Minutes 10/19/1989 EMS ADVISORY COUNCIL October 19 , 1989 Present: E. Watson R. D'Orazio J. Aguilera P. Hedrich G. Barton J. Reardon J. Ortega B. Griffin D. Becker D. Flagg J. Poczynski Reorganization Jay Reardon presented a general structure for the reorganization of the department. This is a proposal which still must be approved by the County Manager and many of the details have not been worked out. There will be two supervisors per shift, one on the road as a second person, the other in the office. The next month they would switch positions. The supervisors would also only be assigned four or five crews each. The supervisors would report to the new position of Field Services Manager who reports to the Director. The flight medic program will remain generally the same as it is now. The plan is to train three designated flight medics and have them train three additional flight medics. The position of Training Officer will be eliminated and replaced with the Field.Services Manager. s.. ; The Administrative Officer position will be replaced by the position of Support Services Manager who reports to the Director. 4,z„ The field instructors positions have been eliminated and their. duties absorbed by the field supervisors. fAl °:positions, ,4the six,flight medics, Field Services Manager, f`hi4 ..-,support services -'Manager,-;.and all.:six field supervisors positions areyopen to anyone who want* to. apply. An independent outside :f rm 'will be hired to conduct testing stations based: on the position applied for. Results -from the applicants testing stations would be combined and all applicants ranked accordingly. The results of the selection process would be presented to George and Jay who will make the final selection. The criteria for the selection process will be made available in advance to anyone who is interested. Jay asked if the council would endorse the general idea of reorganization. The council voted 4-1 in favor of it. The next step is for Jay to present this to the County Manager for his approval. No date has been set for implementation of this program. EMS Picnic The picnic has been postponed to November 11 and 12 . Juan Ortega will put forth a payroll memo with details. SMOKING At the October council meeting the council voted to ban smoking in all stations. The Director has accepted this proposal and a policy memo will be sent out. IMMOKALEE SINK A sink to wash dirty equipment etc. , will be installed in the kitchen closet. County maintenance has advised this is the only acceptable location due to building codes, water lines, etc. MEDIC 9 STAFFING Six paramedic positions are budgeted for Medic 9. These will be filled internally with the newly vacated EMT positions being replaced with EMT's. It is possible that these EMT positions will be filled with the stipulation that applicants must become paramedics within a specified time period. This applies only to new applicants and not to the current staff of EMT' s. RENTING VIDEOS If you rent videos, please attempt to return them the same day and not ,leave them for the oncoming crews. LEAVE;'POLICY ;Y:✓;" A suggestion was submitted to increase the number of hours off per shift: from 48 to 96. George advised this would not be possible ' during thie "budget year as only 4$ hours have been budgeted. In iv'x- the "1919 °•bu et,- EMS will ask for an increase in these numbers. ALS IDT ,OC4OPEB There was a discussion concerning #LS response in Ochopee. The -consensus'-vas :the current policy was adequate. The Only modification is that we will respond an ALS ground unit automatically in situations where there is the potential for more than one patient, such as Signal 4, explosion, etc. MOTOR POOL Crews who experience difficulty in getting vehicles worked on, improperly fixed, finding a mechanic, or having to wait for the mechanic to finish a non-EMS vehicle, etc. , must notify MC-5 immediately and note date, times etc. , for an incident report. The new Motor Pool contractor should be giving a similar level of service as the previous contractor. ADVISORY COUNCIL MAILBOX There is a box on Diane' s typewriter desk for any correspondence for the advisory council. The next meeting will be at 10:00 AM on 11/14/89 at H.Q. •
