Resolution 90-328 to execute mutual agreements as contemplated by
Section 4(2) of Chapter 74-462, Laws of Florida, between the Board
of County Commissioners and Pelican Bay Improvement District -
Adopted 3/0. Commissioner Volpe and Commissioner Goodnight not present.
Recommendation to approve the FY 89/90 through FY 94/95 Secondary
Road Program to include major road projects, signal installations,
and reconstruction projects for inclusion in the CIE Update and in
the FY 1991 budget as appropriate - Approved (unanimous)
Recommendation to direct staff to include state road projects
appearing on Attachment B, County and State Roads Projects List,
in the Second Annual CIE Update to be released on July 15, 1990,
with sources of primary funding and review impact fees on state
roads with exclusion of Item #44, Tamiami Trail North (U.S. 41)
grade separation at Pine Ridge Road for $10 million, moving that
item into the second five-year phase - Approved (l~lanimous)
Proposal III, County-Wide Improvement Assessment District as an
alternative funding source for the county and state road projects
listed in CIE Facilities and Revenue Requirements for FY 1991 -
1995 five-year phase - Approved (unanimous)
Directed staff to solicit appropriate financial, legal and engi-
neering experts to do an analysis to support a county-wide impro-
vement assessment district, solicit proposals and bring back a
contract and a time schedule to the Board for approval - Approved
(unanimous)
Direct staff to include identified Potable Water System projects
in the upcoming CIE Update as recommended - Approved (unanimous)
Direct staff to include identified Sanitary Sewers projects in the
upcoming CIE Update as recommended - Approved (unanimous)
8. Drainage Canals and Structures recommendation - Gontinued
9. Direct staff to include identified Recreation Facilities projects
in the upcoming CIE Update as recommended - Approved (uanimous)
10. Direct staff to include Recreation Facilities (Category A) pro-
jects on Attachment A in the Second Annual CIE Update - Approved
(unanimous)
11. Direct staff to include the community park acreage in the CIE
Update and include an additional community park in the CIE Update
- Approved (unanimous)
12. Direct staff to include the Regional Park plan including the
purchase of 700 acres in the CIE Update with funding to be pro-
vided through the Sales Tax referendum and alternate funding to be
provided by a General Obligation Referendum - Approved (%lnanimous)
13. Solid Waste Facilities, Category A - 10 Year Raw Land Supply - No
action taken.
14. Direct staff to include Solid Waste Facilities, Category A - Two
Year Cell Capacity, in the CIE Update - Approved (%lnanimous)
15. Direct staff to include the Library Buildings projects in the CIE
Update and propose the new project to eliminate deficit in FY 1995
- Approved (unanimous)
16. Direct staff to include the Library Book Stock project for current
book stocks and add 5,696 books by 1995 in the CIE Update -
Approved (unanimous}
17. Government Buildings - Continued.
18. Direct staff to include Emergency Medical Services, Category B in
the CIE Update with one additional station, using impact fees as a
potential primary funding source with a 1 mill assessment as the
alternative fundinG source - Approved (unanimous)
19. Fire Districts - No action taken.
20. Direct staff to include the Jail Facility, Category B in the CIE
Update, a 400 bed facility with double-bunking, using Sales Tax
revenues as primary funding, with 1 mill Capital Revenue Fund as
alternative funding, and to move this project to 1992, using
general obligation bonds - Approved {unanimous)
