WPS Minutes 12/03/2012 December 3, 2012 MINUTES OF THE MEETING OF THE COLLIER COUNTY COASTAL ADVISORY COMMITTEE - WIGGINS PASS SUBCOMMITTEE Naples, Florida, December 3, 2012 LET IT BE REMEMBERED, the Collier County Coastal Advisory - Wiggins Pass Subcommittee in and for the County of Collier, having conducted business Herein, met on this date at 10:00 A.M. in REGULAR SESSION at the Pelican Isle Yacht Club, 410 Dockside Drive, Naples, Florida with the following members present: CHAIRMAN: Joseph A. Moreland Robert Raymond Victor Rios ALSO PRESENT: Gary McAlpin, Director, Coastal Zone Management 1 December 3, 2012 Any persons in need of the verbatim record of the meeting may request a copy of the audio recording from the Collier County Communications and Customer Relations Department. I. Call to Order Chairman Moreland called the meeting to order at 10:05 p.m. He notified the attendees the meeting is for informational purposes; to provide an update on the Wiggins Pass dredging/channel re-alignment project. II. Pledge of Allegiance The Pledge of Allegiance was recited. III. Roll Call Roll Call was taken and a quorum was established. IV. Changes and Approval of Agenda Mr. Rios moved to approve the Agenda. Second by Mr. Raymond. Carried unanimously 3- 0. V. Public Comments Speaker Jack Bach addressed the Subcommittee and reported on how the current state of the Pass is having a negative affect on area property values and membership numbers for the Pelican Isle Yacht Club. VI. Approval of Minutes 1. March 19, 2012 2. May 22,2012 3. October 8,2012 Mr. Rios moved to approve the minutes of the March 19, 2012,May 22, 2012 and the October 8, 2012 Coastal Advisory Committee— Wiggins Pass Subcommittee meeting as submitted. Second by Mr. Raymond. Carried unanimously 3—0. VII. Staff Reports None VIII. New Business 1. Review and discuss project permitting and timing Gary McAlpin, Director, Coastal Zone Management presented a slideshow titled "Wiggins Pass Improvement Project Presentation to the EAC(Environmental Advisory Council). " He noted: • Proposed approval of the contract for the proposed Scope of Work will be heard by the Board of County Commissioners on either January 22, or February 12, 2013, depending on when the final bids are available. 2 December 3, 2012 • The Scope of Work is for the straightening of the Pass via a soft engineering solution by dredging the area to build sand dikes to aid in"training"the channel to be somewhat"self flushing." • The proposal is a culmination of approximately 4 years of work including meetings by Committees, Stakeholder input and detailed engineering studies including computer modeling on the morphology of the Pass. • The goals were to lengthen the current dredge cycle and improve safety by providing an environmental friendly and cost effective solution. • The design basis for straightening the Pass is to provide water depths per US Coast Guard regulations to accommodate a 3 foot draft vessel maximum. • The work is to be conducted outside of turtle nesting season and anticipated to initiate in March of 2013 and be completed by May 1, 2013. • The permits obtained will be for a duration of 10 years with the availability to conduct minor maintenance dredging at periodic times (i.e. 8`-10KCY at the mouth of the pass every two years, if necessary) and a"major dredge" of approximately 50KCY every 4 years at the interior of the Pass. Under questions from the public the following was noted: • The project should have no negative consequences for the Little Hickory Bay or Turkey Bay passes which enter the Pass. • The project could be postponed until after hurricane season, however, the Subcommittee recommends completing the work as soon as possible to improve safety of the Pass and to accommodate many of the emergency responders needing to use the Pass during emergency events, • The Pass will remain open to boating traffic while the work is ongoing. • The project will be funded by Tourist Development Tax revenues as portions of the dredged sand will be placed on beaches utilized by the public. IX. Old Business None X. Announcements Chairman Moreland reported: • The Estuary Conservation Commission(ECA) has initiated a process for filing "incidents reports" in relation to Pass activity. The forms are available from the Dock Master and he urged all parties to utilize reporting system. • The ECA has launched a new website. • Any party interested in the proposal should attend the meeting where the item will be heard by the Board of County Commissioners so they may provide input on the decision to be made. XI. Committee Member Discussion Chairman Moreland reported Dick Lydon, longtime member of the ECA has passed away and recognized his service to the Association. 3 December 3, 2012 XII.
