Those persons with pagers will be uitilized
first, then by telephone. Emergency transports will still be handled by
the supervisor who will within 1-2 minutes decide who will respond (himself,
another medic that is readily available, or possibly an on duty medic) .

-- BLOOD ALCOHOLS -- Blood alcohols when requested by FHP will be drawn
by the Medic on the scene (FHP furnishes the kit) . You will no longer
request your supervisor to respond strictly for this purpose. :.:,The medic
on the scene doing the treatment must be the one to draw the blood.
However, if you request your supervisor respond for medical backup then
he can draw the blood. The bottom line is you cannot request a supervisor
to respond for the purpose of drawing blood only. It will not hold up
in court. (Remember, when you do draw blood, make sure you acknoledge
it on your trip ticket stating you used betadine (not alcohol) . Q„t_ ILAMt(.
-- NEW VEHICLES A Type III diesel will arrive in August. The color
scheme is cranberry and grey with clear cabinet doors. This unit will
be placed in Immokalee temporarily to study it's efficiency. The units
of the future will be diesel. Also, #10 will be replaced this fall with
a Type II van. Trucks 1 & 3 will be converted to diesel in 1988 and
Truck 4 converted in 1989.
-- Bill Griffin will advise NCHC again that when possible if they have
more than one patient to be transported to let us know as we can take
two on one trip. Bill will also be getting with the officials at IJC
to discuss the problems that have been arising with EMS vs. IJC and
hopefully will get things smoothed out and settled.
-- All disciplinary and investigative procedures will now be handled by
Bill Griffin. If you are called in for disciplinary actions, your
supervisor will most likely be there. You are also allowed one person
with you if you so desire. This should eliminate inconsistencies in
handling disciplinary actions. We all make mistakes, if called inj
state your case calmly and professionally with as much accuracy as
possible.
-- OVERTIME -- New medics after being Tober certified will start their
overtime hours from an average of all current medics, thus eliminating
the problem of the new medic being repeatedly asked for overtime because
of low amount of hours.
The meeting was adjourned approximately 12:30 hours. The next meeting
will be in approximately one month. Remember, if you have an item to bring
up please contact your Advisory Council member. Also, a reminder that all
employees are encouraged and welcome to attend.
