ADVISORY COMMITTEE MEETING MINTES
DECEMBER 27, 2012

I. CALL TO ORDER Coyle
A. Jim Hughes opened the meeting at 3:00 p.m.
B. Motion to approve the Dec. 27, 2012 Agenda by Kevin Walsh
1. Motion seconded by Ted Decker
2. Motion carried unanimously.
II. OLD BUSINESS
A. Minutes of prior regular advisory committee meetings.
1. Minutes of September 21, 2012 meeting were not produced.
2. Minutes of October 19, 2012 meeting were not produced.
3. Minutes of November 16, 2012 meeting were not produced.
4. ICFD Advisory Committee is responsible to produce meeting minutes.
a. Chairman Langkawel had accepted responsibility for the minutes.
b. Chief McLaughlin will contact Chairman Langkawel.
c. Chief McLaughlin expects to provide these minutes in Jan. 2013.
5. Chief McLaughlin has directed Barbara Shea to discontinue attending
Advisory Committee meetings and transcribing minutes since Aug. 2012.
a. Ms. Shea voiced a workplace violence complaint.
,Misc. Cores: b. Ms. Shea complained of going home sick after numerous meetings.
Date: c. Ms. Shea objected to the hostility from an uncontrolled crowd.
d. Chief believes Ms. Shea will file a lawsuit if mandated to attend.
Item t e. Chief will not require Ms. Shea to attend the committee meetings.
f. Ms. Shea's job description does not include transcribing advisory

g. If order was brought back to the meetings, Ms. Shea has stated
that she will return to transcribing the meeting minutes.
B. Awards and Recognition
1. Recognition of the service of three retiring advisory committee members.
a. Joe Langkawel, Ted Decker, and Kevin Walsh.
b. There will be a presentation of recognition at the January meeting.
C. Chiefs Report
1. Image Trend monthly incident type report provided.
2. Budget for the first quarter of FY13 is on track with projections.
3. LDH replacement hose was received and is in service.
4. WeatherBug has been repaired and is operating.
5. The WeatherBug camera has a glitch, and awaiting repair.
6. U.S. Line of Duty Deaths.
a. 83 year to date.
b. 11 during December, 2012.
D. Operations Report for November
1. ICFD responded to 33 calls.
2. 11 responses were out of district.
3. ICFD responded to one boat call.
4. ICFD completed 2 fire inspections.
5. Boat 90 fire pump has been repaired and awaiting a new frame.
E. Request for amendment to MSTU giving powers to the new"ICFD Board."
1. Culmination of three workshops in December.
2. An amendment would increase the responsibilities of the ICFD Board.
a. More control over the department budget.
b. The ability to make recommendations to the BCC.
3. Len Price will make the presentation to the BCC on 01/08/13.
4. Motion by Kevin Walsh to support Ms. Price's presentation.
a. Motion seconded by Ted Decker.
b. Motion passed unanimously.
c. Vice Chairman Hughes will forward this vote to Ms. Price.
III. NEW BUSINESS
A. Chief McLaughlin's discussion of advisory committee vote on new member.
1. ICFD Advisory Committee voted to approve Matt Crowder at last workshop.
2. Chief McLaughlin explains that this vote to approve is invalid.
3. Matt Crowder's application was received by the BCC Office.
4. BCC procedures to approve new members are as follows.
a. The next"application period" for a member position is in January.
b. The application period is three weeks.
c. Eligibility of all applicants will be confirmed at the end of the period.
d. All eligible applications will be forwarded to Chief McLaughlin.
e. ICFD advisory committee will then vote to approve one applicant.
f. The committee's recommendation is forwarded to the BCC.
g. The BCC then votes on the recommendation at their next meeting.
IV. ADJOURNMENT
A. Motion to adjourn the meeting by Kevin Walsh at 3:50 p.m.

2. Motion carried unanimously.
