IN THE BOARD OF COUNTY COMMISSIONERS MEETING ROOM, ADMINISTRATION BUILDING,
COUNTY GOVERNMENT CENTER, THIRD FLOOR, 3299 TAMIAMI TRAIL EAST, NAPLES, FLORIDA:
NOTE: INDIVIDUAL SPEAKERS WILL BE LIMITED TO 5 MINUTES ON ANY
ITEM. INDIVIDUALS SELECTED TO SPEAK ON BEHALF OF AN ORGANIZATION

of Collier County, Florida amending Ordinance Number 0441, as amended, the Collier County Land
Development Code, which established the comprehensive zoning regulations for the unincorporated area of
Collier County, Florida by amending the appropriate zoning atlas map or maps by removing approximately
16 acres from the Palermo Cove Residential Planned Unit Development (RPUD); and by changing the
zoning classification of the herein described real property from a RPUD zoning district to a RPUD zoning
district for a project known as the Palermo Cove RPUD by revising project development standards, adding
deviations, adopting a new conceptual master plan, revising developer commitments and reducing the

B. PUDZA- PL20120000650: Wolf Creek PUD -- An Ordinance of the Board of County Commissioners of
Collier County, Florida amending Ordinance Number 2007 -46, as amended, the Wolf Creek Residential
Planned Unit Development by increasing the permissible number of dwelling units from 671 to 754; by
amending Ordinance Number 2004 -41, the Collier County Land Development Code by amending the
appropriate zoning atlas map or maps by changing the zoning classification of an additional 5± acres of
land from RMF -6(4) Scenic Woods Rezone to the Wolf Creek RPUD and by changing the zoning
classification of an additional 16± acres from Palermo Cove PUD to Wolf Creek PUD; by revising the
development standards; by adding Exhibit A -1, the amended Master Plan for parcels IA through 3A; by

Re: Wolf Creek RPUD Amendment
Dear Mrs. Deselem,
We write to you regarding the Collier County Planning Commission ( "Commission ")
hearing that is being held tomorrow to discuss an amendment to the Wolf Creek RPUD
( "PUD "). As property owners in the PUD, we would like to voice our concerns with this
amendment.
The purpose of inserting Section 5.7(0) into the Wolf Creek RPUD amendment approved
in May, 2007, was to encourage ALL PUD developers to complete the Pristine Drive
extension. Completion of the Pristine Drive extension to Wolf Road would benefit all
PUD parcels as it would provide all individual owners within the PUD alternative means
of accessing Wolf Road to the north, Vanderbilt Beach Road to the south, and Collier
Boulevard to the east. The proposed amendment to be heard tomorrow does not address
the traffic flow issues that Section 5.7(0) in the amendment was intended to resolve. In
fact, the proposed amendment would make matters worse by permitting the addition of
100 new completed structures within the PUD, without the requirement of completing
Pristine Drive.
As envisioned by the County engineers, the purpose of the Section 5.7(0) was to require
completion of Pristine Drive in order to relieve the level of service on Vanderbilt Beach
Road, Collier Boulevard, and their respective intersections, by providing a by -pass
through Wolf Road and Pristine Drive. This by -pass was also expected to provide traffic
flow benefits within the PUD for all PUD owners by giving vehicles more than one
entrance /exit for the PUD.
The completion of Pristine Drive has an important impact our property. Without its
completion, our undeveloped property does not have proper ingress and egress, which is
detrimental to their development potential. Even the portion that is already built is
detrimentally affected, since the purpose of connecting Pristine Drive to Wolf Road, is to
provide better circulation and access to the surrounding arteries.

Prime Homes at Portofino Falls, LTD.
We oppose the amendment to Section 5.7(0) as proposed. However, should the
Commission and staff agree, we would support an alternative amendment requiring
completion of all dedications and allowing for the issuance of building permits for 100
units, provided final issuance of any COs was contingent upon the completion of Pristine
Drive, AND the amendment as proposed herein is applicable to ALL parcel owners
within the PUD, not just the owners of Parcels lA -3A.
It is our understanding that all of the dedications necessary for Pristine Drive have been
completed. If this is the case, then the last sentence in the requested PUD amendment,
allowing for a choice of bond, LOC or maintenance agreement if the dedication is not
complete, is not necessary. We would ask that the entire sentence be eliminated.
With regards to Section 5.7(N), we can support language that acknowledges fulfillment
of the agreement, or that removes the requirement to "permit" the interconnection to the
Island Walk development.
We hope that the County and the Commission can find language for this amendment that
is equally beneficial to all owners within the PUD, and that our suggestions are found to
be amenable to the applicant and the County. We look forward to meeting you and
Commission in person, and to have an opportunity to further discuss these issues. We
also would like to thank you for your attention to our concerns, and continued assistance
in these matters
