2013 JOINT WORKSHOP
Naples, Florida, January 14, 2013
LET IT BE REMEMBERED the Board of County Commissioners in and for the
County of Collier, having conducted business herein, met on this date at 1:00 p.m.
in WORKSHOP SESSION in Building "F" of the Government Complex, Naples,
Florida with the following members present:
CRA Chairman: Commissioner Donna Fiala, District 1
BCC Chairman: Commissioner Georgia Hiller, District 2
Commissioner Tom Henning, District 3

1. Welcoming Statements and Introductions
Immokalee CRA Members Present: Mike Facundo, Chairman; Ski Olesky; Jeffery Randall;
Carrie Williams.
Bayshore/Gateway CRA Members Present: Steve Main, Chairman; Larry Ingram; Peter
Dvorak; Maurice Gutierrez; Roy Wilson, (Haldeman Creek MSTU).

Penny Phillippi introduced the members of the Immokalee CRA.

Steve Main introduced the members of the Bayshore/Gateway Triangle CRA
4. Immokalee CRA 2012 Overview
Penny Phillippi, Director presented the slideshow"Collier County Redevelopment Agency
Annual Report 2012—Immokalee" and noted:
• The purpose of the CRA is to:
• Promote business development including creating jobs.
• Assist owners with building and streetscape improvement projects.
• Improve area infrastructure.
• Assist in creating affordable housing opportunities.
• Improve community safety.
• Assist in developing community activities.
• Assist in developing"green" initiatives.
• Major activities for 2012 include:
• Downtown Immokalee Stormwater System Enhancement Project.
• Roadway improvements and the use of illuminated devices to provide
pedestrian safety.
• Land purchase for the First Street Plaza, design and RFP awarded.
• Traffic studies to identify safety issues.
During discussions it was noted that the First Street Plaza and the Stormwater Improvement
Projects will be transferred to Facilities Management Department for on-going maintenance.
The Commission requested staff to:
1. Provide clarification on whether the stormwater project provides public or private
benefits,given the intention is for the County to manage the system.
2. Clarify how land use restrictions are administered in the downtown district.

5. Bayshore/Gateway Triangle CRA 2012 Overview
Jean Jourdan, Interim Director presented the slideshow"BGT-CRA, Bayshore MSTU-
Haldeman Creek MSTU" dated January 14, 2013 which outlined 2012 activities.
The goals of the CRA include:
• Promoting public safety and security.
• Assisting in the development of community improvements.
• Encouraging economic development,job creation and area revitalization.
• Promoting smart growth and area beautification.
• Promoting improvement for infrastructure and amenities.
The goals are achieved by building partnerships with HOA's, Collier County Sheriff s
Office, property owners, schools, government agencies, etc.
The slideshow presented examples of recently completed rehabilitation projects,
stormwater improvement projects, pedestrian safety improvements (Hawk System),
side street projects, Haldeman Creek maintenance, etc.
Roy Wilson, Haldeman Creek MSTU expressed concern on the lack of response by County
staff regarding preventive maintenance and code enforcement issues raised by the MSTU in
regards to Haldeman Creek.
It was recommended Mr. Wilson contact the Commissioner who represents his district within
the MSTU regarding the issue.
6. CRA Roundtable Discussion—all
Commissioners recognized CRA's efforts as being very effective in managing micro-areas.
Participants are local and "on the ground" on a daily basis identifying key issues that need to
be addressed.
