Any member of the public shall be entitled to attend and observe. The determination of the clerk and the county attorney of validity of any ballot shall be final. (4) The nominee(s) receiving a plurality of the ballots cast in each category of membership shall be deemed the successful nominee(s) and their name(s) shall be reported and forwarded to the Board of County Commissioners.
