EAC-SC Minutes 06/27/2012Minutes for June 27, 2012 EAC GMP Subcommittee Attending members: Gina Downs, Andrew Dickman, Judy Hushon, David Bishof, Gary McNally County Staff: Rhonda Watkins, Jerry Kurtz, Bill Lorenz Public: Jeremy Franz, Conservancy of SWFL 1. Andrew Dickman passed out our comments from the previous meeting dropped into a form. Two recommendations were made: change RLSA to RLSA -SRA and depersonalize the comments. Andrew will rework to reflect these suggestions. 2. Gina Downs recommended that we create a spreadsheet containing information from counties on: stormwater capital improvement budget, amount spent per household, future spending projections, county population. She will bring a sample to the next meeting. 3. We agreed that when we have completed work on a topic we should take it to the commissioners. 4. Bill Lorenz will check with David Weeks about getting census data by Planning Area. 5. David Bishof reported on Monroe County. a. All developable land has been platted. b. Population could quadruple if all were developed. c. Every new development needs a Stormwater Treatment System, including single family homes. This is based on the impervious area. d. Building permits are rationed by a lottery as there is a single source of water from the mainland. e. Strong concern for water quality since whole economy is based on it. Most are classified as Outstanding Florida Waters. 6. Gary McNally has Sarasota and he will report next meeting. 7. Had a discussion on nutrient sources. Judy Hushon agreed to contact Mike Severese at FGCU to see whether they have a split between farm and urban nutrient contributions. 8. Rhonda Watkins said the county data on nutrients is loaded onto STORET and included in some annual reports that are available online. 9. Judy Hushon agreed to see what she could discern about nutrient flow from the USACE Caloosahatchee monitoring data. 10. Jeremy Franz stated that since individual lots (e.g., in The Estates) manage their own stormwater there should be a tie to LID. 11. Rhonda Watkins has information on monitoring results by WBID, DEP impairment trends and exceedences of water quality standards. She used DEP's standards as a screen. 12. Bill Lorenz briefed on the reorganization and the creation of a Natural Resources Department with Jerry Kurtz and Rhonda Watkins. 13. Gina Downs is going to put together a list of Water Quality Mgt stakeholders. `n 14. Judy Hushon will miss the next meeting on July 25
